ដោយបានធ្វើការរៀបរាប់យ៉ាងវែង ទាំងការបង្កើតបក្សកុម្មុយនីស្តឥណ្ឌូចិន នៅក្នុងឆ្នាំ១៩៥១ រហូតដល់របបខ្មែរក្រហម លោកនួន ជា ក៏បានទាញយកទឡ្ហីករណ៍ជាក់ស្តែងមួយ នៅក្នុងពេលបច្ចុប្បន្ននេះ បន្ទាប់ពីប្រទេសវៀតណាម បានបង្កើតសមាគមរបស់ខ្លួនចំនួន២៤ខេត្តក្រុង នៅក្នុងប្រទេសកម្ពុជា។ លោកនួន ជា បានបញ្ជាក់ថា ការបង្កើតសមាគមនេះ មានសាខាដឹកនាំធ្វើសកម្មភាពនយោបាយ សេដ្ឋកិច្ច យោធា និងមនោគមវិជ្ជា នៅតាមខេត្ត ដែលនេះគឺជាយុទ្ធវិធីពស់ថ្លាន់ រឹតកូនឈ្លូសឲ្យទន់ឆ្អឹង រួចហើយលេបតែម្តង។

As a KhmerI strongly oppose Indochina Federation to Cambodia and Lao under yuon annex .
So Nuon comment not 100% right but 1000 right. I support and give credit to Nuon Chea's above comment.

Communist Party of Kampuchea or Khmer Rouge.
The Communist Party of Kampuchea was a combination of 80 % of former Khmer Viet Minh and 20 % of a Paris students group was created in 1960 by 3 figures as follow:
1. Tou Samouth.
2. Nuon Chea.
3. Pol Pot.
After 1954 Geneva conference there were about 5000 of Khmer Viet Minh fighters in Cambodia .
About 1000 of these former Khmer Viet Minh went to Hanoi with Son Ngoc Minh or better known as Achar Mean including other Khmer Viet Minh like Pen Sovann.
The rest of 4000 of these former Khmer Viet Minh later joined the Communist Party of Kampuchea through Tou Samouth, Kea Mea , So Phim, Rous Yim and many other Khmer Viet Minh senior military commanders.
So that why from the beginning of the foundation of this Communist Party of Kampuchea or Khmer Rouge there were about 80 % of these former Khmer Viet Minh fighters and senior military commanders
such as Tou Smouth, Keo Meas , So Phim and Rous Yim ect…
After the fall down of Phnom Penh to Khmer Rouge or Communist Party of Kampuchea on April 17, 1975 these former Khmer Viet Minh fighters became the chiefs of villages, communes , districts and Zones like So Phim in Eastern Zone Secretary and Rous Yim in Northern Zone Secretary .
Note:
1. Tou Samouth , So Phim , Rous Yim , played important role in joining all former Khmer Viet Mint fighters into the Communist Party of Kampuchea after the Communist Party of Kampuchea was created in 1960.
2. Nuon Chea Played an important role in joining other former Khmer Issarak like Ta Mok , Ke Pok into the Communist Party of Kampuchea or Khmer Rouge after the Communist Party of Kampuchea was created in 1960.
3. The First name of the Communist Party of Kampuchea was the Kampuchea Worker’s Party and renamed to the Communist Party in 1966 after Tou Samouth was arrested and killed in 1962.
4. Between 1960-1975 Pol Pot troops had increased about 40 % or 45 % especially after 1970s.
Pol Pot solders never train in Hanoi or worked under the command of yuon Viet Minh as majority of former Khmer Viet Minh fighers in the Communist Party of Kampuchea were trained and fought side by side wit yuon Viet Minh during First Indochina War 1946-1954 against French colony in Cambodia.
The founder and the members of the Communist Party of Kampuchea or Khmer Rouge are between 1975-1979 are:
1. Pol Pot the Secretary General of Communist Party of Kampuchea.
2. Nuon Chea duputy Secretary of Communsit Party of Kampuchea.

The killings during the Pol Pot's era were committed by the Khmer rouge, the Khmer Vietminh, etc.
Notice that Khmer Vietminh were created by Vietnam to make Khmers fight with Khmers, to make Khmers kill each others.
How about the K5, which killed hundreds of thousands of Khmer people in the 80's? This K5 scheme was totally orchestrated by Vietnam.

We, Khmers,were, are and will be victims of the policies of Hegemonists, Expansionists, Militarists of neighbouring countries and superpowers. I still remember the wars, the atrocities, the genocides caused by them on Cambodia and Khmers-- The Carpet Bombing by the US B-52, the massacre by the Khmer Rouges and the trick used in the Vietnamization of Cambodia.
I highly appreciate some of the Khmer Leaders (of any time) for what they had and have done to Keep Cambodia to have a Name on the world map """CAMBODIA""" not Indochinese Federation that was and will be a dream of Vietnam or any other name that is a dream of Thailand.
We want peace, independence, and progress for Cambodia and our Khmers and live in harmony with the neighbouring countries, But and a complicated BUT, those superpowers and the neighbouring countries have always pushing us to a point of loss in the dilemma...
They, Thailand and Vietnam, never want Cambodia/Khmers to further exist or live in a peaceful co-existence. They're trying by all means to weaken Cambodia economically, militarily and politically and morally with the ambitious aim to swallow Cambodia.

Those are to be held responsible:
-US Carpet Bombing had killed several thousands of Khmer innocent the early 70's;
- Cold War waged by the Communist Bloc (China and Soviet Union) and the Western Bloc (with the USA as the ringleader) had instigated prolong civil wars in Cambodia, resulting in thousands of deaths. They had set Khmers against Khmers.
- The communist ideology and doctrine injected by China into Khmers resulted in the killing fields in Cambodia,
- Vietnam's Ambition and trick of Vietnamizing Cambodia really involved in the killing of Khmers that are now replaced by Vietnamese immigrants. And Khmers will become the minority groups in their own country.

The Vietcong were infiltrating the Khmer Rouge rank from top to bottom way before the Pol Pot came to power! There are many Vietcong sympathizers in the Khmer Rouge including AH HUN SEN, Heng Samrin, Chea Sim... and the rest of the CPP clan because they get their support from Vietnam!
Pol Pot did his best to eliminate the Vietcong sympathizers through his paranoia and incompetent as result innocence Cambodian people became victim of his madness in the quest to eliminate the Vietcong from Cambodia! Pol Pot saw every Cambodian as his enemy and before he sent any Cambodian to death and he accused them of CIA and KGB operative!

Judging Khmer rouge without judging yuon hanoi is just a CRIME because youn hanoi are mastermind of Khmer rouge and the killing field. Yuon hanoi are the real murderers.
