Uneasy peace holds after Thai and Cambodian troops clash

PREAH VIHEAR, Cambodia (Reuters) - Thai and Cambodian troops stood on high alert on Tuesday after clashing in disputed jungle around an 11th-century Hindu temple as foreign governments urged them to lay down arms.

Soldiers on both sides of the border held fire but dug in positions, bracing for more fighting after four days of clashes in the 4.6-square-km (2-square-mile) contested area around the Preah Vihear temple claimed by the Southeast Asian neighbours.

Following pressure by China, the ASEAN Southeast Asian regional grouping and Washington on both countries to show restraint, the Thai government said it was ready to hold talks with Cambodia on resolving the dispute.

Thai Foreign Minister Kasit Piromya said he planned to meet Cambodia's foreign minister soon in a third country to discuss how to end the fighting, the fiercest since the early 1990s, when Cambodia's Khmer Rouge forces operated in the area.


That followed the U.N. Security Council's rejection of Cambodian Prime Minister Hun Sen's call for an urgent council meeting. Council president Maria Luiza Ribeiro Viotti said the problem should be solved at a regional level but left open the possibility that the council would meet on the issue later.

Council diplomats told Reuters it was possible that the 15-nation body would discuss the issue next week, although no decision has been taken.

The Association of South East Asian Nations (ASEAN), of which Cambodia and Thailand are members, urged the two countries to enter into talks, possibly with ASEAN's help.

"The issue must be addressed and can only be addressed bilaterally because this is a border issue that needs to be negotiated between them," Indonesian Foreign Minister Marty Natalegawa, current ASEAN chairman, said in Bangkok.

"But at the same time, there is always space for ASEAN, and members of ASEAN, to support the bilateral efforts."

Thailand and Cambodia blame each other for provoking intense exchanges of fire that killed at least three Thais and eight Cambodians and energized ultra-nationalist Thai "yellow shirt" protesters who are demanding Thailand's government step down.

In Cambodia's Preah Vihear province, soldiers allowed some reporters through military checkpoints near the 900-year-old clifftop temple.

Felled trees, small craters and blackened remnants of fires told a story of fierce fighting around the temple, which sustained only minor damage from grenades fired from over the border.

The United Nations body in charge of preserving historical sites (UNESCO) will send a mission to the area to assess the temple's state, its director Irina Bokova said.

Cambodia's government accused Thai soldiers of causing a wing of the temple to collapse, but there was no visible evidence of such damage when Reuters reporters visited the site.

'A LOT OF UNCERTAINTY'

Cambodian soldiers said there was no sign of fighting since early Monday but the situation remained tense.

"We're ready because we can't trust the Thais anymore," said Muong Van, an infantry soldier.

In Cambodia's northern frontier areas, pigs and chickens roamed deserted villages. Schools and temples were turned into makeshift refugee centres.
On the Thai side, villages such as Ban Sangam in Si Sa Ket province about 7 km (4 miles) from the border were eerily quiet, aside from the occasional rumble of military trucks.

Somsak Suvarnsujarit, governor of Si Sa Ket province, said 16,654 people had been evacuated.

"There is still a lot of uncertainty and we will only let people move back into villages when there is a clear sign from the army that situation has returned to normal," he said.

The Thai government said 30 Thai soldiers and four villagers had been wounded so far. At least 55 Cambodians have been wounded, according to figures provided by Cambodia's government.

Reasons behind the fighting remain murky. Some analysts say hawkish Thai generals and nationalist allies may be trying to topple Thailand's government or create a pretext to stage another coup and cancel elections expected this year.

Others say it may be a breakdown in communication channels at a time of strained relations over Cambodia's flying of a national flag in the disputed area and laying of a stone tablet inscribed with "This is Cambodia."

The dispute threatens to worsen hostility between Thai political factions ahead of this year's expected election.

The Yellow Shirts protesters, whose rallies helped bring Abhisit to power, have turned against him in recent weeks, calling for a tougher line against Cambodia.

In 2008, they occupied state offices for three months and blockaded Bangkok's main airport until a court expelled a government allied with former Prime Minister Thaksin Shinawatra, a step that led to Abhisit taking power.

the UN security council, asean, etc, the more the better, must act as the mediators during the two countries negotiation to form an international treaty in order to prevent and stop siem's extremist rankling over the law, etc... UN must also make sure both countries properly demarcate their borderlines the entire length in accordance to the international law, not using own unilateral map like thailand did, etc... UN must witness their agreements, etc... UN must mediate the whole time, do not let them negotiate by themselves in secret close door or what have you, it has not work and will not work and only go in circle. UN must question everything they say to make sure it is in accordance with the international law, etc, particular in the areas around cambodia's preah vihear and other khmer temples along tyhe porous borders between the two countries, etc... UN please help to settle this conflict once and for all as a permanent treaty that can never be violated again. othewise, we know siem extremist will use their rankling over it again in the future 100, 1000 years from now, etc!

after this all done and said, then the two country can really talk bilateral, but don't mix in the bilateral part with the preah vihear issue, just yet, it's two separate issues, here, really! settle the preah vihear issue first, then talk bilateral benefit after it's official because the real issue of the conflict is who is violating the international law, not who violated the bilateral agreement! i think the bilateral talk will be easy from there after the temple settlement, in case this the demarcation of the dispute areas using international law only, not thailland's own law or own map!

Yes, we must know what Thailand has. For Cambodian army or military, this is a lesson to learn. Today in modern time, you can't keep ignore for not upgrading or not modernizing your military. You must modernize you military. You can't use oxe card any more. You need not to put those money in your pocket! The government should have all kind of weapons like or close to Thailand and everything. In case in the future Thai will not dare to look down at you any more.

A better comparison would be, who believes in Thailand. What legal backing does the Thai claim has? How legitimate are the Thai claims of self-defense and proportionate force?

What is the history of Thai aggressions in Cambodia? What are some recent acts of aggressions by Cambodia against Thai and what are some recent acts of Aggression of ambitions of Thai against Cambodia?

Which country is in deep political turmoil and which is relatively "stable" at the moment.

What is fueling the crisis on both side and who is responsible for prolonging the issue...hint hint, Abishit, YELLOW PAD, Thai Royalist?...

Given all these realistic national and international perspective, your arm invasions of Cambodia would be unsuccessful and will not be tolerated by the international community... You will only further outcast your own self into another state of laughingstock for the world.


Seriously, look at the international opinions right now in the BBC and other international correspondents, the whole world knows the truth..

And the truth, is what the people are the world tend to side to in these modern days...

What was the size of Vietnam compare to U.S.A in terms of population and land mass in 1970s? What was the size of Dai Viet compare to Chin'a in 900s? What is size of Israel compare to all the combine Arabic nations in the 60s?

These are just a few examples of how size means little in face of determined and convicted group of people who are fighting to defend and save their land from foreign aggression, invasion, exploitation and colonial ambitions.

Cambodia was a victim: When Cambodia had anti air missile they ask Khmer to destroy it, they ask Khmer to dismiss the soldiers, not to modernise our force, then when we are in trouble they are very quiet. Cambodia used to have some 233 (SAM) surface to air missiles! But Hun Sen want to play the good guy for Uncle SAM because of war on terrorism and Uncle SAM was afraid that those missile might fall into the hand in the most corrupted Cambodia and those missiles were destroyed!

Now Thailand are threaten Cambodian with advance jet fighters and Cambodia don't even have shit to defend its airspace and the entire country from the Thailand air force!
