Cambodia uncovers 30,000 "ghost" civil servants on payroll

Phnom Penh - An ongoing audit by the government has revealed at least 30,000 'ghost' civil servants on the national payroll, local media reported Wednesday.

Cheam Yeap, who heads parliament's finance committee, said the fictitious staff were uncovered during investigations that began in April into provincial bureaucracies, the military and the police.

He declined to provide an estimate of the cost to the government.

'(But) the ghost salary payments are still a main concern and also a big burden for the government,' he told the Phnom Penh Post newspaper.

The ongoing count is the third undertaken since 1995. The first census found 18,000 bogus civil servants, while another that started in 2000 revealed 9,000 ghost workers.

In April, the government said it employed almost 177,000 civil servants, who were paid on average 81 dollars each per month.

Corruption is a significant problem in Cambodia, which is ranked by Transparency International as one of the most graft-ridden nations in the world.

what is this joking revelation? ministries are full of junk officials. corruption are pervasive. ministers hire and put their clans, relatives on lucrative positions depriving other with potential and ability. so you see what these national institutions for. for family interests, wealth and these hide behind national or political propagandas. more devastating to national interests, leaders see progress of people's intellectual and access to information as threat to clinging power. power transfered from father to sons and clans is obvious. so what is this fucking revelation?

Now we can calculate where all Cambodian budget have gone to. With 177,000 public servants paid only US$81 per person, theefore all 177,000 people will use up to US$ 14 millions and 337 thousands dollars. Last year buget was US$ 1.9 billions. Where is the big chunk of the buget? I knew Royal Palace alone has got US$ 10 millions a year. I wonder why Ranarith does not want to join politic because he can get at least 1/10 of US$ 10 millions dollars and the king take 1 millions, his parents take 1 millions and US$ 7 millions will spread to all other princesses and princes and Mr Kong sam Ol take some with his friends to keep everyone quiet and leave Hun Sen to do everything he wants to do.

So many of ranking from Lon Nol regime became expert in corruption.

Advisors and many officials from this regime have promoted corruption over so many years.
Particular instance,who did not know Sek Sam Ieth was a scumbag,womaniser in Battambang.

That is why the corruption laws intentionally delayed over 10 years,until money laudering/cleansing cut short due to world economic collapse.

Please track down and put these country robbers jail,to relieve all pain citizens have been through.

That will build the confidence and unity to the country.

It always frustrates me that everytime a corruption story comes up, someone says "well it happened before" and "corruption happens in other parts of the world too". Yet again, we hear it here from "Revolutionary" 12.19PM. But it makes me feel better to know that this person who seems to very much support the present government, wants to see ministers responsible for figthing corruption to do their jobs. It is time that this government starts looking at corruption as a decease in the Cambodian society. It hurts and maims and kills everything in its path, starting from primary school kids onwards. How many of the kids who are bribing their teachers now, will grow up thinking that taking bribes, and intimidate others for bribes is OK? I'd say 100% of them. So Hun Sen and the CPP must do everything to destroy this decease. They can start with themselves. They have "eaten" enough now and it is time they stop, so that the nation of Cambodia can start living.

Needless to say and wonder why the Khmer empire shrinks to the size of the penis head. Khmer are like worms that scavenge its own fresh!!! Educated Chen-Khmer are the saviors of future Khmer existence--like in Thailand.

I knew a friend who used to work for Dept of interior in phnom penh, after she left cambodia to live in US her name still on the list there...they used her name and kept her name on the list, so they can kept taken her salary every month!!, even-though she's not working in that place anymore...?? and there's hundred or may be thousand of names out there that they did this to get the money from...but people are not working there anymore?????????

Yep! this is why all donors money from all over the world keep disappearing like ashes...thrown into the water? alot of corruption and corrupted officials collecting money from worker who no longer working there???? what happen to the corruption law? aren't they suppose to do anything with those corrupted officials who kept collected ghost moner from ghost workers..??

I think the new corruption law should punish those officials who collected Ghost money from Ghost workers...they must strip down all the money and property those officials had stolen from.....they must be prosecute and taken to the court of law!!!!!!! to let other corrupted officals know!!!!!!!!

A lot of government place in cambodia still doing these craps! officials illegally collected money from workers who no longer working there..? example: police dept, dept of interior, foreign ministry, law maker-house/senate office, cambodian women developement agency...and many many more places throughout cambodia! especially provincial government office..!! My friend call me from Battambang Govts office said they still using my name to collecting money from donors...abroad? this is how those officials doing these days..??

If corruption still spreading like cancer...cambodia will get nowhere..? border patrol police corrupted, crooke, allowing illegal stuffs pouring inside the country, drugs, weapons, human trafficking! they must get rid of these corrupted people completely!
