It is an honor for me to write this letter to you on this 19th Anniversary of the 1991 Paris Peace Agreement on Cambodia (1991 PPA). This letter also serves to bring to your attention the goals of our Rally held at the United Nations on 22nd October 2010:
- We want the Royal Government of Cambodia to live up to its promise to the 1991 PPA, and to address its negligence and lack of commitment to the 1991 PPA.
- We are absolutely condemning Vietnam and Thailand of their gross violations of the 1991 PPA. As you may have heard on the news, Mr. Sam Rainsy, a Member of the National Assembly and Opposition Leader of Cambodia, was forced to live in self-exile overseas, similarly, innocent Cambodian farmers had to face imprisonment due to perpetual border encroachments from Vietnam. These events have stirred Cambodians all over the world.
- Sporadic fightings along the Cambodian-Thai Border caused regional instability and it also created animosity between Cambodia and Thailand.
- Both Vietnam and Thailand have breached the 1991 PPA by violating Cambodia’s Sovereignty, Territorial Integrity, Independent, Peace, and National Unity.
I urge you, Secretary Clinton, to convey our sincere concerns on the above issues and to express your unwavering support to the 1991 PPA as well as the support from the United States, and that the United States cannot tolerate any violator of this International Treaty in which it is a signatory party.

Hiilary should encourage international court to help find justice for Khmer victims at K5.
Many things that Hilary has to keep face of the great US by commitment to treaty it has signed, justice, human rights and democracy...etc
