Mu Sochua Faces Docked Wages After Court Loss

Men Kimseng, VOA Khmer
Washington, DC Thursday, 22 July 2010

It is not her salary that Mu Sochua stands to defend, but to show the national public and international community that the court only acts in favor of the Cambodian People's Party.
Mu Sochua, the opposition lawmaker who lost a defamation court battle with Prime Minister Hun Sen, will have her National Assembly salary docked to pay nearly $2,000 in compensation.

Phnom Penh Municipal Court ordered the National Assembly to take approximately 4.2 million riel, or $1,000, from her paycheck for two months.

“Mu Sochua must not obstruct or arrange for the prevention of officials in charge of preparing salaries at the [National Assembly] finance department from clearing the would-be confiscated debt,” the court said in a July 20 decision obtained by VOA Khmer.

The money will go to Hun Sen, who countersued Mu Sochua last year following her own claims he had defamed her with derogatory remarks in public speeches.

The case brought international attention to the Cambodian judicial system, which local and international rights groups say is typically politically biased toward the ruling party or subject to bribery and corruption. International donors routinely call for increased judicial reform.

Mu Sochua called the court decision “a kind of coercion” and “a political tool.”

“The judges cannot use their consciences to deliver justice to me as a parliamentarian,” she said.

Mu Sochua, a Sam Rainsy Party parliamentarian representing Kampot province, had repeatedly said she would not pay the fine, but the order comes after she lost her final appeal to the Supreme Court in June.

Yim Sovann, a spokesman for the Sam Rainsy Party, said members would stand by the lawmaker.

“This is an act of injustice,” he said. “It is not her salary that Mu Sochua stands to defend, but to show the national public and international community that the court only acts in favor of the Cambodian People's Party.”

The court order does not specify when the deductions will take place, and National Assembly officials were not immediately available for comment.

Actullay, we are reforming the justice system, even lawmaker Mu Suchua must pay the fines, nobody above the law. It served a lesson to land grabbing, riches, powerful people to respect the right of others.

Hay New Phally (in fact - you are just trying to promote Camb. town - don't do it. You are not speaking for all Khmer in LB.

In addition, if you know any thing about Cambodian politice - you wouldn't say this. If you understand enough- HS is the law, and you want to kiss HS' ass - going ahead. Don't worry the CPP will ask you to bring your own chair and sit by the Independent monument (of course if the HS allow you to do this). When you go to Cambodia, which I think you have - don't you ever see those poor people a long the street of Phnom Penh - Ms. Mu, what Ms Mu try to show that even her case the law still on HS side. How about the majority of 80% of Cambodian - who have no money to corrupt those judge...can the get justic by the Cambodian court???? You are remind me of the three monkey:don't see, don't hear, and don't talk...my Khmer's brother...Cambodian have to start to see, to hear, and to act...this is what Ms. Mu is doing!

Cambodian Town (are you represent Khmer in Long Beach, or are you using Khmer in Long Beach to promote your political agenda in Cambodia?) - How many khmer people in Long Beach are members of Cambodian Town? - do you know? How many Khmer are living in Long Beach? Come on don't be like Mr. Pock Thant! Where is he now? Don't follow his foot step - using khmer for his political gain - does not last! Is he being title Excellency (inflation name - not doing much for Cambodian people). Phally - don't west your time - the way you are doing it - will take you a long time - event just to be a director of department in the Ministry. Do some more substantial and lasting values - give books and school materials for the Cambodian youngs - so that they can read, write and think for what kind of government they want for their own country and be able to live in a more civilize way....

pay the fine? not going to jail? why not going to jail?
Chak kropong, Rannarith, Serey vuth, Som rainsey... if I'm not wrong all these folks are sentenced by Cambodian court...but no one served their jail time at all.what's a law!

3:23 pm, the people that you name them - as you rightly mention - there is no law in Cambodia. Thus, rather than going to jail-pay the find and so that they can stay in the country (of course as long as they don't make any trouble to the HS). In case of Ms. Mu, this is the first time that somebody would stand up against the law (of the unlawfull's land)...will see how, and what the result...since the National Assembly is also control by HS. I wouldn't be suprise,,,if Ms. Mu's salary will be taking a way...well this is political stratigies from both side, will see what is the next move from both side...something interesting to follows....those men like to play chast...this is an interesting move from both players (HS,and Ms. Mu)...
