More conflict at temple possible

Anyone knows, there are two sides to a coin, and at least two sides to any argument; so it takes two sides to make war or peace.

Last week I wrote about the Feb. 4-7 border gunfight between troops from Thailand and Cambodia, countries condemned by destiny to live side by side, sharing much history, similar culture and Buddhist beliefs, and both members of the Association of Southeast Asian Nations, yet generally unable to get along.

The shooting earlier this month between the two countries' heavily armed soldiers was not a surprise. It was not the first armed conflict on the border dispute around the Preah Vihear Temple, nor will it be the last. Each side blames the other for shooting first, as if one should be absolved of responsibility for the resulting death and destruction for shooting second.

Each knows it cannot win. Let no person dream of a Thai or a Cambodian "victory" through guns, only colossal losses. Cambodia called for a U.N. Security Council emergency meeting and a deployment of U.N. Peacekeepers. Thailand said no.

The 15-member Security Council didn't really care to entertain what the Bangkok Post's Voranai Vanijaka called the "tattletale little punks running to adults," but listened to both sides tell their stories on Feb. 14.


Security Council members expressed "grave concern" and told both sides to show "maximum restraint," to establish a permanent ceasefire and expressed support for "bilateral efforts and regional efforts" to negotiate an end to the conflict. ASEAN foreign ministers, guided by their charter principle of noninterference in domestic affairs of states, met in Jakarta yesterday.

Hardly a day after the New York meeting, border skirmishes flared up. Again, Bangkok and Phnom Penh traded blame.

Who owns temple?

The issue of ownership of the Temple of Preah Vihear in Khmer, Phra Viharn in Thai, has been settled since June 15, 1962, by the International Court of Justice's 9-to-3 ruling to give the temple to Cambodia.

But the World Court never ruled on the 4.6 square kilometres (1.8 square miles) of land around the temple, claimed by both Thailand and Cambodia.

A few events precipitated the recent gunfight. Never mind the Bangkok-Phnom Penh conflict over the United Nations' designation of the Preah Vihear Temple as a World Heritage Site of universal value in 2008 or the arrest in December 2010 of seven Thai (yellow shirt) nationalists who deliberately crossed the border into the disputed area.

First, there was a stone signboard in the disputed area: "Here is the place where Thai troops invaded Cambodian territory on 15 July 2008." Thai authorities protested. On Jan. 25, the Cambodian defense minister agreed to remove the sign.

Yet as the signboard was pulled down, a new stone tablet was erected and inscribed with the words, "Here is Cambodia."

A Thai military commander and 20 armed Thai soldiers met with Cambodian border troops to demand the removal of the stone tablet: "If you don't remove the tablet, I will erect a 'Here is Thailand' stone tablet."

The Cambodian stone tablet was removed.

But in the place of the signboard and the tablet was Cambodia's national flag flying over the Buddhist temple.

So tanks and armored personnel were involved on Feb. 4-7.

Both sides are digging in for the long haul.

Meanwhile, on Feb. 17, Europe's Angora Vox's article, "Vietnamese armored vehicles en route to Preah Vihear to help Cambodia," reported from its headquarters in Brussels that a company of Vietnamese armored vehicles crossed Cambodia, headed for Thailand's border.

Ploy and deception

Both Abhisit Vejjajiva, the Oxford-educated Thai prime minister, and Hun Sen, the pagoda boy made Cambodia's prime minister by Vietnam in 1985, have used nationalism as a ploy for personal political gain.

For Abhisit, the border dispute is a tool for political survival in his domestic political fight with the yellow-shirted "People's Alliance for Democracy" that seeks his government's demise. For Hun Sen, the border dispute with Cambodia's historical enemy in the West is a blessing to draw domestic attention away from discontent and concerns over Vietnam's encroachment in the East.

The use of nationalism as a ploy has worked wonders, more for Hun Sen.

For Abhisit, Thais are growing disillusioned because reason and logic tell them Abhisit is less than honest not to admit to the losing fight over Preah Vihear. The temple will not be recovered. He is seen as less than competent for embracing "bilateral negotiation" that has not worked, and for rejecting international intervention that may help solve a problem Bangkok cannot win.

For Hun Sen, nothing draws Cambodians together -- not only in the country but, ironically, many expatriates abroad, who should know better -- than Hun Sen's call to stop the "invasion of Cambodia" by the "swallowers of Khmer soil." Logically, if Thais in the disputed area are invaders, what would Cambodians be in the same disputed area?

Cambodians, in general, are left ignorant of what underlies the June 14, 2000, memorandum of understanding on the survey and demarcation of land boundary, or the June 18, 2000, joint communique that led to the making of Preah Vihear a World Heritage Site.

And so, here we are: In a crisis created by two. If both armies don't withdraw their trigger-happy troops, new rounds of armed conflict are waiting to happen.

Dr. Peng-Meth - you should have known better that there is no such a thing called “disputed area”. Perhaps, you need to spend more times studying the French maps and then come back to rewrite your article. The term “disputed area” was introduced by the greedy Thais based on their unilaterally drawn map to mislead the international opinion, and to justify their presence in the area. Sadly, Thai propaganda appears to work for a few so-called Mr. good/smart guy like you.

I have a question for you Dr. Peng-Meth – why are you so bitter toward your fellow Khmers albeit the nation is facing an imminent war? No insult, but you’re no better, if not worse, than those you’re criticizing.

i know, every articles i've read and everyone who have a saying with this international conflict between cambodia and siem, all seemed to ignore the 1907 map! why is that? let's keep remind them and educate them and the public about this important international treaty of 1907 that created the present-day international boundary delimitaion between cambodia and all the adjacent neighboring countries! why people chose to ignore this very important international treaty and map? why? why? why? i think this is where the problem came from i.e. siem violation of the international treaty of 1907! there is no good excuse whatsoever with their violation! the UN, the icj, etc should take a good look at the 1907 map! but expect it to disappear or go away because cambodia side will always bring it up; yes, the 1907 map always is the legally binding map 100, 200, 400 years, etc from now, ok! so, can't just ignore it, ok! what the hell is siem thinking about? don't expect cambodia to accept siem's unilateral map creating by their own when cambodia was having a civil war, preoccuppied with chaos, etc, etc! how come no body seem to point it out when they write or speak or talk about this so-called siem's dispute of the 4.8sq. km area adjacent to cambodia's preah vihear temple? is siem trying to exploit the world's ingorance on cambodia? i say, that is the real color of siem thugs, you know!

cambodia should push for icj to reconfirm their ruling on this issue once and for all, really! enough of this bullshit talk about the adjacent area not ruled by icj, etc, ok! again, take a closer look at the 1907 map! there's your answer for those who are ignorant on this issue, ok!

Many times Cambodian Leaders, Sihanouk, Pol pot, Hun Sen have never learned the history, they wanted to control Khmers people by using GUN ON THEIR heads: Hungry, Scare, Killing, intimidation, police and military serving people in power, thet are not serve nation and her people...
Those leaders have not served cambodia and her people best interest, they serve their greedy power, father to children and close realatives and their cronies who were benefits million dollars wealth in corruption.

Cambodia needs change for real democracy, independent economically and politically, no influence from youn, Chinese, Thai, U.S...trade for Cambodia national benefits...
Border betwen youn and Thai in accordance to proven past and present docs. acceptable International legal frame works...

Cambodia must change if not the risky of losing soul and spirit are near that has no chance to come back like Kampuchea Krom, Champa, Surin, Sisaket, nokor Reach...

What does it meant ????

It meant that the area that Thai don't think it is belong to Cambodia.
" Thai think it is belong to them", Do they have the document to prove it ??????

Probably not !!!!! But to them it doesn't matter.

Can we call former Khmere provinces (Surin,........ect.) as 'Disputed Area' ??????

when we discuss preah vihear's so called disputed area, we should always remind siem what map are they using. more than likely, they are using their illegal map for sure!

and we know it's our preah vihear temple which was by the way built by our great khmer ancestors, not siem, really, that siem really want to steal from cambodia, so, illegally, siem would try to make up any lame excuses; that's why only the law counts when dealing with their stealing of cambodia's property, really! and remind the world that the 1907 map was a legally binded map, not siem's unilateral map, ok!

siem think the 1907 map was disappeared or something that's why they made their own illegal map while cambodia was preoccuppied with civil war, starvation, chaos, etc, etc, you see! so, only the 1907 map counts as it never changes despite it is over 100 years old, really! so, what the hell are siem thugs talking about here! watch, siem's going take their own illegal map to icj and cambodia take the 1907 map, which one you think the court of law is going to uphold? i'm sure any educated individuals can tell us the true, honest answer to this, you know!

Dr. Peang, I thought that you were better than this, but after reading your article I know that I am wrong. What you did, was just repeat what the Siem and ignorant Medias said about Preah Vihear Temple and the land around it. ``But the World Court never ruled on the 4.6 square kilometers (1.8 square miles) of land around the temple, claimed by both Thailand and Cambodia.`` By repeating this you are telling us that the 9 Judges of the Hague International Court of Justice didn’t do their homework in pronouncing the ownership of the temple, or they didn’t look at the map or didn’t have the map with them that day… It’s like an apartment on a building with multiple floors. It is just suspended there… It is very curious how a PhD in political science sees the International Court of Justice that way! It’s really shameful for an intellectual of this caliber.

Dr. Peang did not know me, but I knew him in and out. He is a Khmer islam love Khmers than Khmers slave youns, he fought with KPNLF until YOUN, and also Thai and Asean, big power alike signed Paris peace treaty in 1991.
I believe Dr. Peang Khmer Nationalist from his heart, he's learned the pain of losing Champa to youn than some Khmers who love $$$$ and power to please youn Vietnamization....

Thai took over Cambodia 1904 to 1945.I was born in 1938 in B.bang,Cambodia.I am a Khmer B.bang.
I learned Thai just few months,Thai gave B.bang,Siem Reap,and part of pursat to France.
France exchanged Korat Plateau such as surin,Sisaket, Burei Ram,other to Thai.
The king sisowath asked France,not to those pieces to Thai because Thai used to take by force;France ignored about this. my mom lived in Sangkhoe Kaukhann.
When I was 7 years she told about Khmer land in Thai.
This part of land in Thailand,Thai should want 1.8 square miles;enough is enough!
Vietnam took Khmer krom in 1949.
France gave to Vietnam without asking Central Khmer and Khmer Krom a word.
Was Khmer people or king fault?
Yes,France was fault.
Vietnam and Thai are the same behaviors and hungry to eat all Khmer land.
So,Stop Khmer leader from depending on Thai and YUON again.
Bring Hun Sen and abolish monarchy down.

Mr. Meth should have studied the ICJ verdict carefully...when Round II at the Hague comes, things will show that the decision on the temple and land were final back in 1962!

Judgment of 15 June 1962
Proceedings in the case concerning the Temple of Preah Vihear, between Cambodia and Thailand, were instituted on 6 October 1959 by an Application of the Government of Cambodia; the Government of Thailand having raised two preliminary objections, the Court, by its Judgment of 26 May 1961, found that it had jurisdiction.

In its Judgment on the merits the Court, by nine votes to three, found that the Temple of Preah Vihear was situated in territory under the sovereignty of Cambodia and, in consequence, that Thailand was under an obligation to withdraw any military or police forces, or other guards or keepers, stationed by her at the Temple, or in its vicinity on Cambodian territory.

Brazil, Germany, India, Japan demand UN change

AFTER so many years during which Libya insisted that the UN should be reformed, now Brazil, Germany, India and Japan said Friday that they would press for "concrete" action this year to open up the UN Security Council to new members.

Foreign ministers from the four nations met at the UN headquarters to step up their campaign even though there is no broad acceptance within the 192 UN members on how to reform the world body's supreme peace and security body.

"Pressure is mounting here at the United Nations for the UN membership to finally face the challenge of addressing Security Council reform in a realistic manner, adjusting it to the current geo-political realities," said Brazil's Foreign Minister Antonio de Aguiar Patriota after the meeting.

The four nations believe "that we should work towards concrete outcome in the current session of the general assembly," which ends in September, he added.

India's Foreign Minister S.M. Krishna said "the response that we are getting is overwhelming and we feel confident that we can move in that direction."

He said the four would "press ahead for reform of the Security Council on an urgent basis."

Britain, China, France, Russia and United States have been the only permanent members of the Security Council, able to veto any resolution, since its creation in 1945. The number of non-permanent members was increased from six to 10 in 1963.

Brazil, Germany, India and Japan, the so-called Group of Four (G4), renewed their longstanding campaign to get permanent seats on the Security Council last year.

On top of the G4, African nations believe they should have up to two permanent seats on the council, with South Africa, Nigeria and Egypt all considered contenders. Arab and Latin American nations are also demanding stronger representation.

Change requires a two thirds majority at the General Assembly, however, and reform efforts have repeatedly floundered on which nations should get a permanent seat and how other places should be divided up.

The United States and other permanent members oppose various parts of the G4 ideas made public so far. Diplomats say China could try to block India or Japan getting a permanent place.

Patriota acknowledged that there is still "no consensus on the important aspects of the reform" and the four are "testing different ideas."

"The objectives are well known, I think the challenge is to find a formula that will obtain the widest possible acceptance."

Germany's Foreign Minister Guido Westerwelle refused to comment on reported Italian opposition to his country's claims to a permanent seat.

But Westerwelle stressed that the campaign for change has majority backing within the United Nations.

"It is not a minority idea, it is something that a clear majority wants: reform of the United Nations," he said. "We think it is certainly not in our national interest what we are doing here. If the United Nations will not reflect the world as it is in our days, the authority of the United Nations will decrease," he warned.

Japan's State Secretary for Foreign Affairs Takeaki Matsumoto put his country's backing behind the new commitment "to gain a concrete outcome."

Thailand does not want a third party involved during the joint border committee meetings because they believe they can outsmart the Cambodian side and take more land. This article is correct to say that the Thais are losing this fight. Why engage losers, when we know we Khmers are the victor? Preah Vihear is ours and so too is the surrounding land. Let the Thais have their fucking 4.6 km entrance, the temple overpowers everything else. Without the temple they have nothing.

Peng Meth only writes what was written. He repeated the same information given by the Thai side. It wastes 5 minutes of my life that I can't get back. Peng Meth, I rather read the Bangkok Post or The Nation than to read your article ever again. I don't understand why many of the people want to fight 2 fronts at the same time. In Roman of the three kingdoms, one kingdom allies with the former enemy to fight with new enemy all the time. They keep changing alliance to take advantage of the present. Stop living in the past, and let's deal with the Vietnamese later. Cambodia is such a small country. Do you want to fight 2 bigger neighbors at the same time? No wonder we had the Khmer Rouge and the Killing Field. These older people are idiots.

Dr. Peang-Meth - you miserably failed to see that the disputed land was contested by the Thai because they decided to make it into an issue. Simply put, the Thais was not willing to accept the court's verdict that P.V.
belongs to Cambodia.

You failed to see the Thai's arrogant attitude when they lost in the international court.


You failed to see that the arrogant Thais are used to kick Cambodians around for centuries, but when they lost P.V. they seek other ways to get back at Cambodia.

I'm afraid you binocular is tainted with too much politics to see it correctly!!!!!

The days for Cambodians to roll over and be kicked by the Thais are over.

Whether Hun Sen standing up to the Thais may not be all motivated by political gain as you claimed.

We're in the 21 century, and it's time to tell the arrogant Thais enough is enough. Every now and then Cambodia needs to give them a bloody nose to make that statement!

And yes, I don't like Hun Sen that much either. For his dealing in this conflict, I give him thumps up.

Your analysis failed to bring up the political chaos in Thailand.

Here are some issues that lead to the latest shoot out.

1. Cambodia jailed the two ignorant Thais, who by the way belong to a nationalist Thai Patriotic Network.

2. Abhisit's government is illegitimate, propped up by the Thai military. There is a good chance Abby's government stand to lose in the next election. Abhy's government need to please former supporters, the PADs.

3. When the PADs began making demand for Abhisit to step down, tension along the border began to heat up. First, the Thai wants a sign "This is Cambodia" taken down in Preah Vihear. Cambodia complied. Second, the Thais demand a flag taken down, Cambodia refused. Soon after, fighting erupted.

The fact is Thai nationalists want to pressure Hun Sen to release the two trouble makers jailed in Prey Sar. Hun Sen refused, and rightly so.

Your analysis failed to mentioned these issues in the Thai politic that lead up to the fighting.

A person who follow news come out of Thailand like yourself should know that the southern Thailand's provinces are afflicted with separatist violence. Thais died, injure almost daily.

The Thai government struggle to bring peace and order in Narathiwat, and Yala district where insurgents bombing is a weekly occurance.

Have you ever wonder why the Thai government chose instead to focus its military power along the border with Cambodia and not insurgent prone areas? Wouldn't you agree violence areas would demand more attention from the government?

The Thais's poor relations with neighbor Cambodia has reached this point because the overwhelming Thais elite's attitude toward Cambodia is, the relationship is expendable. Otherwise, Thailand would not behaves the way she behaves toward fellow ASEAN member Cambodia. Let face it the Thais are arrogance, and a pushover throughout this whole conflict.

May I suggest that only Abhisit, not Hun Sen, stand to gain politically from this conflict.

In Thailand's political dynamics, sometimes the military and the government are not in agreement.
There are sections within the military would love to see fighting continue.

Cambodia is just one of many casualties of Thailand's internal politic because Cambodia is so small and can be walked over.

If you're going to make political analysis you need to focus a lot more on what is happening inside Thailand. Hun Sen's power grip is not in danger, but Abhisit's is.

the pathetic part is because too much noises but no substances! And that is the character of the Meon people. if those cmmentators have legitimate and reasonable argument based on credible facts, may be they should write to enlight the rest of your Khmer people. instead, they continue to hide their chicken faces and drop in a few comments here and there and pretend to feel so proud of themselves - character of the khmer people.

dr. peng-meth, with all due respect, you're right to say that it takes two to tango; however, in the case of siem pad thugs wanted to steal cambodia's preah vihear temple and blocking adjacent accessway way from cambodia, it takes siem thugs' violation of the international treaty of 1907 to cause trouble with cambodia, really! the two to tango theory doesn't apply here, honestly.

You should have educated yourself about how your King Father's behaved and that was among the reasons you (or perhaps, your parents) were away from home the first place - because of your King Father's behavior! Character of Khmer people - noises and boastful!

Denial is a primitve defense mechanism of a person that has a character like yourself.

Your King Father Norodumb, was running around begging other countries for stay, remember? And million of His so-called "small khmer" people had also been displaced, and that including your parents and you, too. It is good to know that you have forgotten Him and/or you should have not acknowledge Him, hecause He was a duck and He is still a duck but in a bed-ridden.

Unfortunately, He still has millions of His "small khmer" people that still behave like Him. I'm not suggesting that you're. But if you do, you shouldn't. But the tone of your writing, perhaps you may have His genes - carrier.

So let us get back to main issue, shall we???

Since the oust of Thaksin, Thailand government is not determined by votes but by protest on the street of Bangkok. It is madness, but this is Thai politics.
Now the madness has spilled over into Cambodia in the form of Preah Vihear dispute.

I say again, Peang-Meth's analysis failed miserably to take this into consideration.
