In the morning of 19 Dec, the Phnom Penh municipal decided to sentence a man who is the chief security officer for a rice warehouse belonging to the World Food Program, who was involved in the distribution of leaflets that insult the government leaders, to 6-month of jail time and fined him 1 million riels ($250).
Kor (Luy Ott Dak Teuk!) Vandy, the [only] judge [in Cambodia who works on Sunday] sentenced this man personally and handed him a 6-month jail time, as well as 1 million riels ($250) in fine after charging him of incitation to criminal act, etc… as stipulated in Article 495 of the criminal code.
40-year-old Seng Kunakar was arrested by the Russei Keo police on 17 Dec 2010 and he was brought in for questioning, then he was sent to court on 18 Dec. This man printed leaflet that is deemed insulting the government leaders and which was posted on the KI-Media website on 16 Dec 210. He then distributed them to other employees and co-workers for them to read. He was snitched upon and the police did a search to find and arrest him.
During his [very unusual] hearing, Seng Kunakar denied that he distributed them, he said that he only printed it and shared it to others for reading only. Nevertheless, a snitch-witness claimed that Seng Kunakar really printed and distributed this leaflet.
