The door to resolving the border conflict over the Preah Vihear Temple should be open on both sides as Hun Sen and Abhisit Vejjajiva look for opportunities to meet in October, while Bangkok continues telling Asean not to intervene.
Cambodian Foreign Ministry spokesman Koy Kuong said Asean chief Surin Pitsuwan met Hun Sen on Monday and encouraged him to meet his Thai counterpart on the sidelines of the AsiaEurope Meeting in Brussels in October.
"Samdech [Hun Sen] stressed that he would agree to this meeting if Abhisit did, though so far there has been no confirmation that the meeting between the two will be held," Koy Kuong was quoted by the Phnom Penh Post as saying yesterday.
Cambodia raised the Preah Vihear issue with the United Nations and even called on the Asean grouping to lend a hand if all bilateral means failed.
Thailand, however, told Asean that it was quite capable of resolving the Preah Vihear dispute through bilateral discussions, and did not need help from a third party.
Foreign Minister Kasit Piromya wrote to his Vietnamese counterpart, Pham Gia Khiem, clarifying Thailand's position in response to Cambodian Foreign Minister Hor Namhong's recent letter seeking assistance from Asean. Vietnam is currently the chairman of the regional grouping.
"It is our goal to resolve this issue peacefully and in good faith, through bilateral channels in accordance with existing bilateral agreements and international law," Kasit said in his letter.
Despite perceptions of tension, communications between Thailand and Cambodia continue unabated through various channels and mechanisms. Both countries are still cooperating on a wide range of issues at all levels, be they bilateral, subregional or regional and people on both sides of the border continue with their normal crossborder activities.
Kasit said bilateral mechanisms to settle the problem were still working as his government has already resubmitted the minutes of three meetings of the joint boundary committee (JBC) for parliamentary consideration.
The documents have not yet been added to the Parliament agenda due to protests staged by the yellowshirt nationalists on Tuesday. The group is calling on Abhisit's government to scrap the landboundary settlement deal signed with Cambodia in 2000 because it entails territory loss.
However, this should not be seen as an intention to delay the consideration of JBC's work, because the Thai constitution guarantees and protects the rights of individuals to have different opinions, Kasit said in his letter.

The conflict should be settled by the UN since the first few bilateral talks failed.
So, why does Hun Sen still want to mess around with the bilateral talk?
His cronies and he want to distract the population from the corruption, dictatorship, poverty…..by playing under the guise of a one sided patriotism to the west but not to the east.
Perhaps, they have something else up their sleeves for their personal gains.
Hun Sen is willing to do anything to stay in power. Assuming he loses the election tomorrow, he will not let go of his premiership. He is willing to turn Cambodia into a country of civil war. He cares less if Cambodia loses a few more millions people. That, what happened in 1993 under nose of UNTAC.
i can assure you all here that if they are going to meet. it's not going to be a good one. abhisit wants, hun sen dont give. hun sen been denying about the 4.6 kilo meter. and also it took hun sen ten years to decided to seek the united nation and the esean members for help. he will not back down or change his mind. one on one face to face. hun sen beat the shit out of abhisit if the meeting ended with arguement. the thais have no chance to win over hun sen with the third parties involvement so thais is now sweet talk to hun sen and his clans to change their mind about the third parties involvement. no more game for abhisit and his clans.

Cambodia must not negotiate with Thailand on the matter that have been resolve with International Court of Justice half a century ago. Now there are a lot of confusion in the media. Some even write that the ICJ awarded the temple to Cambodia but the dispute on surrounding area has never been resolved. It is misleading information. Actually everything had been clear with ICJ and Thailand had also complied with the verdict.
If Cambodia negotiate with Thailand on the issue of Preah Vihear and surrounding land, it will make people believe that the problem was not resolved in the world court.
Cambodia is a victim, we never afraid of third party or court...but Thailand is a robber so they afraid of police, court...

I'm developing a theory as to why Siem is interested in Preah Vihear.
Perhaps Preah Vihear was built by Khmer but probably used Siem slaves. So the descendants of these Siem slaves want to stake a claim to it now. Perhaps the finance, design, and concept of this structure is Khmer but the hard labor was done by some Siem slaves blood and sweat.
However, Abheehee is a Sino-Thai as well as most of the PADs are. What do they care. They are Chinese and not Siem.
So the only conclusion I can think of is to divert trouble away from home. Everyone knows Abheehee is a snake that cannot be trusted. Just recently he tried to deceived his people by increasing salary to the parliament to keep himself in power and get things done the way he wants.
Vietnam doesn't want Hun Sen take this matter to UN because UN might come to the East border as well.
