Thai-Cambodia fighting flares again as talks collapse

04/27/2011

(Updated 12:09 p.m.) PHNOM PENH - Thai and Cambodian troops clashed with heavy artillery for a sixth day on Wednesday near two disputed 12th-century Hindu temples, the Cambodian defense ministry said following a night of shelling that killed a Thai villager.

Talks between Thai and Cambodian defense ministers to end Southeast Asia's bloodiest border dispute in years were abruptly cancelled, dashing hopes of an imminent end to fighting that has killed at least 14 people and sent more than 50,000 into evacuation centers.

Defense Minister Prawit Wongsuwon had been expected to meet his Cambodian counterpart, Tea Banh, in Phnom Penh, but he instead was flying to China for previously scheduled meetings.

"We welcome talks but only if Cambodia stops the shooting first," said Thai Army spokesman Sansern Kaewkamnerd.

Many experts say the fighting over territory and sovereignty is fuelled by political interests. Each government seeks to discredit the other by appealing to nationalists at home, especially as Thailand prepares for a national election expected by July.

A change in government could be in Cambodia's interests.

Analysts said the Thai military could also be flexing its muscles to preserve its sizeable stake in Thailand's political apparatus and to satisfy conservative elites at odds with the country's powerful opposition forces.

Thailand says it wants a bilateral solution to the dispute. Cambodia seeks international mediation and independent monitors in the disputed area as agreed by Association of South East Asian Nations (ASEAN) foreign ministers in Jakarta in February.

Major test for ASEAN

Those differences are posing a major test for ASEAN, a 10-member bloc modelled on the European Union with ambitions to become a regional community by 2015 and a viable counterweight to China's growing diplomatic muscle.

It is also a potential embarrassment for Indonesia, whose foreign minister, Marty Natalegawa, as this year's ASEAN chairman, had brokered the U.N.-backed ceasefire pact in February that would have placed unarmed Indonesian military observers along the disputed border.

The Thai army objected and the deal never went through.

Thailand's foreign minister is due to meet with Natalegawa on Thursday in Jakarta.

The latest fighting began at 5 a.m. and was continuing more than four hours later with heavy artillery near the Ta Moan and Ta Krabey temples, Cambodia's defence ministry said.

Sovereignty over the ancient, stone-walled Hindu temples -- Preah Vihear, Ta Moan and Ta Krabey -- and the jungle of the Dangrek Mountains surrounding them has been in dispute since the withdrawal of the French from Cambodia in the 1950s.

Thailand says the temples perched on an escarpment in landmine-infested terrain are in its Surin province according to a 1947 map. Cambodia says they are its territory.

"We are moving people further away from the border because Cambodia is using longer-range weapons," Surin Province Deputy Governor Yutthana Viriyakitti told reporters.

Before Friday, Cambodian and Thai soldiers jointly patrolled the area largely without incident. Villagers on both sides, many of whom share the same ethnic makeup, would mingle and trade each day.

Fighting also erupted on Tuesday at Preah Vihear, scene of intense clashes on Feb. 4-7 that killed 11 people and a source of tension for generations. An international court awarded the
temple to Cambodia 49 years ago, but both countries lay claim to a 4.6 sq km (1.8 sq mile) patch of land around it.

The temple was granted UNESCO World Heritage status in 2008, a decision fiercely opposed by Thailand on grounds that the land around Preah Vihear was never demarcated.

Dear Khmer Surin, Si Sa Ket and others,

We are khmer Empire. About 600 years, Siem was a small group. Up today Siem has taken huge land from us.

Thai has armed Khmer Surin soldiers and officers to fight against Khmer soldiers across the border.

Let me ask you questions.
1) What is your benefit to be Thai soldiers to kill our brothers in Cambodia ?

2) Why do you allow Thai using all of you to kill our own Khmer people in Cambodia ?

Please wake up. What ever you are doing, Thai army is going to be defeated. It is self destruction. Thai politic is going to the end of Kingdoom of Thailad.

3) This is the last king of Thailand. Trust me. You know it. But you dare not to say publicly.

4) Abhisit and Thai army will be defeated.

5) Politically, Kingdoom of Cambodia is the winner with the majority of the interntional support.

6) Throw your guns and uniform in the trsh barrel, then go back to your home. Do not let the Thai army and Abhisit manipulate all of you. Be Khmer Angkor !

According to the RFA news, Thai is now wanting China and Vietnam who has close relationship with Cambodia to help encourage Cambodia return to bilateral negotiation in order for them to stop the military action. What is the point? Thailand themselves should be clear what they are talking about. When come to bilateral negotiation Thai always want thing to go their way and want to take advantage over Cambodia. In anther word is not being fair to Cambodia. If Thai really want to have peace with Cambodia, they don't need to go China and Vietnam for help, they should just agree to stop the conflict and accept ASEAN solution of having ASEAN peace monitor group. Thai is asking Cambodia to pull their troop out of their temple area, which mean Cambodia get out so Thai troop could move in there. When Thai ask other side to stop, they are too should stop as well. But why don't Thai just tell Cambodia let me win and give me what I want in simple word OR stop fire your guns and so it will make it easier for me to defeat you, Cambodia. I think Cambodia is so ready to cease-fire if Thai is willing to do so as well. Peace is painting all over Cambodia soldiers' foreheads but Thai need to see it and call out to stop fire at the same time without asking who need to stop first or last. This is too childish.

Var Kim Hong does recognize that Cambodia, if compared to the colonial Service Geographique de l’Indochine scale map 1/100,000 and the 1985 delimitation treaty, will loses 9,000 hectares; and compared to U.S Army Mapping Service scale map 1/50,000 with the 1985 Treaty, would lose about 7,900 hectares to Vietnam. This statement was confirmed by Var Kim Hong to Mr. Touch Bora Esq through a telephone conversation on 30 August 2002 at 4:30 p.m. (Sydney time), which Mr. Touch Bora Esq wrote in his letter dated on 9 September 2002 sent to Sam Dach Ta Noroudom Sihanouk concerning over border affairs.
In fact, the loss is absolutely more than the 1000 square kilometers stated by MP Sam Rainsy in his statement, if we add the size of the historical water of 30000 square kilometers awarded to Vietnam under the 1982 Agreement which has been into affect and now already become under the full control of Vietnam. And this would not be the last if the equidistance principle be used to delimit the maritime boundary, Cambodia will lose an additional area of sea and seabed measuring at least 860 square nautical miles from the Brevie Line to the north, analyzed by Mr. Touch Bora Esq or another 10000 square kilometers confirmed by Mr. Sean Pengse, the President of the Cambodian Border Committee Worldwide, which exclusively include another Koh Poula Wai to Vietnam added to the previous lost islands- Koh Tral (Dao Phu Quoc) and Koh Poulo Panjang (Dao Thu Chu).

This is why sVar Kim Hong said in front of Students´s Movement for Democracy (SMD), and Sam Dach Ta Norodom Sihanouk on 22 Janaury 2000 during our audience with him concerning the border resolution with Vietnam that; “If we want peace, we must sacrifice our flesh to the tiger.” The truth is discovered now that, “Sacrifice the flesh to tiger actually means cutting our land to the Viet.” This word was clearly spoken out from his mouth and there were Sam Dach Ta as witness and 31 members.

We must condemn this Var Kim Hong for his role in helping the traitorous regime of Hun Sen.

Koh Tral Island must not be forgotten

By Ms. Rattana Keo

Why do Koh Tral Island, known in Vietnam as Phu Quoc, a sea and land area covering proximately over 10,000 km2 [Note: the actual land size of Koh Tral itself is 574 square kilometres (222 sq miles)] have been lost to Vietnam by whose treaty? Why don’t Cambodia government be transparent and explain to Cambodia army at front line and the whole nation about this? Why don't they include this into education system? Why?

Cambodian armies are fighting at front line for 4.6 km2 on the Thai border and what's about over 10,000km2 of Cambodia to Vietnam. Nobody dare to talk about it! Why? Cambodian armies you are decide the fate of your nation, Cambodian army as well as Cambodian people must rethink about this again and again. Is it fair?

Koh Tral Island, the sea and land area of over 10,000 square kilometres have been lost to Vietnam by the 1979 to 1985 treaties. The Cambodian army at front line as well as all Cambodian people must rethink again about these issues. Are Cambodian army fighting to protect the Cambodia Nation or protecting a very small group that own big lands, big properties or only protecting a small group but disguising as protecting the Khmer nation?

The Cambodian army at front lines suffer under rain, wind, bullets, bombs, lack of foods, lack of nutrition and their families have no health care assistance, no securities after they died but a very small group eat well, sleep well, sleep in first class hotel with air conditioning system with message from young girls, have first class medical care from oversea medical treatments, they are billionaires, millionaires who sell out the country to be rich and make the Cambodian people suffer everyday.

Who signed the treaty 1979-1985 that resulted in the loss over 10,000 km2 of Cambodia??? Why they are not being transparent and brave enough to inform all Cambodians and Cambodian army at front line about these issues? Why don't they include Koh Tral (Koh Tral size is bigger than the whole Phom Phen and bigger than Singapore [Note: Singapore's present land size is 704 km2 (271.8 sq mi)]) with heap of great natural resources, in the Cambodian education system?

Look at Hun Sen's families, relatives and friends- they are billionaires, millionaires. Where did they get the money from when we all just got out of war with empty hands [in 1979]? Hun Sen always say in his speeches that Cambodia had just risen up from the ashes of war, just got up from Year Zero with empty hands and how come they are billionaires, millionaires but 90% of innocent Cambodian people are so poor and struggling with their livelihood every day?
