Businessman's son arrested in dispute over 25-cent road toll

Phnom Penh - The son of a prominent Cambodian businessman was arrested on suspicion of beating a toll booth operator who demanded a standard 25-cent fee, a news report said Thursday.

Pao David, the son of tycoon Khy Pao, was arrested Tuesday after the beating at a toll road in the Cambodian capital, the Phnom Penh Post newspaper reported.

The reported victim, Pin Ratana, said the incident occurred after the 23-year-old drove through a toll gate. After he asked the man to return to pay the fee, Pin Ratana said he was attacked.

'He stopped his car and then used a big tube and the wrench from his car to hit me several times on my right shoulder, my right hand and my thumb,' he said, adding that Pao David hurled the wrench at him as he fled.

'He threatened that he would use the gun from his car to shoot me,' Pin Ratana was quoted as saying.

Rights activists regularly complain that Cambodia's rich enjoy virtual impunity from prosecution.

As I said, as long as Hun Sen in power, Cambodian people never sleep in peace. This only happened in Cambodia. Poor never get justice under Kangaroo courts.

good to know he's rich, so sue his ass, really! get a good lawyer and start suing the abuser and the law breaker, ok! make sure you have good concrete evidence against him, though, because in cambodia, even the vicitim, too, will cheat the law, so again only concrete evidence will convince the judge in your case, ok!

maybe they should have a spike to flatten the tires of those who fail to pay the toll road! the toll road company should install a tire severe spike to prevent abuser like this, really!

it goes to show the arrest is not so much about the .25 cents, it more about the way some rich kids is arrrogant and broke the rules, the regulatins, the law, and being abusive, narcissistic; in other words, it sounds more like a bad attitude thing, here, really! again, sue the son of the bitch, that's the only way abusive, rich people will learn! get a good lawyer and start suing, make them pay for it, really! then perhaps, next time they will think twice about their honor, their rude action, etc, etc, ok! that's the smart and clever way, ok! poor people may not have money, but remember they all have law on their side and justice on their side, so work on getting justice and the rule of law, ok! get a hint! wake up, ok!

it is unfair to cambodia to say all rich people in people do this kind of injustice, the issue is this particular rich kid is arrogant i.e. have bad attitude, so don't stereotype that all rich people are acting like him, though, ok! look at this creep as an individual not as a group of rich people, ok! this kid, i don't care his family is rich, he should be arrested and be educated about the law, etc..., ok!

Police need to shot and killed this stupid guys thinking her is rich and nothing cant stop him. Then it will sent a message to all the rich stupid kids. .25 Very bad example for ours Khmerpeople.

sounds like bad attitude issue, here. maybe greed and stupidity played a part, too! this kid is lucky in cambodia but if he were to do this in america, man, his parent will cut him off their will and plus he'll get sued and go to jail, etc... i think the victim that was being beat up and the toll road company should sue this kid to set an example, really! it's not about the .25cents, it the breaking the law, really! i say sue the bitch, ok!

You have raised good points, but these points can only be implemented in America or other western countries where justice can be obtained through the courts of laws.

You have certainly shown by your statements that you do not live in Cambodia and have not lived in Cambodia as an adult; in fact, you have no clue of how the court system works in Cambodia.

The toll collector is without doubt much poorer than the father of the stupid kid. He probably cannot afford a lawyer anyway being a toll collector, much less to hire a good and expensive lawyer.

The court in Cambodia looks at money and decides who wins!

The government should be the one to sue this boy since he works for the state as the employee and the government has the power and the money to guarantee that justice shall prevail.

The game is to arrest the boy so the state looks good and the father will pay the judge behind the closed door and the boy shall be set free; and that is how the system works in Cambodia.
