Minister Urged to Clarify Khmer Rouge Role

Opposition leader Sam Rainsy has sent an open letter to Foreign Minister Hor Namhong calling for his cooperation in the Khmer Rouge tribunal and to describe his role at a Phnom Penh camp run by the regime.

The March 18 letter questions Hor Namhong’s role in supervising the Boeung Trabek camp in 1978. It asks why he was given the responsibility and trust of the Khmer Rouge at a time when mass killings by the regime were well underway.

The letter was released as a French court prepares to hear Sam Rainsy’s appeal of a defamation case brought by Hor Namhong, on March 25.

It goes on to ask whether Hor Namhong’s “extraordinary zeal” or his “evil” and “sadism” against other prisoners led him to serve the Khmer Rouge.

Hor Namhong declined through a spokesman to comment on the letter, but he has said in the past he was a prisoner at the camp forced into a supervisory role.

Sam Rainsy said he wants Hor Namhong to give evidence to the UN-backed tribunal to shed light on his role and “remove serious suspicions” about the foreign minister’s past.

In October 2009, the tribunal called Hor Namhong and five other government officials to testify in its second case, against five leaders currently in detention. None has so far appeared before the court.

A spokesman for Hor Namhong said he has not responded to the summons because of his busy schedule.

The letter contains new information about the Khmer Rouge submitted to a French court, which is scheduled to hear a lawsuit brought by Hor Namhong against Sam Rainsy for remarks in the opposition leader’s autobiography, alleging that Hor Namhong colluded with the Khmer Rouge at Boeung Trabek, where several inmates died.

“The purpose [of the letter] is to reveal new information that we have received concerning the Khmer Rouge regime, concerning some of our current leaders who were involved with and served the Khmer Rouge during Pol Pot’s time,” Sam Rainsy told VOA Khmer by phone from Paris.

Sam Rainsy said Hor Namhong will have to address the evidence when the French court begins its hearing.

He is a minister for so many regimes, long serving to the country means that he is able to clarify to ECCC and cambodians.
As ctizen,he is obligated to give evidence to the court, and he is compelled to do so as minister.
Not any excuse to avoid that.
Obviously,he is not diplomatic as he is intended to be.

Some day, certain figures serving this regime will say exactly the same thing about being "forced" to sign dubious border treaties and land concessions to Vietnam and tycoon-senators, leaving Khmer people destitute and landless in their own country. This may seem trite to some, but the underlying injustice and suffering are too great not to be highlighted and addressed.

People everywhere in Cambodia, led by politicians, NGOs, rights groups etc. should organise a street demonstration in support of the victims and in protest against this on-going travesty.

It is unlikely that the Khmer Rouge, with their rapacious zeal and paranoia would have trusted one of their prisoners sufficiently to work for them, particularly, someone with Mr. NamHong's bourgeois background and appearance in such a sensitive role within their top security apparatus - unless, of course, he possessed solid KR party pedigree, and in this specific case, matched their thirst for brutality and blind loyalty in some way - as he is displaying now towards his current bosses in Phnom Penh and Hanoi.

The world can now see why it took decades to get the KR trail underway, and a year to try 'Duch' alone. I am inclined towards the practical desire for peace and reconciliation among all Khmers. However, individuals with Mr. NamHong's 'alleged' implicit involvement in the management and direction of that regime's inhumane practices, should not be facilitated to escape due legal process of justice.

By threatening 'civil war' and turmoil in a land where they are in complete command of all the institutional balances of force, lest they be summoned to appear in court, these men have placed themselves well above the reaches of justice and its due processes.

How much confort can the average citizen draw from this blatantly nassasistic refusal of men, with seemingly no human conscience, who otherwise claim to be in power by way of democratic will and regular elections? Where will ordinary citizens run to when armed soldiers and bulldozers come for their lands and communities - except holding portraits of the very people who directly inspire their despair and fuel their pain for charmed protection?

According to internal party documents of the CPP, Democratic Kampuchea was a morally confusing place where good people also killed. This and similiar after thoughts may still be invoked to justify the crimes committed against the Khmer people today, and it is no exaggeration to add that they are of no solace to people at the wrong end of these deeds.

Come on, we know that the Cambodian People's Party is just an updated name for the Kampuchean People's Revolutionary Party and all of them were former Eastern Zone Khmer Rouge cadres and ministers that fled to Vietnam.

The CPP leadership has been guilty of crimes against humanity from the very beginning. Just ask yourself, how many people did ah Hun Sen kill with an AK-47 or a machete knife? MANY!!!! All of them will be on trial in 15-20 years. Believe it or not, the CPP aren't going to last that long.
