Neatee Koun Khmers: Exploring the concept of leadership

Every nation always wishes to have a good leader because, as John C. Maxwell says that, “Everything rises and falls because of leadership”. Historically, a good leader is the fundamental of strengthening national economy, and cementing and heightening the national pride and identity. Yet a bad leader is the evil of the nation.

As Koun Khmer said there are many theories that “Leadership” can be defined, but to share with you I just personally and politically want to say that, “Leadership is the commitment of serving the people and the nation.”

In this sense, leadership is characterized by competence, respect, rule of law, example, responsibility, sacrifice, integrity, strong political will, and empowerment. And these characteristics of leadership give a leader the VISION that he is motivated and committed to serving his people to achieve his goal - the health of the nation.

This theory of leadership in fact has already enlightened by our greatest leader ever born- King Jayavarman VII. This proved by his political philosophy of leadership which states that, “The suffering of his people is his suffering”, which plays as the key motivation to achieve his commitment to serving his subjects and the Empire.

Proudly speaking, He is the King who is the most powerful, yet he is the powerless with his people. The sense is because he leads by consciously listening to his people, what his people need, and what he is obliged to do to serve them. He is the King who all the people willingly follow and serve; yet he has no followers and servants. This is because he and his people are ONE (basing on his philosophy of leadership). He is the King who is the richest, yet he has nothing. This is justified because his Empire was the richest one in Southeast Asia, and this wealth was for the well-being of his people for he built hospitals, irrigations, bridges, roads, etc. With these, he gave us the great identity as the “CIVILIZED PEOPLE and NATION”.

This is the leadership that I mean. It is the leadership that a leader is committed to serving his people at all cost under the principles of social and economic justice, democracy, and the rule of law. He is even willing to lead himself to step down from the power when he consciously knows that he is not qualified to lead. In short, it is the commitment that a leader prioritizes the interests of his people and nation at the top.

Lastly, I wish Hun Sen to open his eye and try to improve his leadership in serving the country by standing on his own feet and emulating the good example of our greatest King Jayavarman VII.

Dear All,
Many of us are thinking and are wishing for having a good leader. Indeed having a good leader is not good enough because that leader alone cannot observe everything proprely and he or she cannot be a perfect person. Noone can be a perfect person. Therefore we need good system and strong strong system.
Many western nations have their strong system in their public administration. But they allow to have different political form to manage their public administration.
Most western countries have their different political group from the same style like extrem right, right, central right, central left, left and exprem left and another call progressive movement.
From each group from extrem right to extrem left, have used taxation their tools to distribute their national wealth to all their people according to their belief which is the best way to build up their economy and their social development. Each of them have implement their policy with full respect to the human right and democracy system. Any damage to their citizen human right or any other right, they have recompensed to their victims.
Unlike Cambodian leaders have used their policy without respecting human right, property right and democracy system. Cambodian leaders have abused their people without any regards at all.
That is the mistakes made by Cambodian people.

Here are some principles that Preah Bat Asoka (about 300 years after the Buddha), the good leader, applied:

1- (dana) The ruler should not have craving and attatchment to wealth and property, but should give it away for the welfare of the people.

2-(sila) He should never destroy life, cheat, steal, and exploit others, commit adultery, utter falsehood, and take intoxiacating drinks. That is, he must at least observe the Five Precepts of the Layman.

There are ten of them, but let's just read these two in our leaders, counting from N. Sihanouk to the today one if we can see some of these qualities in them. And a leader like the one in this article, we call him Preah Bat Dhammik, neak tro trung Dhama.

It is right to say that no one is perfect, and it is very important to have a good strong system of the govt. Do you think Cambodian constitution is not strong and good enough to form such a strong and good govt? It mostly depends on a leader who execute this. Like Hun Sen no mater what good govt system is...this still abuses his power and ignore the rule of law.

Don't shift the total blame to Khmer people, will ya? It is the Khmer leaders who have fooled, exploited, manipulated the people. I cuss and curse Khmer leaders who are not loyal enough to Khmer people who have put their complete trust on them. Leaders like the last group must be condemned and punished if that time comes for the innocent Khmer people to do so. Go to hell leaders who become destroyers of Khmer people future.

When good leader realized that he made mistake and acknowledge it to the public and stepping down let other to take control that will be calling good leader. If one stuburn leader had been done clumsy and many mistakes, promises that will cause failure to his state.

Robert J. Allio (2005) argued that leadership cannot be taught, but leadership can be learned, “Taking a course on wise men may help you learn about them, but it seems unlikely to make you wiser! Leadership is no different” (p. 1072)

How can you looking for an acceptable one and prevented him from corruption that is our job as people of Cambodia!

Then why did he wage so many wars that usually would bring so much suffering to all concerned, and eventually brought Cambodia to its knees?

how could Jayavarman VII build our nation to its zenith if without war? How could he liberated the country from Cham without waging war? During that time every state was waging war against each another in the whole world, u know that, right? So this should not be raised to discredit his great leadership. But we should look at his good example of serving the people and strenhtening our nation. Please tell me which state in South Easth Asia during that could be compared to us?

A good leader can only exist if the people whom he leads are anxious, desirous, united, smart and brave enough to make him accountable for all of his actions.

Expecting any Cambodian leader to be good on his or her own will is rather naïve. The Cambodians have the responsibility to hold him or her accountable to his or her action.

Vote Hun Sen and the CPP out of power is the first thing they need to do and if these thugs don't give up power then at least their government is illegitimate!

Corruption is not easily eliminated from the Cambodian society. It will take a good leadership with the help of the citizens of all walks of life to combat it.

Will that be possible? I let you answer the question yourself.

a good, capable, learned leader like king jayavarman VII comes every 1000 years, i guess, until cambodia reformed and changed our way of thinking and so forth. i think to prevent such catastrophe like during the dark ages, etc, cambodia has to reserve and preserve forever a good leadership style like our great king jayavarman VII. if not, when that capable leader passed away due to old age or whatever, then you have the same chaos, disorder, grapping of power, etc, etc. i think cambodia needs to wake up and spell out term limit law, etc in the constitution so leader cannot fight among each other for power like during the dark ages again! yes, like the philosopher santayana said, if we don't learn from history, we will be poised to repeat it. so true by observation!

a good leader is an extraordinary person, unique and not too many of them out there! however, when one does come along, cambodia will be fortunate. again, why are we playing the waitinge game until the cow comes home or something? good luck if the cow can find the direction to come back home! instead, keep looking or searching and make sure to find the right individual for a leader(s) and from there, make a law for continual process of choosing a leader. forget bickering, fighting, grabbing of power, greed, illegal activity, corruption, leviathan style or puppet style type! all ineffective, to say the least! cambodia needs a true wise, talented and skillful leader that can take cambodia into the next era of peace, prosperity, stability, unity, empowerment, civilzation, etc... god bless cambodia.

Hun Sen is not fitted to be the leader of Cambodia and he knows that too, without the Viet backing he would be gone long time ago.
He does whatever he can to cling on to the power; even it means to waste his well educated son to work in his bodyguard units.
With his worthless PhDs, HS bows his head to ground for the Viet to step on, but the useless son of the bitch acts tough against his own countrymen. He is whoever the Viet wanting him to be. In his stupid head, without the Viet he would not be where he is now, hence to show his gratitude and willingness he gives away Cambodia piece by piece. The son of the bitch makes the neighboring countries looking on the whole nation.

Yes, I agree with you for the glory to establish Khmer identity. However, his ambition to expand the empire and the lack of understanding of the ecology had cost his people beyond imaginable scale, especially the generation after his reign until at present time. Khmer empire suffered decadence after the golden period of the achievement and accomplishment of the Angkor building.
The Khmer successors to lead after him failed to maintain the standard he had set, and inherited with the very exhaustive nation on human resources after committing expansionism and forced labor to build the sacred temples. Our population were locked in the glorious perception and became complacent and very laid back with their way of lives and less motvated. With the development of these attitudes, Khmer empire became fragile, vulnerable, and went downhill. And we still carry this perception, though we have yet to develop a comprehensive information to educate our people, to make them realize about the problems apart from just indoctrinate them to be proud of the Angkorian descendant. Despite our patriotism has strongly connected to the history we have not done enough to protect the wonderful construction and honor the ancestors with what we have been trying to achieve.

As for me, I do not dream for an other Jayavaraman vii to lead Cambodia, but a good Khmer leader who possesses with knowledge, understanding, determination, persistence and open minded. S/he will be committed and to serve Khmer people and the country's interests.
The leader must be able to resolve all issues involving every aspect of what Cambodia is experienced, including border encroachment, illegal immigrant, land grabbing, impunity, corruption, social injustice and human rights abuses, the respect rules of law, the neglect to all national resources including human, natural and mineral resources.
In the appropriate priority, the leader must also re-establish and formulate actions to
re-evaluate our independence, sovereignty, territorial integrity including to retrieve all lost territories subjected to any illegitimate agreements, back dating from the French colonization.

I firmly believe this is not unreasonable or too much to ask from Khmer people to acquire this quality leadership that we have been long for and well deserved to have.

Cambodian Constitution is very good but there is noone to guarantee the respect of this constitution. Cambodian King has failed to act on his responsiblity as the King to guarantee the respect of Constitution and our souvereinity. He must stand up to Hun Sen and force him to respect constitution by fleeing from Cambodian and refer this breaching of respect by Hun Sen. Each National Institution needs their good leader to guarantee their INstitution is neutral, reliable and credible.
We can also blame our people for not responsible for their own right and their own resposiblity in election day.

The king of Cambodia did not fail to act. . . He has no power to act. He's just a sitting duck. Saying like that, you don't seem to see anything that has been happening for all these years.

Fact1- Why the Royal party couldn't live up to the people expectation after the election of 1993? (Hun Xen outsmarted them).

Fact2- Hun Xen chased all those who lead the 5-6 july coup d'etat out of the country, including Ranaridh. (Hun Xen appear to be much stronger and smarter that Ranaridh).

King Sihanouk, for want of having his son to be in the throne, chose to give in to Hun Xen. So Hun Xen is the supreme over everything in Cambodia. Even the laws of the land Hun Xen twists them like a robe cake.

Blaming our people is not just very unfair view but very insulting to them. The people I refer to are the grassroots people, the one that the ruling party have been exploited from day one when the CPP came to power. These people are making up the majority in the population. Look at the face of the victims who can't even express enough their pain and suffering, all they can do is burst out crying or sobbing.

1- Isn't it enough punishment to be lack of knowledge, education, and powerless?

2- Is this deprivation or their desire to be in this position? and not being able to do the same thing like many others could?

3- They are the victims of the very basic human rights abuse, let alone the civil rights. Can't you see?

4- How would you like to be in their shoes, Areak Prey?

Please have mercy on them, they are human beings just like you and do not subject to be tossed around for any body's extreme view or frustration. They are equally deserved to be respected and recognized as the citizen of a nation like you. They are the citizen that their government use to add the number for the ballot with the exchange of a mere fraction of their entitlement. They have been robbed raped and punished again and again, and yet they haven't been granted any justice they are so deserved.

I was once went through this type of abuses and I know how difficult and painful in going through the ordeals and being trapped. I had the opportunity to make my choice to leave the abuses, but they don't... because they have been crippled by the betrayal and deception of their leaders whose they have entrusted their entire faith in them.

I did see a sculpture of the ancient king with broken arms. Very telling. It tells me that Khmer's greatness has been broken. So don't count on the past greatness to repeat. The God of Israel made the great king of Babylon to eat grass like an ox for 7 years, until he realized that all power came from the Almighty and not oneself. And that God ruleth over the kingdoms of men.

The Only Kingdom that will rise to it's greatness will be the Kingdom of the God of Israel. I'm not saying this as a put down, rather, it will be a blessing to all the nations of the earth. I can tell you when his Kingdom come to earth there will not be any bickering among nations. The saying that, "All men are created equal will be realized through Yeshua, king of Israel. He will rule with a rod of iron.

But in the mean time each country has to have leaders whether good or evil. I know I'm not one to be a leader. Maybe a preacher :)

Untill the 12th Century the khmer Had build a great Empire. At the time the Khmer embraced the Bhramanism.

From the 12th to 20 Century Jayavarman introcuded the Buddhism and the Khmer Empire had declined. The " builders " of Angkor became simple monkeys who only know to build little shack to live.

I am accusing Jayavarman or the Buddhism for the Decline of the Khmer race. I only draw a parallel beetween the religion and the evolution of the Khmer Empire.

a good leader, too, leaves room for correction, input, feedbacks, reforms, townhall meeting, questions and answers, and s/he should not be timid of that. a good leader rarely boast, rarely say s/he is perfect, etc... a good leader listen and consult experts on the matters of the state, etc.

i don't think in cambodia is always the case of a bad or ineffective; it is also the people's thinking or seeing things. khmer people often too passionate, and don't make or demand that their leader be responsible, accountable and so forth for running or guiding the country in the wrong way as see fit in the world. khmer people often looked up to their leaders and let their leaders have the absolute power. i think that ought to be changed or reformed. can't always blame the leaders when the people or the society is not saying or doing something about it. look around the world, it is their people that makes all the difference. leadership is one thing, but the people should be brave, intelligent, educated as well to keep their leaders in the right direction. yes, say something and do something, don't let gov't like KR run you over or take over totally, ok!

remember, king jayavarman VII was a great khmer king during angkor civilization according to history. his famous quote was directed at khmer people only, not cham, youn, siem, etc, you know! so, to khmer people, his subjects, it meant a lot, ok! he was the greatest khmer king during khmer civilization, if not the only one, you know! may the great king jayavarman VII's spirit lives on eternally in all khmer people and cambodia. god bless the great khmer people of cambodia. may cambodia and all khmer people overcome our enemies forever. amen!

also, khmer people should give proper credit to the leader who did a lot for national interest and reforms, development, etc. we should start recognize khmer people's achievement. please give proper credit to everyone who made great achievements, etc. preference them with righteousness and proper credit, that's the start of the new thinking because, a lot of time, we don't recognize those among us who did great things for the country or for our society, our khmer race, etc, etc... so, start recognize them with proper credit; can't emphasize that enough, you know!

the way, i see thing, if something is useless or not beneficial, i tend to ignore or toss them out the window into a trash can, however, if something is useful and benefit us, i tend to want to keep and encourage it on. and get rid of trivial stuff in life; in other words, don't dwelve or think about it anymore consider it does us no good, really!

To ensure better management in RGC, an independent royal commission is to set up to observe and to report halfyearly or annually to the king,in order to varify activities porformed by RGC.
This would reduce corruption where we all know quite well that it perpetuates amongst members of RGC.

yes, cambodia should create a public committee to supervise (as in check and balance) and report to the king so those found doing illegal activity will be investigated and penalized in according to the law of the land, etc... no more exception, period. and create a strong, independent khmer judicial system is a key as well. the judicial system of cambodia should be free from any political influence or any political party, period. otherwise, it caused a conflict of interest, not good for human rights and the rule of law, the national interest, etc,, etc...

when it comes to law and justice, i think cambodia ought to learn from the american system of good gov't for the people and by the people. yes, khmer students and future leaders should be made to study the american constitition, declaration of independence, american political studies and american justice system, etc, etc... yes, i like the american judicial branch of gov't e.g. innocent until proven guilty and the american system of check and balance of gov't. cambodia should study and adopt from american system, i think. and leave corruption out of it, ok!

All of these talks will get us nowhere. It is only good if you have a country run by a group of people who are willing to listen to others with a common goal of building Cambodia.

All of you should concentrate on how to get the Khmers to rise up against Hun Sen or at least vote him and his group out of power; otherwise, forget it. Nothing will ever change in Cambodia.

Even the King of Cambodia and King Father work with Hun Sen since they don't know how to challenge him and his CPP.

If the Cambodian people inside Cambodia do not want to do anything about the current government, then status quo will continue and that is quite simple to conclude.

The Vietnamese, of course, will take all the benefits they can lay their hands on; they have been doing that for centuries!

You are right but in the case of Cambodia how can our people educated while all media are controlled by the puppet hun sen and education is subjected to the state with low quality? More people are not allowed to express what they need? If you dare think you can demand that pls go out and tell hun sen to give that education and information to our people as we want...and let´s see what u will get

It is of course a good leader that we need. Hun sen is not that type he doesnt serve u and our people he serves his family, himself, and his viet boss. So dont hope hun sen will allow you to educated what he doesnt you u to be.

Hun Sen is not fitted to be the leader of Cambodia and he knows that too, without the Viet backing he would be gone a long time ago.
He does whatever he can to cling on to the power; even it means to waste his well educated son to work in his bodyguard units.
With his worthless PhDs, HS bows his head to ground for the Viet to step on, but the useless son of the bitch acts tough against his own countrymen. He is whoever the Viet wanting him to be. In his stupid head, without the Viet he would not be where he is now, hence to show his gratitude he willingly gives away Cambodia piece by piece. The son of the bitch makes the neighboring countries looking down on the whole nation.

We all are talking a lot about leadership, but most of us did not know how to start this point ?

We Khmer should build an educational institution (Boarding School) like in some countries in Europe, Australian and the US.

Great respect of Mr. Hun Maneth's educational background.
I also heard a lot about his personality and his behavior from his former teachers at Lycee Sisowath during his student time.

He is in the mean time only able to use his leadership skill to influence his own father/mother and family.
He can't change the character of other old generations, but he is able to use his challenge, his experiences or his influence to lead the next generation, in case they really wanted to learn from him.

Dear all Koun Khmers,

I had attended the "Youth Peace Conference" at LMU. Rigoberta Menchu Tum,Nobel Peace Prize winner,is the main speaker for the conference. Two things that I really get my attention that relate to our topic on leadership: 1) don't wait for leader that come from out side to solves our problems. Each of us is capable to be a leader, when we see problem - try to solves it...leader will come out naturally from within everyone of us...which I recall Dr. Peang-Meth said something to lighten the load of others, which mean to help the less fortunate one. One of the Koun khmer had said, if I can help, I help; if I can gift, I give; and if I can share, I share. Thus, each of us Koun Khmers can do this, and this is I believe.

2. Help the younger generation. It is start from the foundation of the family. Teach your children to know the different between right and wronge. Older brothers/sisters help younger brothers/sister or event neighbor's children to help them stay out of trouble. Example volunteer to help your community...take them a long with you. In addition, give possitive words to children...because they are look up to you as a role model and positive word from you worth more to them. Never under estimate of how your positive words effect the young's brain.

This conference remind me of who I am today is that because the people that I meet had give me a positive comment (random kindness)! I still remember a quater was given by my junior high school teacher. She said if anybody could remember this lesson by tommorw - I will give you a quater. I did - I got the quater:~) But what I had learn is that is was not too much about the quater, but is more of an indication to me that I am capable of to do whatever I set my mind too.

honestly, i don't think there is anything wrong with khmer culture, believe, etc. respect that. i think it's the philosophy that makes a nation and people stands out. from know history, yes, khmer worshipped brahmanism and hinduism, the former's philosophy was to build great religious structure, etc. while the later kings introduced new religion like buddhism to cambodia, and all grand construction stopped. i think buddhism was good for compassion for mankind whereas brahmanism and hinduism then were good for empire building, construction spree, etc, it is good to have law to protect different religions in cambodia. i don't think buddhism is bad, it is just the neighbors, especially viet/youn had different religious belief from khmer, thus they were more competitive and aggressive whereas khmer then were more compassionate, less expansionist and so forth. so, yes, religious change had contributed to khmer empire's decline, in addition to many other factors like climate change, shift in population, death of good leaders, chaos, disorderly, lawlessness, anarchy period of cambodia, etc... i guess, it's part of what sociologist called the cycle of civilization; there's ups and down, peak, decline, golden era, dark period, etc... but i doubt if cambodia will be wiped out on the planet, though. it's just a cycle of civilization as time goes on, and it's happening all over the planet. study both western history and eastern history to understand what i'm saying here. world history and history of cambodia in general are very interesting; it's like reading a story of the bygone era or something. those who like literature and folklores, etc will be a good students of history.

Hun Sen n'est pas muni d'être le leader du Cambodge et il sait aussi, sans le soutien Viet qu'il serait parti il ya longtemps.
Il fait tout ce qu'il peut pour s'accrocher au pouvoir; même si cela signifie perdre son fils bien éduqués pour travailler dans ses unités de garde du corps.
Avec son doctorat sans valeur, HS incline la tête à la terre pour le Viet à l'étape, mais le fils inutiles de la chienne actes sévères contre ses propres compatriotes. Il est celui qui le Viet lui vouloir être. Dans sa tête stupide, sans le Viet il ne serait pas où il est maintenant, donc pour montrer sa gratitude, il donne volonterement morceau par morceau le Cambodge. Le fils de la chienne fait les pays voisins à la recherche vers le bas sur toute la nation.

Koun Khmer - think of possitive "good think" just like a little rock that you throw into the pond. Every tinny rock, it will cost the ripple effect in the quite pond, thus, the more little rock you throw, the more ripple it creat====> eventually it will effect the entire pond! Never under estimate your goodness will effect others.
