Human Rights Party president Kem Sokha urged Sam Rainsy to restart talks about a merger of the two opposition parties, according to a letter obtained by The Post today.
Kem Sokha urged Sam Rainsy, president of the eponymous political party, to consider merging by July this year in a letter dated January 25.
“The HRP understands that if we want a real democratic movement merger that can save our nation, we have a lot of affairs to discuss in order to build a unified alliance that will be stronger and more successful,” Kem Sokha wrote.
Kem Sokha said that a merger that lacked internal democratic reforms and merely distributed power among party loyalists would fail against the ruling Cambodian People’s Party.
“The HRP understands that if we want to correct them, we must correct ourselves first,” the letter said.
“If there is no risk, there is also no change.”
The letter gave a timeframe for merger negotiations.
“The HRP wants to see the merger between our parties be successful before July,” the letter stated.
Yim Sovann, SRP spokesman, declined to comment today, saying he had not yet seen the letter.
Phay Siphan, spokesman at the Council of Ministers, said the suggestion that a merger between the opposition groups would help “save the nation” was an insult.
“When we use this word, it is a word of attack, a word of insult,” Phay Siphan said.
“We are not scared of [their merger], we are only scared of poverty.”
Kem Sokha’s letter is the latest in a series of related opposition unity discussions.
In November, United States Secretary of State Hillary Clinton reportedly urged the two parties during a meeting to form a united platform.
Kem Sokha said at the time that he supported a merger.
“The decision to form a united opposition, it is up to the Sam Rainsy Party. For me, I have always wanted to unite,” he said.
Yim Sovann said following Clinton’s visit that a merger could endanger existing opposition seats in parliament.
A proposal for the SRP, HRP and Norodom Ranariddh Party to merge ahead of the 2008 national elections fell through.

If Dr. Hun Sen and Dr. Hun Manet remove the tablet it is show they are extremely coward and his star are just joy stars given by his daddy not by patriotism. Dr. Hun Manet is very coward as his daddy they only aim to kill innocent cambodians that all. Dr. Hun SEn and Dr. ten stars Hun Manet are very great at bullying cambodians and killing Cambodians but cowardly toward Thai and Viet.
Seriously where is the win win policy of Dr. Hun Sen represent. The country is getting smaller and shamer by Dr. Hun Sen and Dr. Hun Manet.
In Aust, we have two significant parties 1)the 'co-elition' = either win by liberal or labour and then, the opposition leader (un-elected party by the people). Both parties are very important to work to improve its nations and country. It is like every family has a mother and a father, husband or wife,or a 'pro' and a 'con' and at the end of the day final solution been made or agreed upon (win/win).
If gov't uses and abuses it power than it will all go down in no time. This then will allow other nations to take advantage of our down fall. We have seen it all before from our history and so don't let history repeat itself. Aust

Ask Sam Rainsy if the people does not like him to be cambodia's next president, will he continue to fight for democracy?!
This is just to make clear he is not doing all these for his own political intentions.
Everyone is hoping another one will stand out against every corrupt official. And is hoping a better one will replace Hun Sen, anyone, except Sam Rainsy.
Be inspired what happened to Egypt. That is the real Power of People.
Simply because, without the people, these @#$%^ leaders will not become as what they are right now.

This is very exciting and emotional news for Khmer like me living abroad. My brothers and sisters living in Cambodia, I love you all very much. To hear news like this, I am feeling over whelm knowing that there are still hope for my beloved brothers and sisters living in Cambodia. Like someone said before, "Khmer will survive if we stay united." Please continue to support all form of Democracy in our country.
Stop blaming our leaders, they are the masters of the art of war you can trust

Warfare is the greatest affair of state, the basis of life and death, the way to survival or extinction. It must be thoroughly pondered and analyzed. Therefore, structure it and evaluate it comparatively through estimations and seek out it's true nature.
As you now know that our leaders' task is to unite the people and make them follow the ruler, then they will die with him, they will live with him and not fear of danger, and as we all clearly see, our leaders in general have encompassed the wisdom, credibility, courage, strictness, and they do understand the laws for military organization and military discipline very well.
As you have heard "The wars win or lose before we ever fought" or another word "evaluating the enemy, subjugating the enemy's army without fighting is the true pinnacle of excellence". If you understand that then you will never blame our leaders for what strategy they have been using vis-a-vis Thailand's military bully. The basic strategy in warfare is to focus upon manipulating the enemy, creating the opportunity for an easy victory, and then applying maximum power at the appropriate moment. Avoiding strong forces is not cowardice, but wisdom, for it is self-defeating to fight when and where there is no advantages, like Sun Tzu's "The Art of War". All of you should have one of these books. He said "One who knows when he can fight, and when he can not fight, will be victorious. One who knows themselves and knows the enemy will not be endangered in a hundred engagements".
As we clearly see, initial estimations show that our gov't does not have or gain more advantage to the nation for going to war right now. Am I right?
The greatest military commanders have always frequently thought and identified solely with the common strategy of "Deceit and Deception". That's the strategy that they will be using in any warfare. Warfare must be viewed as a matter of deception, of constantly creating false appearances, spreading disinformation, and employing trickery and deceit. When imaginatively created and effectively implemented, the enemy will neither know where to attack nor what formations to employ, and will accordingly be prone to making fatal errors. How Deception does it like this if the enemies have greater number of forces full of strength? We avoid them and wait until we create chaos or weakness within the enemy's rank first. If the enemies' unity caused them to be separated, attack where they are unprepared.
Go forth where they will not expect it. If we found ourselves or estimated we are in advantageous position, destroy them. These are ways the military strategists devised to obtain their victories. They can not be spoken of in advance. As all of you have seen, the USA lost war, not on the battlefields in Vietnam, but in the war room in Washington DC. In direct battles, US Army's power machine have sought to obtain victory in every combat, but the press and the people in Washington have opposed the war. They demonstrated and kept on putting pressures on the Gov't to withdraw the US troops from Vietnam.
Now you clearly see war, win or lose, is not about military power, it's about deception, using our brain. Am I right?

what you said is right, our old saying goes like that.
the same on what we are right now, we are all rotten.
we have rotten system everywhere.
because we have a rotten leader, so other leaders, government, military and police leaders also became rotten.
Some cambodian people becomes rotten bit by bit because they are now being influenced by these rotten officials, pleasing them, take pictures to Frame and Hang in their houses.
We already smell everywhere that our country is rotten, but yet, we are not doing anything.
So everyone, remember this saying, do not let yourself rotten.
For the future of camboida.
