Tell Congress: Victims of War Trauma Still Haunted by the Genocide

Overview Letter Targeting: The President of the United States, The U.S. Senate, and The U.S. House of Representatives

"The soldiers dragged out a pregnant woman and slit open her belly. A witness who was personally tortured for his political activism in Congo is more haunted by that image than his own pain." It's not just a Cambodian issue, it's all victim of war trauma.


The 300,000 survivors of the Cambodian holocaust and their families living in the United States bear the physical and psychological scars of war, torture, and genocide. They also sustain the economic burdens of a community that has lost at least one-third of its people; inlcuding over 90% of its doctors, lawyers, teachers, civil servants and clergy. There is no prehistoric precedent for a community rebuilding after such a massive loss of its citizenry and resources.

The National Cambodian American Health Initiative (NCAHI) is a membership organization of Cambodian leaders founded in October, 2003. NCAHI's mission is to improve and preserve the health of survivors of the Cambodian holocaust and their families through research, health education, model programs and advocacy. Members come from 16 states and service area, representing more than 75% of Cambodians living in the United States.


For the past 7 years, the National Cambodian American Health Initiative has been gathering information about the health of survivors of the Cambodian holocaust and their children in 2005 declared a “health emergency” in the Cambodian community. Science tells us that extreme trauma causes long term chronic disease and early death in survivors and children of survivors. We know this is happening in the Cambodian community because we have statistic that show that:

1. Cambodians have diabetes at a rate twice that of the general population and we are 6 times more likely to die of this sickness than others.

2. Cambodian dies of stroke twice as often as the general population.

3. Cambodian have liver cancer at a rate 8 time that of others.

In addition to having more chronic illness it is not surprising that Cambodians have a rate of disability of 30% for adults over 18 and 30% of our families are living in poverty. Resources for building a new home after genocide are few. More than 95% of educated Cambodians were exterminated leaving few human resources for leadership and health care. This is a reality that is not clearly understood by our community or by our government.

As new Americans, Cambodian want to work and contribute to our new home but we face the consequences of trauma and chronic disease in a real and practical manner. Based on 5 years of talking with the community across the country, NCAHI developed a strategic plan for health that calls for the following:

1. Raise awareness of the Cambodian holocaust and the health problems of survivors.

2. Mobilize the Cambodian community to participate in their own health care.

3. Increase the capacity of Cambodian organizations to deliver healthcare to their own communities.

4. Workforce development in the area of health care.

5. Development of a national Cambodian American Medical Home Program (CAMHP)

6. Assuring that health services are available on a long term basis.

NCAHI-what you said here is disturbing.
1- You said 95% of educated Khmer are killed by Khmer Rouge. What about uneducated low class Khmer- the farmers. Statistic says 1.7 to 2 million Khmer are killed by Khmer rouge. Are these killed victims all educated. My point is that the majority of Khmer that are killed by Khmer Rouge are uneducated Khmer among whom is my mother who does not even know one Khmer alphabet.
Most Khmer Rouge leaders are educated. Do not blame victims.
I do not want to blame the dead Khmer rouge regime, It is over, but living Khmer Rouge regime run by- Yuon and Hun Sen.

2- Many Khmer in the Us are lazy and pretend to be sick so they can get SSI.

Every Cambodian suffers from the KR atrocities and killing. Many Cambodians in Cambodia work to support themselves. Nobody helps them and they are doing fine in Cambodia.

Some comments seemed false that,
1- Cambodians in Cambodia did not get help from any one,
2- Khmer Rouge is still alive and wealthy in evey strata of Cambodia,
3- Accusations were made out of ignorance and misinformation,
4- Cambodians in US seemed in shattered state of unity when comes to demand fair and reasonable assistance for the unfortunate ones.
Information used in NCAHI were from the US respected research institute.
Within one's right,Cambodians fell victims of own ignorance and inferioriority.US is a land that one can demand assistance whether gov't disagree or disapprove but it's remained the people right to express.

If you dwell on the KR suffering or what happened to you in Cambodia, you will go nowhere even though you are in the land of opportunity.

Every time you get a free money, somebody else has to work and pay tax to support you and that is not fair either.

Call me Youn or Vietnamese slave if you want to. I don't live in Cambodia and I work for every dollar I earn and I do have concern when I work everyday and have paid heavy taxes to support such kind of mentality.

I can claim just like anybody else about the KR trauma or whatever since I was there too just like any Cambodian, but I refuse to go that route.

My hope is that dictator and Yuon is out- Cambodia become real democracy- Most have decent job or good job. Everyone pay tax. The country become economically self reliant- like singapore, south kora, thailand, Thaiwan etc. who do not receive international welfare like Cambodia. And people do not look like the beggers. My in-law brother was put in plastic bag by K.Rouge. He managed to get BA from CA UC Berkely . I had been an interpretor at the SSI hearing. I witness almost all claimants including their lawyers are liers. If you are really sick, yes, seek help. But most are lazy, liers. They never work but are better off than me and are errogant too .

Diabetes:
Genetic factors (more likely in Asians including the American natives), diet composing more of carbohydrates, lack of activity and exercises, eating more than the body need, etc.

Strokes:
Can be a complication of hypertension, diabetes, high cholesterol, lack of physical exercises and blood clot, etc.

Food, lack of exercises and genetic predisposition again explains why cholesterol and trigerides are not controlled. Medications can be used to help control diabetes, hypertension, dyslipidemia and with exercises, one can hope to reduce the risk of stroke.

Liver cancer can be caused by drinking too much alcohol, hepatitis B and C, etc. which are very common in Asian countries such as Vietnam, Cambodia, Thailand, etc. Hepatitis B can be transmitted through sexual intercourese and blood transfusion and Hep C is usually obtained through blood transfussion.

You cannot claim the problems with diseases on KR holocaust.

Every city of the US has enough programs to help people inflicted with these diseases.

What is the real motive behind this campaign to get funding for the so-called Cambodian victims of the KR genocides?

To create a good and easy job for the campaigners?

What would those Cambodians in the US do if the American government were as poor as a Cambodian government?

Not all PTSD sufferers receive any welfare, and not all victims of the Khmer Rougege suffered the experiences in the same and simplistic way like the ignorants commenters are generalizing here.

Some US war veterans suffered the symptom and were/are able to cope and function, while some lost their battles and succumbed to desparation and alcohol.

example: there are 30,000 educated persons in among 7,000,000 population in cambodia that time, so:

30,000 * 95% = 28,500 educated killed
1,700,000 - 28,500 = 1,671,500 peasants killed

While the psychological and emotional scar from the KR era still haunt many Cambodian in the US, there are many other who seem to function fine and able to become a contributing member of society.

I think the Jewish holocaust survivors during German Nazi recover just find and thriving all over the world.

It safe to assume there are some Cambodian who do need assistance.

If opposition party win the election, Hun Sen will never give up the power, they will cause the civil or anything else under the lead of Hanoi. We must understand that there are a lot of khmer viets illegal to legal born and grown in Cambodia. Youn will use them to cause the civil war lead by puppet hun Sen. Therefore, to reconstruct the country in peace, the new government need a protectorate from a powerful country for minimum 100 years.Cambodia must take singapore's model to rebuilt the country. During these hundred years, government must regroup khmer krom, khmer kandal and khmer leu in order to keep khmer strong.

THE END OF THE KHMER ERA

The Vietnamese agendas are to kill all the Khmer population in Indochina from Khmer Krom to Khmer Surin and take all the Khmer land. The Preah Vihear temple conflicts will never be ending, because the Vietnamese will be pressing Hun Sen harder to get more land from Thai. But Thai will never give anything to any country and no country ever control Thailand since Independence in 1200's until now. The Cambodian troops trained and armed by the Vietnamese will have a short life and short term on the border because of starvation, diseases, low salary, problems at home, antique weapons, and etc.
This war was wasting Khmer life and money. The war to reclaimed 4.6 sq. km. surrounding area of Preah Vihear temple was the Vietnamese planned, to boost Hun Sen popularity, brought Khme people to focusing on the Cambodia-Thailand border and to forget the Cambodia-Vietnam border markers installed by the Vietnamese was a faked Agreements with Hun Sen are not official without the United Nations and ASEAN inspections and verifications according to the French Bonne Map of 1954.

The Vietnamese never let Khmer people live in peace, indedpendence, sovereignty, autonomy and self-government liked KAMPUCHEA KROM. The Khmer people that joined and supported Hun Sen's Vietnamese slave will see a final resolve very soon is NO CAMBODIA IN THE WORLD MAP liked KAMPUCHEA KROM after the Vietnamese completely take control and Hun Sen will be kill by the Vietnamese. Hun Sen's life is in the Vietnamese hands, so Hun Sen will never be afar from the Vietnamese government controlling and making decisions for the CPP.

ALL KHMER POPULATION MUST THINKING HARDER AND MAKING THE RIGHT DECISIONS FOR YOUR PEOPLE AND NATIONS NOT FOR INDIVIDUAL OR POLITICAL PARTY. KHMER MUST CHOOSE A POLITICAL PARTY TO SAVE CAMBODIA FROM THE VIETNAMESE EXPANSION.

You told us all the things we have already known and been informed many times, but the problem is nobody including tells us clearly and exactly what we need to do to get out of this problem.

We need a good leader who can guide us all or at least make us all be united.

Another problem we face is that most of us knows about the great danger Cambodia faces, but the problem is most of us again can't even get along in this forum and can't even talk without being accused of pro-Vietnames, pro Thai and pro monarchy, etc.

Look at the political parties who are not with Hun Sen in Cambodia. How many of them are there? Can they work together to form one single opposition party?

If they can't, then forget about resisting Hun Sen and the Vietnamese as it won't work.

People in Cambodia and everywhere else know the reality of the Cambodia, but again the problem is the Khmers are very good at being divided and has been unable to work together up until now.

Is this inability to work together for the common good of the country in our gene?

I think 10:06 PM is completely right in his opinion. I totally agree with him 100%.

There is no need to be sacarstic the way you have been. If you are willing to work and pay taxes to support these so-called victims, you have the right to do so and we who don't agree with you, also have the right to express our opinion and desire not to see our taxes used in this manner and that is called democracy.

I will vote for either political party of the US which knows how to use tax money wisely.

10:06 PM is right. These people need to get a real job and not sit on their ass begging for more money. That way they feel proud of the money, they themselves and this way, it will help them get out of their so-called PTSD.

Can work, but don't want to work = no money = poverty = being called lazy = getting mad at those who call them lazy.

Most of these welfare people are uneducated and illiterate, who would have very minimal chance of getting employed. Some do not even carry the intellect capacity and language proficiency to be employable in the US!

The discussion here is regarding getting help for those who suffered and needed help. Welfare cheats exist in all populations of the US - a jerk like you will always jump at every opportunity to show that you are ignorant!

It's better gathering and help each other to collect all the evidences to point out who and which countries were back up KP regime as a mixed judges in Cambodia need that. The killing field accusations still need to handle more proofs to the mixed international court in Cambodia. Now we are awaiting to hear from KP leaders to give us the specific answers, notice that after their sentence, we don't know when it's over to get a justice result for the victims. Personally, i was the one who was suffered by the KR regime never ever dream about to get some benefit from that. The result from Duch (no#) only accused Noun Chea (#2) who he will accuse a dead Pol Pot (#1), i bet the rest like Eang Sary and Khiev Samphon will say the same thing like Noun Chea. I realized that in around year 80s all KR leaders were sentenced already with a perfected result "Dead Penalty" from all Khmer victims in the country and not even spent one penny to come with that result, and now just only start with Duch and how much money already spent, millions million dollars and not even enough and still pledge and request more international fund to continue to find a justic for the victims...Don't dream about that! do what you gonna do and help to find out how to improve democracy in Cambodia by helping how to critic for development, but not for destroying the lovely country. Remember one word can create peace and one word can create war. May all of the readers have a longevity, God bless you all!

These people, if they were still living in Cambodia, except for a very small number of them, can make money faster than you since they can't count on anyone to help them.

I know so many of them who consider themselves to be in this category do nothing everyday, but go out to play cards, drink alcohols, gamble in the casinos, etc.

Some of them engage vividly and actively discussing Cambodian politics in the so-called Buddhist monasteries.

If you really want to help yourselves, you can always find jobs even though your English is not that great.

For 30 years in the US and you still cannot get a job because you can't read and write - that is not a good excuse!

I know a lot of hard-working Khmers who can hardly speak English correctly, but work everyday to support their families in the US.

I can bet you some the people who claim this kind of assistance have travelled to Cambodia several times already to enjoy themselves and perhaps even have made more trips than those who work.

The US is a land of opportunity if you work hard, you will be rewarded. Don't ask for free money from the government by using an excuse of post Khmer Rouge drauma. 30 years ago, it is too late to say that. we lived and had the same experience as other in the Khmer Rouge regime. But to say that all of us still have drauma is elusive. But be hornest and truthful putting our efford on hardwork to rebuild our life here is much better than to lie for money.

Do not make ourselves stick in the same position and disappoint with what we lose in the past. We lose today we find the way to win tomorrow. If we do not step forward that mean we stick, and when we stick our lives will never bright.

Khmer Rouge regime is over 30 years already so we still sleep and hug it with our chest without looking the way to make a better life or what.

Petition for money? At least 4 states people losing the jobs, no money to pay the mortgages and some towns becoming ghost towns.
Most Asian people are lazy, it is not only Cambodians, except Chinese, Korean and Japanese who are truly working hard and are smart. The 10 ASEAN nations are lazy and cheaters, and the Vietnamese are the best cheaters in class, cheat their neighboring countries.

I am a Khmer employee for them, and some of the facts stated here are completely untrue, but also some are true.

Yes they do help the community, they really do have problems and we help them, and also do research and partner with other researchers.

But when it comes to Cambodians who actually do work for them, we are on the bottom of the scale. Miscommunication and power does run amok on one or two of higher positions. ED though, does work very hard for the community and make a lot of sacrifice for the community, and is very busy working with the community.

Bad behavior and laziness is allowed for a higher person, but us in the lower ranking work very hard with no opportunity to advance, plus being treated poorly by non-Cambodian co-workers.

Because of this, they do have high turnover rate of employees. Why would anyone want to stay when there is no opportunity for advancement plus showing favoritism?

To the community yes we do help them, but for Cambodian employees it is a different story.
