Who are Meas Muth and Sou Met? Im Chaem, Ta An, Ta Tith?

By Khmer Democrat, Phnom Penh ECCC
Case 003 (Meas Muth, Sou Met); Case 004 (Im Chaem, Ta Tith, Ta An) Series

Military commanders Meas Muth and Sou Met are named senior KR leaders to be tried in Seven Candidates for Prosecution: Accountability for the Crimes of the Khmer Rouge (2001) by historian Stephen Heder and international lawyer Brian Tittemore.

Who are Meas Muth and Sou Met?

We will now turn to another Khmer expert and Yale professor Ben Kiernan who established the Documentation Center of Cambodia in his book The Pol Pot Regime: Race, Power, and Genocide in Cambodia under the Khmer Rouge, 1975-79 (1996) to learn more about the five Charged Persons in Cases 003 and 004.

The New Regional Administrations
The Southwest Zone

The Southwest Zone initially comprised the provinces of Takeo, Kampot, Kompong Chhnang, Koh Kong and Kompong Speu. ["Ta"] Mok was the Zone secretary. Mok, a tall, thin, light-skinned, grey-haired, balding man, had been a guerilla leader near his home in western Tram Kak district, Takeo province, during the anti-French war [...]

Mok carefully placed a network of family members in various important positions in his Zone. These included two brothers-in-law, four sons, two daughters, and five sons-in-law. They were all promoted through the ranks, most after serving time in Mok's home district, Tram Kak, known as District 105 of Region 13. As we saw in Chapter 1, Mok's son-in-law Khe Muth [Meas Muth], had begun his career as CPK secretary of Tram Kak and had also become deputy-secretary of Region 13. In 1973 [Meas/Khe] Muth rose to become secretary of the 3rd Southwest Division. Mok's daughter Khom, replaced her husband [Meas/Khe] Muth as CPK secretary of Tram Kak District. In 1975 another daughter, Ho, became director of the Region 13 hospital. Two sons, Cham and Chay, also served on the Tram Kak CPK district committee, and a brother-in-law, San, a former schoolteacher, was a leading CPK official. A second brother-in-law, [Ta] Tith, was CPK secretary of Kirivong (District 109). A third son, Chong, was CPK secretary of District 55 (Prey Kabas). A fourth son, Kol, was a leading official in Kampot province, or Region 35 of the Southwest Zone. A second son-in-law, Boran, begun his career as a courier for the CPK Center and then in 1975 took charge of a new factory in Tram Kak. A third son-in-law, Soeun, commander of Region 13's 120th Regiment, was promoted to division commander in 1975. A fourth, Ren, was a brigade commander in 1975.

Tram Kak was the most "ideologically advanced" district in Cambodia. [Meas/Khe] Muth and Khom introduced communal eating there as early as May 1973, bringing up the district official CPK praise as the pioneer of collective mess halls... Region 13 cadres announced plans to build "a new capita," adding that the "old" one, Phnom Penh, would be destroyed.

Mok also managed to get his family members promoted to positions outside the Zone, through his connections with the Center. In 1975, Ho's husband Vin, Mok's fifth son-in-law, became a commander at Pochentong Airport outside Phnom Penh. Son-in-law [Meas] Khe Muth retained command of the 3rd Southwest Division and also became CPK secretary of Kompong Som city and commander of the DK navy.

Khmer Rouge era was 30 years ago, why Ms. Theary Seng brought an unknown leader to the trials.

Final Case 0003 is HUN SEN.

I don't care how much money Ms. Theary got from Hun Sen. But Hun Sen(former Khmer Rouge comrade)is a current silence mass murderer his name should be included in KRT. Hun Sen will kill all Khmer people and giving Cambodia to the Vietnamese.

Hello Theary and gang of 4 ...,

I have the right to post this article for the true justice in Cambodia.

Read carefully:

Second, the mandate of the ECCC has been much politicized and is limited to trying the atrocities committed during the Khmer Rouge period of April 1975 to January 1979.

In his interview with the Phnom Penh Post, Noam Chomsky, emeritus professor at the Massachusetts Institute of Technology, pointed out that “the leading US political establishment like Henry Kissinger, a member of the late president Richard Nixon’s administration…should also be held accountable for creating the conditions that paved the way for the rise of the [Khmer Rouge]”.

While acknowledging the mass atrocities committed by the Khmer Rouge regime, we should never forget the level of atrocities committed during the US secretive bombing of Cambodia from 1968-1973. A declassified telephone discussion between Henry Kissinger and General Alexander Haig, Nixon's deputy assistant for national security affairs, recorded that Nixon had ordered a “massive bombing campaign in Cambodia [to use] anything that flys [sic] on anything that moves”.

The map of US bombing targets released by Yale University’s Cambodian Genocide Program shows that more than half of the country was affected by the indiscriminate bombings. Professor Ben Kierman, director of the program, puts the casualties figure from the bombing at 150,000 deaths, while Edward Herman, a professor of Wharton School, and Noam Chomsky put the toll at 600,000 using figures provided by a Finnish Commission of Inquiry.

Based on this, we can never naively claim that US bombing led to the mass executions by the Khmer Rouge or refuted the regime's mass atrocities. But, to certain extent, the blanket bombing, which directly led to the destruction of livestock and agricultural land, could have definitely played a role in the mass starvation.

From new data released during the Clinton administration, Taylor Owen, a doctoral student at Oxford University, and Professor Kierman noted that 2,756,941 tons of bombs were dropped on Cambodia.

To put the figure into perspective, just over 2 million tons of bombs were dropped by the allies during all of World War II. The bombs dropped in Cambodia represented about 184 Hiroshima atomic bombs combined, making Cambodia the most bombed nation in the world. Based on the new data, Professor Kierman also stressed that the casualties might be much higher than his earlier predicted 150,000

Somebody are behind Ms. Seng to make noise at the same time war is about to occur between Thai and Khmers all over the place forgetting at Eastern border the big army is quietly entering no one pays attention.

As much as she and her advisers try to make this case as it is important, we Khmers see that this woman is being used by Hanoi who is now sleeping with 3 US/Russia/China.

The KRT was created by Hanoi/US to embarrassed China, and to make million of dollars only. Have we seen any KR been convicted? The Vietnamese were the creators are free to kill, the servants are to blamed and killed in mystery.

Ms. Seng, we thought that she has some education she could help our poor country, but now we see she makes tons of money from the fake KRT and clearly she is playing Hanoi's card to persecute the ignorant Khmers who only followed the order to until Khmers will be extincted as the Viets have always planned.

Less Khmers more Viets, and the majority are Viets will vote for Vietnam. Camnbodia will always stay, but the new faces are Vietanmese aka Kampucheachun not Khmers.

If Ms. Seng has a little brain like Ms. Ngoc Van, Jeyjettha II's wife she would be shut up and run for the Office as senator to support Khmers or else instead of playing Hanoi's card.

whata fuck are you going to do then if you know so much deepshit.

Hi 1:30 AM

I cannot do anything beside trying to educate myself and my fellow Khmers about Vietnam expansionism in Cambodia. If I were in Ms Seng's shoes I would run for an office and serve and educate my people so they won't be too ignorant and be easily brainwashed by the Vietnamese. Because they were so ignorant, that's why they're easily used by the killing field's creator (Hanoi). This kind of sufferings and killings are not the first time nor second, and to seek a real justice, you get to look for who created these ignorant servants KR.
You may know them really well, but you are afraid, because they powerful and untouchable.

Ms. Seng, Kem Sokha are playing Hanoi's card, we see so clear.

Not even that the masterminds try to stir Cham people to blame only Pol Pot who was created by Vietnamese, to divert their attentions from the genocide in Champa by the Nguyen thugs.
