The 2012 budget draft law was ratified by 86 votes (out of 86) at the NatAss at 11:30 AM on 24 Nov 2011 in spite of the SRP and the HRP MPs’ boycott of the session. According to this draft law, the budget amounts to $2.695 billion, $1 billion of which will be borrowed from overseas.

Who must pay back?
the opposition is worrying about how to pay back, that's all it was in their mind. so, they want cambodia to stand still and not develop, etc... sometimes, a country has to borrow to grow, develop, etc... if yo scare to borrow all the time, then what kind of leader are you? look around the world, countries do borrow from the banks. that's why they created the ADB, the world bank, etc, etc for that purpose. of course, not all can agree with opposition thinking. how did other countries pay back? why can't cambodia learn from them by sharing experience, expertise, etc?
the answer is how did other countries pay back? cambodia can do the same by properly reforming the tax system, etc, that's how you pay back over time. just like you buy a house, if you don't have a lump sum to pay right away, you borrow, then you pay back in installment plan for 10, 20, 30 or 40 years time...

Cambodian economy base on three things: garment, rice production, and land grabbing from dirt poor Cambodian people! As you can see Cambodian economy is not diversify enough to create goods and services and good job for taxation! And I see nowhere in the world only in Cambodia where a government is borrowing in the billion of dollar and fail to extend the life of the people and fail to achieve income mobility for the people! This only happen in Cambodia!
So tell me the billion dollars of borrowing money to do what?
ever heard of developing the country? go see for yourself, ok! stop barking from overseas and buy into hearsay all your life, ok! seeing is believing. who says it's easy, especially you inherit the gov't from the stupid KR destruction, devastation, etc, ok! it will take time without people like you making more trouble for cambodia to grow and develop, ok! if you are selfish and evil, leave that to yourself and don't infringe on other's life for life, liberty and pursuit of happiness in cambodia too, ok! stop being biased toward cambodia all your cynical, skeptical, pessimistic life way, ok! there are more to cambodia than you and i, so forever hold your peace, ok!
cambodia can use the money for socio-economic development, reforms, education and training, social development, etc, etc... if you can't think and see that, then you must be evil and selfish and narcissistic and so on, ok! leave cambodia alone, she must develop into a vibrant society and country, ok! i hate primitive and the lack of society, you know! we must develop, period!

Why keep blaming on the Khmer Rouge? If AH HUN SEN can't do the fucken for the past 30 years then he should called a quit! What about the past borrowing money in the billion and million of dollars and have yet to pay back and have yet to change the life of dirt poor Cambodian people! I don't know any government on Earth borrow their way out of poverty and development without more taxation and create more job to bring in more tax revenue!
The development, the peace and prosperity, and how Cambodian society should be start in the mind of Cambodian people! If Cambodian people don't allow to have the freedom and the incentive to do what benefit them in the long run then AH HUN SEN can expect to borrow billion and billion of dollars more in the future and Cambodia would be still be the same shitty country!
Cambodian economy is a central planning economy controlled by AH HUN SEN regime for the past 30 years and have yet to achieve real result in improving the life and the wealth of Cambodian people!
It is such a shame that majority of Cambodian people have change so little over the past 30 years of AH HUN SEN rule and now they are becoming more landless and homeless and economically in disadvantage in the name of economic development!
Borrowing in big amount of money and becoming a big debtor was a big mistake and a worst example. Australia and US have made a big mistake and bad example but they hope for their both natural and human resources to tackle their debts.
Cambodia copied their mistake but does not have enough in both natural and human resources to tackle it's debts like those superpowers. When Cambodia is unable to pay back you know what will happen???
Cambodia has to invite a big and smart country to run the government for her; possibly Vietnam or China. That will be the end of Cambodia.
Believe it or not, write these of my words in your heart. Because you and me just a bunch of stupid people have no ideas how to work together and find the best solution for our poor people and country.
YOU WANTED ME TO STOP TELLING YOU; I WANTED YOU TO STOP DOING BAD STUFF.
CAN WE COME TO THE STOPPING POINT OR JUST KEEP GOING LIKE THAT FOREVER UNTIL WE ALL OFF THE CLIFF TO THE BOTTOM OF THE OCEAN TO VISIT THE TITANIC PEOPLE?
