I'm sure they have enough military uniforms. They wear shirt, shorts, or nothing just for matter of convenience. When I live there, I was shirtless too because it feels more comfortable. Troops at those conflicted areas received more support, food, and equipment than troops anywhere through donations. I agree strict policy on uniform should be enforced on soldiers though.
