Natural Resources and Environment Minister Suwit Khunkitti is to meet with Unesco director-general Irina Bokova to express Thailand's concern over the Preah Vihear temple issue.
The meeting is scheduled for tomorrow in Paris, two days before the World Heritage Committee (WHC) opens its annual meeting in the Brazilian capital Brasilia.
Cambodia will propose a management plan for the Preah Vihear temple and its buffer zone to the meeting. Thailand opposes the plan on the grounds that sovereignty over the buffer zone, the 4.6 square kilometre disputed area claimed by the two countries, has not been settled.
Preah Vihear has been on Unesco's world heritage list since 2008.
Mr Suwit said the meeting with the United Nations Educational, Scientific and Cultural Organisation chief was to "create a better understanding" of Thailand's position.
"We would like to affirm our position that the buffer zone management plan should not be carried out until there is clarity over land demarcation," said Mr Suwit, who leads the Thai delegation to Brazil.
Mr Suwit expressed concern about the delay in distribution of the Cambodian plan to the WHC members because Thailand has been unable to see it before the issue is tabled for talks.
"I admit I am worried about the negotiations since the Cambodian side has not let us know anything," he said.
Under normal practice, documents relating to a meeting, including a proposal to manage a world heritage site, must be submitted to the WHC members six months in advance.
The committee is made up of representatives from 21 countries, including Thailand and Cambodia.
Cambodia has said it has submitted the plan to the secretariat of the meeting.
Yesterday, activists opposing the Cambodian management plan led by Tul Sitthisomwong expressed support for the Thai position.
"It is the right direction for the government not to accept the Cambodian-made plan until the process of the land demarcation is complete," Mr Tul said.
"The plan to develop the world heritage site must be done by both countries because the temple is located on Thai soil."
The group threatened to protest against Unesco if the WHC meeting approves Cambodia's plan.
The International Court of Justice ruled in 1962 that the Preah Vihear temple was in Cambodia.
The WHC meeting ends on Aug 3.

The delineation of boundary between Cambodia and Thailand by the mixed French-Siamese commission was not a mere coincidence. It was done on the agreement that the French position in Indochina gave up Chanthaburi and Trat provinces; and Siam returned Siem Reap, Kampong Thom, and Battambang provinces, which it had conquered and occupied for over two centuries back to Cambodia. It's a misconception for Thais to think that the Franco-Siamese treaty of 1904-07 was an unfair treaty while France was a super power at the time. King Sisowath considered the treaty a major accomplishment during his reign by regaining Cambodia's most important historial land back. On the other hand, King Chulalongkorn (Rama V) of Siam believed it was to the best interests of Siam for gaining Chanthaburi and Trat provinces from the French possession and safeguarding their major core country from being a colony of the west. Chanthaburi and Trat provinces proved to be a great bargain for Thailand today with a vast area of the Gulf of Thailand, islands, and large oil and gas deposits beneath the sea floor. This land trade off also gave Bangkok a more proportional distance away from Cambodia, roughly 120 miles from the border. The Franco-Siamese treaty of 1904-07 showed Annex I map with a clear and finite boundary line between Thailand and Cambodia. There were no so-called "overlapping" or "disputed" 4.6 km2 between the two kingdoms. The Annex I map was subsequently being used by the Royal Government of Cambodia under the leadership of then King-Father Norodom Sihanouk in the World Court case regarding Preah Vihear in 1962, in which the court ruled by a vote of 9 to 3 that Preah Vihear Temple and the adjacent areas were in the territory of Cambodia.

i think if siem pad thugs try again one more time at brasil to try to steal our khmer territory and temple, they will be embarrassed again and again. the entire world learned that cambodia has a rich heritage of ancient khmer temples built by our khmer great ancestors during the khmer empire that stretched from present-day burmese border to malay peninsula to northen youn country. how can siem fabricate the facts in history? i hope the world and unesco will tell siem pad thugs to respect the international law and respect the icj verdict since then. if siem country still refuse, the entire world will put sanction and fight with siem, so siem will lose more they try to bite from cambodia this time, i hope! god bless cambodia.
