Cambodia's donors pledge record 1.1 billion dollars for development

Phnom Penh - Cambodia's donors on Thursday pledged a record 1.1 billion dollars in financial assistance for 2010 amid warnings that the country needs to improve accountability and transparency.

Japan was again the largest donor, said Finance Minister Keat Chhon, who outlined the government's main focus areas.

'We have our priorities: roads, water, human resources, electricity,' Keat Chhon said. 'These are the top four priorities. We also need funding for legal reform.'

The two-day donor conference, which concluded Thursday, saw Cambodian officials, foreign donors and non-governmental groups gather to discuss the country's most pressing issues.

Last year, donors provided 951 million dollars, around half the government's budget, and, at the time, the largest sum given.

In recent weeks, media reports have revealed that millions of dollars of revenues from resource industries were not properly accounted for.

The World Bank on Thursday singled out as 'critical issues' the need to improve transparency and accountability in Cambodia's handling of public finances and natural resources.

Other complaints have revolved around the use of aid. Japanese Ambassador Masafumi Kuroki indicated his country would provide 130 million dollars, before adding that aid effectiveness could be improved.

'There is increased monitoring of aid between the government and partners, and I think we have to further promote this process of monitoring of aid,' he said. 'There is already a mechanism to do that, and we have to strengthen that mechanism.'

On Wednesday, Prime Minister Hun Sen told the conference that good governance was 'the most important prerequisite for a sustainable and equitable economic development and social justice.'

'In the context of this vision, the royal government considers the fight against corruption as a top priority,' he said, citing a new anti-corruption law and an ongoing crackdown on illegal logging and fisheries as evidence of the government's commitment.

And he said agriculture was the top development priority for the country's mainly rural population because it could both bolster economic growth and ensure food security.

He also pledged to pay more attention to granting land concessions to the poor. Land concessions are a highly contentious subject with large investors in possession of more than 1 million hectares.

The conference was reminded by World Bank country head Annette Dixon that 4 million Cambodians - around one-third of the population - live in poverty while many more are on the margins.

'Life continues to be extremely challenging for the majority of Cambodian rural families, who remain vulnerable to shocks,' she said.

I have been listening to Hun Sen's song for all my life. Enough is enough. This guy should go. He has been sing the same song over and over. I am tired of his lyric. There should be change. This guy forces people to listen to his song even though they do not want to listen to it. It is time for him to die for a better Cambodia. Young people should stand up for your new leadership - new song

Did hun sen say he will pay attention to social justice and land concession for $ 1.1 billion ?
If CPP. doesn't share power and political views with other political parties. demacracy will never come to Cambodia,
as long as hun sen still use his
CRONY as his way to run the country
it will never benifit the poors.
Then. the world donors just be 51%part of the Cambodia's problems

well, it shows donors only honor legitimate gov't of cambodia, not activists, not global witness, not some ngo, not opposition extremists, etc... only legitimate khmer gov't. the rest are just what they considered activists, not gov't. activists tended to act like they are some sort of gov't or something. i mean, it's good to have activists for reforms in cambodia, however, donor aren't stupid, you know. donor countries wanted to help cambodia, not some activists with their unruly behavior and foul-mouths, etc, you know. don't forget to use the chain of command in gov't to make a real difference, ok! yes, cambodia is a country, a sovereigned one, that is. and there are more to cambodia than some hardcore activists and foul-mouth individuals out there, you know! ask yourself this: are you a legal gov't of cambodia or are you just activists, unruly to some degree, etc...! get educated already!

The donor nations really showed the CPP about their lack of transparency, rampant corruptions,and human rights abuse.
This should teach the CPP to behave better.

Keat Chhon said 'We have our priorities: roads, water, human resources, electricity,' bigger and more villas, more 4X4, mistresses, fatter offshore accounts, more import luxury goods, send more of our childrens to foreign universities etc...

As long as Cambodia is the host of these foreign (donors)nations, they have the obligation to donate the money to the Kingdom to sustain and acceptable diplomatic ties. PERIOD.

For how many years should we, CPP members, educate the SRP members?

All aid money is implemented though projects, such as roads, bridges, water supply, education. The government budget would add another Us$1.8 billion. Who benefits from that? Mostly people who live in the rural and urban areas. They also include the SRP members.

Socheata should go out to see and should not only stay in the office.

Khmers are benefiting from all the projects done by the CPP that is why the rural and urban populations are driving expensive cars and live in big villa.
