Cambodian PM Denies Agreement with Ex-Thai Deputy Army Chief

Cambodian Prime Minister Hun Sen said Monday he has never agreed with Gen. Wichit Yathip, the former Thai deputy army chief, on troop withdrawal from the disputed border area next to the 11th century Preah Vihear temple.

Thai media reported that Gen. Wichit Yathip said that before the border clashes between the two countries broke out in February, he had talked with Prime Minister Hun Sen and the premier suggested a three-point solution.

They agreed that both countries should withdraw troops from the (disputed) area and jointly manage the 4.6-square kilometer overlapping border area.

Hun Sen acknowledged that he met with Wichit during wedding of the son of Cambodian defense minister Tea Banh in Phnom Penh.

"Wichit Yathip just paid a short courtesy call on me and we had not discussed anything concerning the Thai-claimed overlapping area near the temple because Cambodia has never known where the 4. 6-square kilometer area is," he said at the graduation ceremony at the Royal School of Administration. "I don't know where he has these remarks from."

"Wichit should clarify on his remarks, or he would lose his value," said the premier.

Hun Sen said that if Cambodia agreed to these points, there would be no Cambodia's complaints to international bodies.

The premier made the remarks after the Bangkok Post online newspaper reported that Thai Prime Minister Abhisit Vejjajiva said on Sunday Cambodia should withdraw all border dispute cases from international bodies and return to talks with Thailand.

The deadly conflict between Cambodia and Thailand over border dispute has flared up since Cambodia's Preah Vihear temple was awarded the World Heritage Site on July 7, 2008.

If this generation of Cambodians have learned anything from the Thais is that they cannot be taken on their words and pledges.

Despite the existence of international laws and mechanisms for peaceful enforcement of similar disputes between states, the present Thai leadership still manage to cook up a quarrel with a country they still view as Thailand's vessel.

Throughout history, the Thais took every opportunity to plunder and annex whatever remained of this once expansive country as if they sincerely dreaded (and still do) its existence as an entity and fear its revival and reemergence as a form of repudiation of their own national pride and concocted history.

For centuries, and up to the present time, the ethnic Khmers throughout Siam or Thailand have been subjected to a process of whitewashing and enforced assimilation bordering on cultural cleansing or genocide. This act of deliberate distortion and denial of history has given rise to a form of specious, but ultra-chauvinistic self-regard or ideology akin to a person with an ingrained incorrigible habit to lie and a compulsion to cover himself up with endless webs of lies, simply because the nature of dishonesty and deception, whenever permitted to govern human action tend to necessitate and give rise to further acts of like nature.

Ordinary Thais, conditioned to view the world and history through this narrow, twisted prism may necessarily never arrive at conclusions nearer the truth. Every Thai student and graduate will recall in either pride or anger that detail in their nation's history when the blood of a beheaded Khmer king was used to cleanse the feet of their monarch in retribution. This incident serves as a self-reflected mirror of Siamese and Thai national pride and xenophobia, invoked by even some of Thai politicians today in emotional justification for their disdain for all things Khmer and Cambodian as well as a warning of what can happen where their arbitrary interpretation of events and ambition are challenged or questioned.

The challenge for Cambodia is and will be to see through this effort at gathering international witness and intervention by way of legal resolution or clarification that leaves no room for this arbitrary claim of Thailand.

This must be pursued irrespective of alternating change in Thai politics because there are opportunistic forces in that politics that have and will always look to exploit public ignorance or engineered nationalist sentiment as outlined above.
