23 October 2011 – Despite progress in the 20 years since the Paris peace agreements ended decades of fighting in Cambodia, much still needs to be done to fulfill the promise of the accords, including instituting an independent judiciary and a fully pluralist democracy, a United Nations expert warned on Sunday.
“Cambodia has undeniably progressed over the past 20 years, with peace and stability bringing enormous dividends in terms of wealth and development,” Special Rapporteur on the situation of human rights in Cambodia Surya P. Subedi said in a message marking today's 20th anniversary of the accords that ended the war with the Khmer Rouge, whose 1975-1979 regime is estimated to have killed up to three million people in what is widely recognized as genocide.
“Institutions have been established and laws written. However the challenge remains in the implementation of many of these laws and proper functioning of these institutions,” he said, calling for the vision of the peace agreements to be turned into reality for all Cambodians.
“The independence of the judiciary needs to be anchored in fundamental laws on the judiciary, which have been awaiting adoption since 1993 and the pluralist democracy in the country needs to be deepened and strengthened, particularly as Cambodia enters two election years,” he stressed.
Last week Judge Siegfried Blunk, international co-investigating judge on the UN-backed tribunal set up to try those accused of the worst crimes under the Khmer Rouge regime, resigned, citing repeated statements by senior Government officials opposing progress on two cases concerning senior Khmer Rouge members suspected of responsibility in the deaths of thousands of people.
Yesterday UN Legal Counsel Patricia O'Brien met with Cambodia's Deputy Prime Minister Sok An in Phnom Penh, the South-east Asian country's capital, and urged the Government to refrain from interfering in any way with the tribunal, officially known as the Extraordinary Chambers in the Courts of Cambodia (ECCC).
“Impunity needs to be addressed for the crimes of the Khmer Rouge period as well as for crimes committed since then, and the right to freedom of association, expressly mentioned in the agreements, needs to be carefully protected and nurtured if Cambodia is to remain on the right road,” Mr. Subedi said in his message.

the rule of law and the terms limit of power are keys to justice, true democratic, cooperative cambodia. without that, they are all the same, just different political group, you know!

I had written many times that this muliti-parties system must start from Parliament. THe seating of parliament must have to re-do the seating according to it purpose. They have to arrange to put all seatings of ruling parties in one side and all opposition members in one side. The Prime Minister seat must right opposit to the main opposition leader and other opposition leaders must seat near the main one. THe Chairman role is becoming only as a speaker of the house and his role would be only as a faciliator of all debates between ruling parties and opposition parties. The budget of the parliament must need to be splitted between each party arccording to the number of their elected members. After each election, all parties must check into the seating. If those seating are not being arranged to that kind of system, they shall walk out until the parliament staffs re-do it properly. I blamed for the oppositions for accepting to seat in a single party parliament from the first place. That is their fault too. So if they want democratic, they must help themselves from the first insytance.

They can do both if they have nothing else better to do after trying to negotiate for a unity.
The anti-Hun Sen political parties from SRP to HRP to FUNCINPEC to NRP are not making any attempts to compromise their differences and for that reason they are not united and thus cannot exert any pressure on the current government to do the right things.
You don't have to be in power to start doing many good things for the country; you can be united now and create a formidable force to challenge Hun Sen, which in turn can force him to start doing a better job for Cambodia and if that causes him to win again so be it as long as he starts maintaining or defending Cambodian interests. If not, you will have a chance to govern as a group.
Hun Sen will be in power for a long time to come and can do whatever he wants because you, the oppositions are so blinded by your own selfishness and greatness that you would rather hack at each other to death.
Time is running out, Mr. democrats!
I guess the communists are much smarter than you though they have hardly or never gone to formal schools.
