Challenges faced by the Royal Government of Cambodia(1)
Along with successes in the implementation of the Rectangular Strategy, Cambodia is facing a number of challenges as follows:
First- Despite remarkable progress in key reforms aimed at strengthening good governance, the quality, efficiency and delivery of the public service still remain as challenges and could not yet respond fully to the real needs of the people. The judiciary could not yet gain full confidence from the public. The development of legal framework has not yet been comprehensive, while law enforcement is still to improve.
Second- The economy is narrowly based and driven by four main sectors: garment, tourism, construction and agriculture. The garment and tourism sectors are vulnerable to external risks. Agri9ulture, which shares 30% of the GDP and accounts for more than 60 percent of the total employment, has not reached its full potential.
Third- Climate change, global economic imbalance and continuing and deepening financial crisis resulting in global economic slowdown as well as the increase in oil price, soaring food price and depreciation of US dollar have brought severe inflationary pressure on the Cambodian economy in the short and medium term. The increase in domestic demand as a result of recent high economic growth has also aggravated the pressure. These pose a threat to the growth prospects for Cambodia.
Fourth- Although we have managed to reduce poverty rate from 47% in 1993 to 35% in 2004 through high economic growth and pro-poor policies and preliminary estimates indicate further decrease in poverty rate to 32% in 2007, the rural poverty rate remains high. Furthermore, the gap between the rich and the poor, especially urban-rural inequality remains a challenge.
Fifth- Land concentration and landless people are on a rising trend, adversely impacting on the equity and efficiency of land use. On the other hand, large areas under economic land concessions have not been utilized efficiently as targeted, needing strict government measures to tackle them.
Sixth- The anarchy in illega11and possession, illegal claim of state land and protected areas as privately owned and unlawful logging are still taking place. At the same time, poverty and internal migration have added pressure on natural resources and places them at risk of destruction.
Seventh- Having achieved great progress in the rehabilitation and reconstruction of the national road network across the country, our next challenges are to ensure traffic safety and proper maintenance of the entire road network across the country.
Eighth- The aviation sector plays a crucial role in tourism development. Further development of aviation infrastructure, including continuous improvement of flight safety, still continues to be a key priority to ensure the tourism development and absorption of increasing number of tourists to Cambodia.
Ninth- Electricity tariff remains high compared to neighboring countries, and is a big obstacle in strengthening the Cambodian competitiveness as well as attracting investments and improving livelihoods. Access to electricity in rural areas is still limited.
Tenth- Irrigation system has not been fully developed and utilized to its potential, requiring more efficient management and investment.
Eleventh- Financing, management, and technology are the major challenges for SMEs in Cambodia.
Twelfth- The social safety net for workers and the poor has not yet become an efficient system.
Thirteenth- The quality of education at primary, secondary and tertiary levels is low. The production and trafficking of illegal drugs has become a social problem which harms welfare of the Cambodian youth at present and in the future.
Fourteenth- The shortages of technicians and skilled workers are a major obstacle to accelerating economic development in both urban and rural areas.
Challenges faced by the Royal Government of Cambodia(2)
Fifteenth- The provision of quality public health services is still limited. In spite of numerous achievements in the health sector, the maternal mortality rate is still high. The progress in promoting health care services, sanitation and clean water in rural areas is needs to be speeded up to meet the targets set in the Millennium Development Goals.
Sixteenth- Lack of education, domestic violence and human trafficking are the major factors that handicap women from realizing their full potential in contributing to socio-economic development.
Seventeenth- In general, institutional capacity of the Government is still limited due to low salary and incentive schemes. The cooperation between government agencies is still inadequate, while some legal and regulatory frameworks contain loopholes, and there is a shortage of resources to carry out our policies.
if real KR comeback, all Viet may run away from Cambodia. I bet. But the real KR is not KR
Don't be stupid, if the KR come back, not only HS should worry, millions of Cambodian will died and millions more will run away to Thailand and Vietnam. Another dark history of Cambodia would happen again.
To those of you who never live under the KR regime. You never know how hellist it was. HS regime is millions time better than the KR regime.
Khmer Rouge say "Kapp Yuons!"
When real Khmer rouges come back, all of Yuons will be chased aways and 5 millions of Khmers would be died again..
No human beeing would be able to harm pregnant woman, Khmer rouges do, they did it in 1979, Battambang, Sangker, she named Samnang, they killed her mother at the same time, died by sadness, they cut her head with a palm tree branch..
there are tremendous pressures from both the US and China...
walking and balancing on a high rope...
9:00 PM are Viet, Haha! They kill Khmers then they say that they come to save Khmers. Khmers know. Lok at KKR! Viet want to eliminate all Khmers Krom . But KKR are struggling to defend themselves while CPP is defending Viet. Haha!
Khmer Rouge Tribunal is to legalize Viet invasion. Haha
Books about the so-called history of Khmer Rouge atrocity distributed in school is wrong history.
The right books telling the truth are confiscated and prohibited to sell and to use in school. Haha!
Hun Sen and his CPP should deserv punishment.
I am going to say something that will surprise you all:
In all of us Khmers, there is a KR waiting to spring back to life. The viets understand that and took advantage of it with great success in the past. Don't let this happen again.
10:01pm, I agee with you. Khmers are Khmers.
My beloved Khmers!
Forgive me for unhumanly saying the stupidity of this uneducational statement,
"Khmer Rouge ain't coming back?"
Why?
Because da word has only honorably changed from "Comrade" to "Samdech", and KRs are publicly the same KRs!
Please close the so-called KR tribunal. Let Duch go home and back to his church.

U.S. Cambodia Bilateral Dialogue
Released in Phnom Penh, May 21, 2010
U.S. Deputy Assistant Secretary Scot Marciel for East Asia Pacific Affairs and Royal Government of Cambodia Deputy Foreign Minister Ouch Borith presided over the third annual U.S. Cambodian Bilateral Dialogue. The two delegations covered a range of topics including U.S. assistance to Cambodia, food security, climate change, security cooperation and regional issues.
U.S. assistance to Cambodia is designed to support the Royal Government’s priorities, as expressed through its rectangular strategy, to help Cambodia develop in the coming decades. These areas include poverty reduction, support for agriculture, good governance, and capacity building. U.S. assistance directly supports all of these priorities as it did nearly 60 years ago when the original aid program of was launched in 1955.
The two sides also discussed other ways in which our nations cooperate including our military to military relationship and the impending arrival of the USS Mercy, a hospital ship which will make port in Sihanoukville on the 15th of June. Ambassador Marciel also spoke about U.S. support for the Khmer Rouge Tribunal, and was brief by the Deputy Foreign Minister Ouch Borith on the achievements of the Royal Government's efforts in combating extreme poverty, improving education and healthcare, and expanding basic infrastructure; and the challenges mainly caused by the global economic crisis. The Cambodian side also briefed Ambassador Marciel on Cambodia's anti-corruption efforts and judicial reform.
The bilateral dialogue presented the opportunity for the group review planning for the 60th Anniversary of diplomatic relations between the United States and Cambodia. The Anniversary will be commemorated by a series of events in July. The U.S. Cambodian bilateral relationship has matured greatly during this period, especially during the last ten years. Although there are areas on which we will inevitably disagree, both sides expressed confidence that the depth and breadth of our relationship today will continue to strengthen in the future.
