PHNOM PENH, July 9 (Bernama) -- Parliaments of Cambodia, Laos and Vietnam have signed an approval for the three countries to jointly develop a triangle area, China's Xinhua news agency reported Friday.
Citing the joint statement, the agreement allows of having a joint-controlled border point as well as setting up of a website with English language as an international language and the three nations' national languages.
The joint statement was released on Friday after the two-day parliaments meeting, which kicked off on July 7 in Kratie province in Cambodia.
The meeting also discussed the roles of parliaments on how to help promote triangle development plan among the three countries.
The triangle development area covers four provinces in Cambodia: Rattanakiri, Stung Treng, Mondulkiri and Kratie, with three provinces in Laos and four provinces in Vietnam.
It is the annual meeting and Vietnam hosted the meeting last year.
In 2002, leaders of the three countries agreed to boost for economic benefit, promoting tourism, exchanging culture, as well as to well cooperate in social order, security and to reduce poverty.

The problem is Khmer has a population of only approx. 200000 people in that four provinces, Laos has a population of only approx. 500000 people in that tree provinces, but Youn has more than two millions (2,000,000 people) in that four provinces. My question is who is going to benefit the most? Will Khmer people be able to keep our identity as a Khmer at the end? Can we survive?
The answer is not!
Therefore, what should we do? Do we still want to use the elections to resolve this problem? The longer we keep using election to solve the problem; the problem will go heavier and heavier. Khmer Nation will disappear from the world, like Champa, in the near future.
The answer is up to our individual person, as a Koon Khmer, to think!
I am telling you, if we really want to help our Khmer Nation, we surely can if we consider her as the top priority.
I do not say it is going to be easy, but it is always the way.
The reason behind which Vietnam wants partnership with Laos and Cambodia is quite obvious; that is the full control for now of the 4 rich, naturally diversified and virgin provinces of Cambodia.
Joint development of the triangle area is the economic cooperation in which Vietnam will reap more if not the most benefits as Vietnam will surely control the investment, export, labour forces, etc. Above all, Vietnam will inderectly control the decision on how things should be done on a daily basis.
There is no better reason than the eventual and de jure control over Cambodia economically, politically and territorially that drives Vietnamese ambition to establish such a joint development.
Why would Vietnam, a richer and smarter country, but still having a lot of very poor citizens of its own care so much about its smaller and poorer neighbours? There has been no such precedence in history of Indochina. In fact, there exists precedence to the contrary!
Cambodia with its ludicrously selfish and megalomaniac leaders willing to serve more the interests of Vietnam in order to maintain theirs and submissive and dependent parliamentarians to vote for anything put before them without careful and diligent study of the issues will suffer in the long run and so will the Cambodian people who are themselves also so divided on the same issue of Vietnamization of Cambodia.
The people of Cambodia will have to decide seriously for themselves how they want to see Cambodia in the next several years. They are the voters who can definitely change the course of their country.
Each one of them who is 18 years old and above has a key in their hand. They can only blame themselves if they use their keys inappropriately or not use them at all.

Here is the very reason that Loas & Cambodia are turning their back to Thailand.
Instead of having real friendship and love thru strong similarity of religion and tradition or costume, Thailand promotes fear of taking over both counties in the name of Unification under one country which is Thailand. Meaning Cambodian and Loas'language can be destroyed and dissappeared over time. All because Thailand thinks too easy that we are the same people. Thailand fails to recognize and provide protection for each country's own existence. She forgot that each has own unique identification like many countries in the upper north of European Continent do.
Cambodia and Loas therefore are looking for some serious protection. Vietnam may not the most desirable and may have the same ambition, but Vietnam do it rather different way. See the Vietcong Federation. Yes, it's under Vietnam's boss and everything is working for Vietnam's benifit, but Loas and Cambodia somehow are still manage to exist under each and own term. At least for now and for how long? Who knows? and because Loas and Cambodia still have their clear and own identity, who cares if it's under Vietnam forever? Ask Hun Sen and the man on the far right from Loas. They will gladly say, they don't care for how long and as long as they can be together. it'll be just fine. That is too bad for Thailand.
