as sad as the picture depicts, what goes on behind this could even be sadder. There are gangs that organize beggars and exploit them. I heard they would have things like this with children carrying small baby to beg so people would feel more sympathy. It's kinda hard to differentiate who is actually genuine and who is not.
That is very sad to see this boy try to asking for money to fee his family. Who think khmer goverment is poor?. They not just corrupted but they kills and hurt their own people too.
Every where in Cambodian goverment is control by Youn't communist.
Hun Sen's can change, but he doesn't want it, because he so afraid if his regime is colap then he will be kill. I don't think khmer people want to kill their own people any more, we all has beeb enough already in the Khmer Rouge system!

See the beggar in this picture , that showed She live in the misery poverty .But sometime she took a baby as hostage by making people more sympathize to here in order to ease to beg money .
Normally the beggar have to do some trick in order to attract people `s sentiment .
You are such an evil person, because of the hungry and nothing to fee her family that why she have no choice.

I remember see them kids in the street begging! That a glim of the Khmer future under HUN Sen Government. 10yrs from now it will be worst!
It is easy to make judgement on the poor begging in the street of Phnom Penh.
If America and other western country people had thought in the same manner as some of the people here, the majority of Khmer refugees in Thailand would have been sent back to Cambodia and not many would have been allowed entry into the western world.
Let us not forget that the child carrying his sibling in this picture was so poor that he or she has no choice, but to beg for food to feed himself/herself and the sibling.
There are so many Cambodians still on welfare in the US and other western country even though they can work, they have decided to take advantage of the systems in those country; therefore to those who like to criticize and blame the poor in Cambodia, they should twice before opening their mouths.
Many people are still poor in Cambodia because of the incompentence of the government officials at all levels who insist on staying in power only to enrich themselves at the expense of the country and the poor people.
My heart goes out to this young person in the picture.

It is sad. No matter how much money the world pour into the beggar gov’t of Hun Sen, it does not trickle down to the poor.
It is a contagion from the beggar gov’t to the people.
this little girl should be applying for wic or welfare, instead of begging on the street. in fact, she should be in school, actually!
You see this in the United States too. Sad but it happens everywhere.

It certainly happens in the US of course, but those beggars could have some medically mental problems and their begging are not usually the results of poor management of the country.
Cambodian cases (more in number and severity) are much more the results of mismanagement and incompetence of the government!

Cambodia has more problems than the US because of decades of war. The U.S had no killing field and no khmer Rouge. You talked about mental health? What about our Khmer people tortured by Khmer Rouge? We're talking about more than 50% of PTSD and MDD here. American didn't kill each other and didn't kill intellectual. So before you blamed our own country for having so many problems, use your brain and educate yourself because we obviously had fought each other for too long.
The issue here is about the govt's incompetent,mismanagement and corruption, that's why there are so many people unemployed and begging on the street. Please don't dwell on KR issues as 31 years has passed. Hun Sen govt always used KR as an excuse to beg for more foreign aid/debt every year. My heart goes to this girl and her sibling.
