One hundred army officers had been promoted to the ranks of generals in a ceremony in army headquarters in Phnom Penh and in Preah Vihear province on Friday 8th April.
The Phnom Penh's promotion ceremony was held at the Defence Ministry and was presided over by Gen. Pol Saroeun, Commander-in-Chief of Royal Cambodian Armed Forces, at 3 p.m on Friday when 7 officers were promoted to lieutenant generals (3-star generals), 11 officers were promoted to major generals (2-star generals) and 47 officers were promoted to brigadier generals (1-star generals).
According to military sources, Maj-Gen. Hun Manet, the eldest son of Prime Minister Hun Sen, had also been promoted to a lieutenant general, but he was absent from the ceremony to receive his promotions. In the past few years, Gen. Hun Manet had enjoyed rapid rise through the army ranks, drawing rave criticism of nepotism by his father, Prime Minister Hun Sen. His last promotion was in January when he was promoted by his father to a major general.

The freedom of Khmer Kampuchea Krom has been mostly stripped by the Vietnamese ruling regimes and governments since. The French colonial administration committed injustice upon the more than 13 million Khmers of this beautiful fertile land.
Justice remains elusive for Cambodia, Kampuchea Krom and her citizens.
And...The struggle to regain freedom and human rights by the Khmers in Kampuchea Krom continues as long as injustice commits by the ruling Vietnamese regime(s) has not produced a fruitful result.

Koh Tral Island has an area of 567 square kilometers; about 62 kilometers long and between 3 kilometers and 28 kilometers wide. The island physically is located closest to Cambodia's Kep seaside city. Visitors can see Koh Tral Island from the coastline of Kep. It is about a 30-minute motorized boat ride.

Why do Koh Tral Island, known in Vietnam as Phu Quoc, a sea and land area covering proximately over 10,000 km2 [Note: the actual land size of Koh Tral itself is 574 square kilometres (222 sq miles)] have been lost to Vietnam by whose treaty? Why don’t Cambodia government be transparent and explain to Cambodia army at front line and the whole nation about this? Why don't they include this into education system? Why?
Cambodian armies are fighting at front line for 4.6 km2 on the Thai border and what's about over 10,000km2 of Cambodia to Vietnam. Nobody dare to talk about it! Why? Cambodian armies you are decide the fate of your nation, Cambodian army as well as Cambodian people must rethink about this again and again. Is it fair?

The Cambodian army at front lines suffer under rain, wind, bullets, bombs, lack of foods, lack of nutrition and their families have no health care assistance, no securities after they died but a very small group eat well, sleep well, sleep in first class hotel with air conditioning system with message from young girls, have first class medical care from oversea medical treatments, they are billionaires, millionaires who sell out the country to be rich and make the Cambodian people suffer everyday.
Who signed the treaty 1979-1985 that resulted in the loss over 10,000 km2 of Cambodia??? Why they are not being transparent and brave enough to inform all Cambodians and Cambodian army at front line about these issues? Why don't they include Koh Tral (Koh Tral size is bigger than the whole Phom Phen and bigger than Singapore [Note: Singapore's present land size is 704 km2 (271.8 sq mi)]) with heap of great natural resources, in the Cambodian education system?
Look at Hun Sen's families, relatives and friends- they are billionaires, millionaires. Where did they get the money from when we all just got out of war with empty hands [in 1979]? Hun Sen always say in his speeches that Cambodia had just risen up from the ashes of war, just got up from Year Zero with empty hands and how come they are billionaires, millionaires but 90% of innocent Cambodian people are so poor and struggling with their livelihood every day?

It's for sale openly depending on the amount of money you put in. You can either build a building or something and give it to the government and they give you a star or status proportionally to the value of your construction. Or you can contribute directly to the party. There is a time table for it in case you don't know.
Hun Manet earned his promotion, not sure about other generals.
Soon the following will happen to these new generals
1. will be shipped to a college in Vietnam,
2. will be told by their Viet professors to write up thesises about how they would defend Cambodia should an enemy invade from the East,
3. after the thesises have been studied by the Viet generals and every known hill and creek and trench is mapped, the Viet college will issue these generals with brand spanking new doctorate certificates,
4. with the newly printed certificates, the generals return to Cambodia and happily continue the oppression of the Cambodian people,
5. the pyramid scheme goes on in Cambodia.
All this promotions is not free, not afford as far as I know.
When one got promoted, his salary will rise so he have to invest more in order to earn more.
I met a few former cops who gave up being the cops because they can not afford or to disgusted to pay the bride to their superior when they were supposed to be promoted.

I have to agree with you on this one. I know someone who was unable to be corrupted to enough to make money to share with the other members, so they dropped him down.
In time of internal and external troubles and in order to ensure continued absolute power and security, the Hun Sen government needs to make their supposedly loyal and faithful commanders feel good about themselves by promoting them to the next level of their rank.
This is nothing new. This is exactly how the dictator plays his cards. Eventually his son will replace Pol Saroeun himself after Hun Manet becomes mature enough in military internal affairs in term of surrounding himself with trustworthy and reliable junior and senior officers to sway military influence in his direction.
Just watch and you will see that development soon!

Anet Khmer is right. Without giving promotions every so often, or to keep them relevant, the men with guns and soldiers can give a headache to dictatorial leaders.
