The co-prosecutors (Cambodian and UN) are of one voice (theoretically) and initiate/conduct the initial investigation together. They did this for Cases 001 and 002, but differed on the Introductory Submission of Cases 003 and 004 which subsequently went to the Pre-Trial Chamber for adjudication. All to say, in this general overview of ECCC proceeding, it should be edited to say "Co-Prosecutors initiate" in the plural, rather than the singular.
