Prosecution at the UN-backed Khmer Rouge tribunal continued to present evidence on Tuesday seeking to connect three former regime leaders in joint criminal conduct.
The three leaders—Noun Chea, Khieu Samphan and Ieng Sary—are charged with atrocity crimes that include genocide. But they are also being charged under a judicial principal known as joint criminal enterprise, which considers each individual responsible for crimes committed by a group.
International deputy prosecutor William Smith introduced an audio interview of Ieng Sary by researcher Stephen Heder in which the former Khmer Rouge foreign minister explained discussions with Pol Pot over evacuating Phnom Penh a year before the regime took over Cambodia in April 1975. In the interview, Ieng Sary explained discussions with Pol Pot and Chinese leader Zhou Enlai about what would happen after the movement took power.
The prosecution has been working to demonstrate a clear hierarchy and leadership within the regime and on Tuesday posited that leaders made collective decisions.
Cambodian deputy prosecutor Chan Dara Reaksmey told the court Tuesday Ieng Sary had seen armed struggle as the primary means of taking over the country, a policy that began openly in March 1970, with China providing weapons.
Nuon Chea, the regime’s ideologue, has said that armed struggle was a secondary consideration to be used only after politics. However, prosecution says he was a part of the decision to use armed might as early as 1967.

Those most corrupted Yuon Officials have recently controlled and occupied in Administrations Offices under CPP Yuon regime led by illegally installed PM Hun Sen (Hanoi/Yuon puppet) and all of them are illegal Hanoi/Yuon government pretend to be Cambodian Government in the blind eyes of Khmer People and International Communities and UN or the people around the world.
Theary Seng and Youk Chhang do not see the bigger problems are coming to destroy and disappear Cambodia in the hand of Hanoi/Yuon secret plans in the next decades to come because of the fake Cambodian Government (which Hanoi/Yuon CPP Government in Phnom Penh). The world, UN, International Communities have not seen the current Cambodian Government looking like today that Hanoi/Yuon CPP crooks inside Cambodian Affair.
The world and international communities have only accused Cambodian Government (every of us, Cambodians/Khmer) are bad and corrupted instead of Yuon/Hanoi CPP crooks instead.
The world and international communities do not see how the Yuon/Vietnam Hanoi master-minded evils who do not respect the 1991 Peace Agreement in Paris and Viet/Hanoi have stilled interfered the Cambodian/Khmer Affairs until today, trying to illegally evict Khmer farmers the borders, illegal Yuon property owners in Cambodia, accuse Khmer people demarcate their lands in Cambodia, and so on. Every problems have created and caused by illegal Yuon/Hanoi folks in Cambodia.

Ieng Sary said "china provided weapons" is so true. China also provided weapons to vietcong and other Indochinese communists including laos communists. But what ieng sary forget to tell is, it was yuons who had used those weapons to kill Khmer and planed the killing field against Khmer. It was yuons who had trained and brainwashed khmer rouge to turn those arms against Khmer whom yuons/khmer rouge point out as enemies to suppress. Those yuon vc must hold for responsible of the genocide against Khmer. This clearly prove that ieng sary is one of yuon crony
And of course, it's possible that polpot did discuss with chou inlay what would going on after they took power but polpot and china forget there were yuons control the majority of Khmer rouge and yuons had their own plan for Cambodia different from polpot. Those are what polpot cant handle or control or had necessary force to stop yuons not to archive their morbid plan
Yuons, polpot, china and all the criminals involved directly or indirectly in the genocide against Khmer as what followed has their part of responsibility in that crime.
