Fight Corruption Now – Distributing Wealth to Benefit All !

The existence of 'ghost' soldiers is no secret to Prime Minister Hun Sen. Millions of dollars of State funds have been lost to corruption committed during the demobilization of soldiers following the 1991 Paris Peace Accords and a second stage of demobilization followed with a US$18.4 million World Bank loan. Marred with corruption, the World Bank discontinued the project.

Last week a request was made by the Ministry of Economy and Finance for the Ministry of Social Welfare to return more than US$5 million embezzled through falsified budgets and pensions collected in the name of 'ghost' veterans. They also have demanded an immediate and in-depth inquiry of all Ministries concerned. Embezzlement of public funds, falsification of documents are crimes with stiff penalties under the Penal Code and the Anti-Corruption Law.

The time is now for Cambodian people to unite against corruption! Every year until now hundreds of million of dollars has been embezzled by this government and its officials either through the process of collecting revenue, through government expenditure or through government concession policy. This money was intended to be used to better pay for genuine civil servants, teachers and soldiers and especially to allow for the sustainable development of our country.

We, the Members of Parliament of the Sam Rainsy Party can no longer accept what is really a token political gesture to “return” the stolen State funds. This does not go far enough to address what has become a systemic problem in our country – government corruption. We demand the following:
  • An immediate and full independent and public investigation This investigation is to be transparent and objectively conducted into the investigation of all relevant Ministries including the Office of the Prime Minister and Ministry of Council of Ministers on the misappropriation of state funds and those held accountable to be brought for justice. This includes the suspension and criminal retribution of all those found responsible in accordance with Law.
  • The government is to release all falsified documents and expenses including the payroll list for soldiers, civil servants and government contracts (including oil and gas contracts), land, mining concessions and so forth.
  • The government adopt the law on Freedom of Information proposed by the the Sam Rainsy Party Members of Parliament.
Corruption thrives in a climate of secrecy and impunity. Corruption threatens good governance sustainable, democratic process and fair business practices. More importantly corruption creates poverty and human rights abuses.

to effectively fight against corruption, khmer people must demand reforms through their representatives, etc! yes, reforms as in accountability, transparency, etc... the audit department have to make up many many people from the anti-corruption agency, and all political parties without bipartisan, etc... it's about the check and balance system with the audit department, etc, i think! people will commit corruption if they think they can get away with it, you know! so, make it difficult for people to cheat or corrupt, you know! make they understand that cheating cambodia and khmer people is against the law!

If you don't understand the work of opposition political parties, then stay out of political discussions. The role of opposition is not to work behind closed doors only to see the government claiming credits and continue their corrupt practices. The role is to expose the corrupt practices and embarrass the government to do something about it! The SRP has done right in this case, and they have also used their parliamentary positions correctly to demand the inquiry. Look at the border demarcation, you moron. When Sam Rainsy assisted the people in removing the stakes, the border markers were actually moved back. After that, when everyone worked "behind the scene" and went through the CPP channels, more land was foramlly lost to Vietnam. That's what co-operating with the CPP gets Cambodia- a whole lot of nothing and a whole lot more jailings! The only way to get the Cambodian government to do anything is to get the evidence, broadcast it, and only then negotiate.

By your standards, Kuoy Pichet, when the Opposition asks for an investigation, you want closed door sucking up to the CPP; When they don't ask, you claim that they don't do their job! You want to Opposition to be ever so complying so that you and your gang can go on plundering Cambodia.

Fighting again the corruption in our country is a great idea.
One question.
Did we all understand well or we only know the foundation of the the problem ?
To fight again corruption first of all, our people must grown up and learn from day one in their environmental circumstances and not just copy from a book.

Just collaborate with this government and work behind closed doors like those unscrupulous royals and former Buddhist Liberal Democratic Party defectors have done and the nations' problems will be taken care of!

As if that's not enough we also have to put up with these subversive punch-line type nonsenses in this forum aimed at discrediting any constructive effort made to bring this regime's excesses to account.

It would be a lot more helpful if the pompous poster in question were to gather his thought on any subject of interest to him and produce just a little bit more than those trade mark sound-bites in two short phrases plus his suitably adopted name?

Clever, isn't it? Just post a short seemingly 'pertinent' digestible statement to discredit the work of someone in the minds of less discerning readers? Please spare us (and our intelligence) the insult!
