Cambodian PM deplores UN official's "disrespect"
PHNOM PENH June 21 (Reuters) - Cambodian Prime Minister Hun Sen called a United Nations rights official disrespectful on Monday and said in future they would meet just once a year rather than three times.
Surya Subedi, the United Nations Special Rapporteur for human rights in Cambodia, criticised the country's judiciary last week for its lack of independence and regretted being unable to meet Hun Sen during a 10-day visit as the prime minister had been unwell.
Talking to hundreds of disabled former soldiers in Phnom Penh, the outspoken prime minister said Subedi had shown disrespect by saying he was "disappointed" about his illness.
"Every time he's come here, I've met him," Hun Sen said. "From now on, I'll see him just once a year."
"I hope he will hear this: I'm ill, I don't need to report to you," Hun Sen added, accusing Subedi of wanting to "colonise" his country.
The prime minister is prone to outbursts, especially at diplomats or international organisations expressing views at odds with his own.
Recently, he expressed irritation at the World Bank and others for saying the economy contracted in 2009 -- the Finance Ministry says it grew 0.1 percent -- and for giving lower growth forecasts for this year than the government.
He pulled the plugs on a World Bank land registry project last September after the multilateral body and other aid donors asked the government to stop evictions.
At a news conference on June 17, Subedi had said he was troubled by such land disputes and the apparent inability of the poor to get a fair hearing in court.
Also, in a reference to the government's tough stand on dissent, he expressed concern about what he called a narrowing of the political space for debate.
Hun Sen also criticised Cambodian rights groups on Monday, calling them "shadowy organisations" for organising a march of about 200 people to his house on June 15 to petition him to solve land disputes.
Police halted the march. No one was hurt.

It is clear that there are violation of human rights. And it is clear that the government has kept the blind eye.
that is not the question for now.
Now, the question is how to make Hun Sen speak a common language with the UN and the rest.
For the time being, Hun Sen is playing the game with his rule, while the rests are playing the general rule.
It is hard for Hun Sen to change the rule since he doesn't know how to play otherwise he will simply lose the game.
And the whole world would never take the rule of Hun Sen either. It would be ridiculous to imagine that UN will follow the rule of Hun Sen?
But the point is:
Hun Sen is 60 years old now. He will died in the next, let's say, 40 years. His rule of the game will be over.
The UN was created after WW2, around 1945. it is 65 years old. when will it die? no one knows. its rule of the game persists.
Justice wins at last.
I always hate this hand up because this was/is the Khmer rouge behavious and style that I saw in the killing fildes and killed a lot of Khmer innocence. When you all neet politic events on 17 April 1975 in Phnom Penh like me or like other Khmer victiums. Are you think those has not involed with the killing fields ? As for me,I have never believe at all ?

Now we know who is the problem. It can't be the UN representative that went to Cambodia. It is Cambodia or Hun Sen that have the problem with any UN representative. From Yash Ghai to Surya Subedi. It can't be the UN that made the wrong or disrespect the Cambodian government.
To me it is Hun Sen at 101%. How come this reaction didn't click into his brain?
He has no intellectual way of conveying the conversation to the public. All he can is threaten, intimidate the public and the audience is very scare to listen to him. I'm telling you Hun Sen, soon or later you will be gone from this world or Cambodia.

Subedi is working for Sam Rainsy. He criticizes Cambodian court because he wants to please Sam Rainsy. It is thinkable that Sam Rainsy has money to pay Subedi. Not only Subedi works for Sam Rainisy but the former UN envoys include Thomas, Le Prech, Yasgai and .........
The UN is our problem--the thorn. The problem can easily be solved be recalling the UN and its staffs out of Cambodia, and pull our staffs OUT of UN.
