Over-crowded and dilapidated, that's a description of Cambodia's prison infrastructure by the Phnom Penh-based human rights organisation, LICADHO.
LICADHO has just released its latest prison report: "Beyond Capacity: Cambodia's Exploding Prison Population" . It says Cambodia's prison population is in the midst of an unprecedented population boom. Just six years ago, the 18 prisons monitored by LICADHO were at roughly 100 per cent capacity. Since then, the population has grown at an average rate of 14 per cent each year... and while more cells are being built, it's not nearly enough to keep pace with growth.

This is all because the police are getting more efficient in their job and are catching the bad guys,instead of sitting around on their asses drinking rice wine or just taking bribes and letting the criminals go.

The over crowed prisons must be filled most with innocents khmers citizens who tried to protect their rights, freedom of speech, land or property. The real criminals are not easily be arrested because they have had very strong connection from the top officials and the powerful.
also you only go to prison if you can't pay bribes to the police or at the courts. only poor people in prison..

Prison population are NOT growing up because of polices efficiency BUT because of SOCIAL PROBLEM, the interval of rich and poor are too big, the majority are poor: criminality comes from poverty..
it's called ill-society. yes, in cambodia, people act like people, that is, they want a piece of the pie of something lucrative. this kind of mentality existed for millenium, not just under this administration, really. it's called human greed. so, it's society problem and i bet you it has nothing to do with the current administration because it could happen under any administration, i don't care who! you will see this kind of issue all the time. so, stop politicized it too much here, ok!
