Safety and Security: A System that can be Trusted by the People of Cambodia
The loss of life at the Koh Pich Bridge on November 22 shocked and saddened us all. What is always a joyous day of national celebration will now be remembered by family and friends with searing pain.
From our perspective, the pain is doubled because it is the result of human error. Large public gatherings like our Water Festival happen across the world every day without devolving into tragedy. Proper systems established by authorities ensure the safety of participants. It is precisely the weakness of our systems particularly the unreliable National Institutions that allowed this terrible event to transpire.
It is the responsibility of the elected leaders of the country to determine the exact mistakes that allowed November 22 to turn into a tragedy. These mistakes may be due to mismanagement at the event itself, as well as structural flaws in our broader approach to security. Now is the time to investigate these questions and determine the best ways to ensure that we do not allow such events to happen again.
Over the upcoming weeks and months, the Sam Rainsy Party will lead a broad effort under the heading:
"Safety and Security: A System that can be Trusted by the People of Cambodia"
We will call for national unity in order to achieve proper safety and security for all of our people.
There are two main tracks that we will pursue:
(1) Immediate relief for the families of the victims of the bridge collapse:
A Committee should be established, consisting of representatives of the victims' families and other concerned members of the community. The first task of the committee will be to establish a trust fund for the families of all victims. The fund will be administered by the committee and funded by the government and the owners of the Koh Pich island and bridge, or their insurers. The committee will also serve as a voice for the families for consultation with the government in future matters related to security.
(2) Comprehensive review of security on November 22, and recommendations for improvement:
A Special Commission of the National Assembly should be established as the primary national investigation of the November 22 stampede. This Koh Pich Special Commission should begin with a thorough investigation of the events before, during the night of tragedy and days after the tragedy. A report should be presented to the public on what happened, what security measures were in place, and how these measures were or were not implemented. Because errors in public safety allowed these events to transpire, this Commission should also conduct a full review existing legislation concerning public safety and security. After consulting with industry experts, the Commission will recommend improvements for our public security system, to be considered by the full Parliament.
The tragedy of November 22 is an unacceptable event in the public life of our nation. By taking the two steps outlined here, the SRP proposes to support the families of the victims as well as possible, and to take every measure possible to prevent such tragedies from happening again.

all khmer, please recommend improvement in safety and security to cambodia so we all can enjoy a better atmosphere years to come. thank you. yes, together, we can really make a difference. set politics aside, this is a matter of human responsibility to help each other out by finding ways to improve things in the country.
I would like to urge all KI media readers to suggest a safety measure for our people.
I think KI media should take consideraton to propose a good rule for our people.

Most of the Khmer in Cambodia branded the Khmer Over Sea are "Kbot cheart" ran off to another country.

in any training, safety always comes first before everything else. yes, safety is a priority should be the slogan from now on!
i think cambodia should look for way to improve thing in our country. we shoul look to improve the healthcare, the retirment system, cleaning out the system, improving our people's standard of living, improving traffic system, improving safety measures, improving sanitation like water for drinking and usage, improving the country's infrastructure, improving judicial system, etc, etc... this way, more and more khmer overseas would want to living and retire there someday like philipino do in their the philipines. cambodia is a beautiful country, with so much potential and room for improvements, etc, khmer people should start looking into making the country a better and enjoyable place for all who chooses to reside there. yes, bring in all the knowledge, education, etc we gained from overseas to cambodia so we can help to make cambodia a better country for all khmer people and citizens, etc... god bless cambodia.
I never trust Khmer in Cambodia when I landed in Pocetong airports. It not the same Khmer that I know off. Most of them are a back stabber, Like Youns..alway want money and suspeces of others. Laws suck and people can drive. they dont obey laws. Kinda like fking VC country. What happen to the real Khmer in Cambodia? Like Laos people alway offers help and food even if they dont know you.

You are in a state of "semblance" of rights although it is not! So for all the thugs, they play between both that side where you were "smart" does not wish to say is smart!
In a "state of rights," you would all be accused of "troublemaker" or even terrorists. Administratively, it is. But politically, it would be the coup in a legal state.

i think khmer in cambodia said the same thing, they never trust khmers from overseas because of attitude and different way of life than cambodia. so, it goes both ways, i guess! unless we get rid of bad attitudes like that, both sides are not going to trust each other for any reason. khmer we say, cheah aeng kraeng ke! so true! so, get rid of bad attitudes, ok! otherwise, you are still living in the dark ages and still carry on that so-called frog in the well mentality. hey, wake up, cambodia and the world changed already, so should your outdated ways, ok!

I'm Khmer, have been to both country, laos is cleaned a nice and people obey basic laws. Khmer is not cleaned and people dont know what is laws? I sometime think what country I;m in when I;m in Khmer.

Any ideas to instigate infighting between Khmer and Khmer is to divide and conquer as French proverb "diviser pour controler".
Red chinese, Taiwan, South Korea, India, Russia ect.. sending their youths to study abroad to get professional skills to serve their countries and they need insider youths and experts to assist together to rebuid their country.
If Khmer Having prejudice against each other countrymen will not benefits your people and country...

Fully agree to No 2 recommendation!
Regarding No 1 recommendation,I believe it should be less complicated due to circumstantial evidences.Proper assessement should be carried out in relation to the actual compensation where insurrance company involved.The compensation should be provided to families without loosing through system,and planning assistances are provided to ensure families will survive after the loss they have to face.
Ensuring their families survival means their loss become good cause to their suffering families.
Yes,these two recommendations are effective in high standard developped countries where SAFETY is a priority of living,but struggle for a living is essential before safety.
Without having painted to any political picture,the mentioned recommendations are universal.

Safety is a CULTURAL phenomenon.
It must exist in the MIND of the people and the GOVERNMENT who is supposed to protect its citizens.
Just posting rules and erecting signs won't work, government must educate, enlist people to participate, and enforce the rules.
Unfortunately we have Hun Xen/CPP regime whose priority is to squeeze the last drop of blood out of the motherland, ask yourselves who in this wretched land is thinking about your safety?

In a contrary Khmer leader must change to serve the people, you are the servant of the people.

Know how to lead people(learn how to lead);people follow good leader.
Know how to manage people under his control.Tell them what to do,how to do,when to do,why they do it?
How to response? Know about the responsibility.If someone makes mistake,must admit his fault.
What someone knows and sees on Koh Pich bridge,no one is responsible for the deaths and injuries.What a leader! what a country!It is a country of ghost.The bridge does not have the owner.
Khmer citizens should look for a new leader who has good leadership,good management,and good responsibility of our people and our country.
