again, it's the lack of gov't social services like we all taken for granted in america. when we talk about cambodia with this kind of site, it is the lack of social services that needs to be called attention to, not so much the existence of cambodia. so, it is every civil society's responsibility to call for a change or put into place these essential agencies to help veterans of war, disableds, handicapped, etc... ngos can all help demand and make a real difference in cambodia. i mean you can criticize the gov't till you heart content, but if you don't be proactive and create a social services or welfare system to help this kind of people, they will not disappear by themselves, you know! wake up, people!

the same thing happen to American veterans. You'll see some begging on the end of the freeway, some homeless on the beach, it's just everywhere.
