Cambodian villagers could be cut out of their own country and sent to live in Vietnam – without ever leaving their homes, concerned civil society and opposition party spokespeople said yesterday.
Cambodian Watchdog Council representative Rong Chhun said the group feared a recent agreement to post demarcating markers along the Cambodian-Vietnam border, because entire villages would be reclassified as being in Vietnamese territory.
On behalf of the CWC, Rong Chhun issued a letter to Heng Samrin, president of the National Assembly, and 122 other members of parliament yesterday asking them to clarify details about the border demarcation process, which could also result in Vietnamese villages becoming Cambodian, he said.
“The swapping of villages is a national issue and our history must have clarity,” the letter states.
“Please, Samdech [Heng Samrin] and all parliamentarians, invite the Cambodian Royal Government or the chairman of the Cambodian Border Committee [Var Kimhong] to clarify this case . . . to avoid Cambodia losing land because of improper border post planting.”
The letter does not state how many villages or provinces CWC thinks will be affected by the demarcation.
Rong Chhun told the Post the Cambodian Border Committee and the Vietnamese Border Committee had reached an agreement without allowing the issue to be debated in the National Assembly.
Son Chhay, an opposition Sam Rainsy Party lawmarker, told the Post he had sent a similar letter to Prime Minister Hun Sen yesterday to answer questions about the issue.
“This information is national-level information that parliamentarians must know,” Son Chhay said.
Cambodia and Vietnam signed an agreement on March 14 for completion of the remaining 70 per cent of the 1,270-kilometre border by the end of the year, and agreed to split the cost of demarcation.
Var Kimhong could not be reached by the Post for comment yesterday.
Council of Ministers spokesman Phay Siphan declined to comment about the border demarcation, but said the government would answer questions put to it by the parliament.

i could agree with khmer people's concern here with this border issue like improper demarcation, etc. from khmer perspective on this issue, youn has nothing to lose, while khmer people do. it is hard for cambodia and khmer people to forget the mekong river delta and koh tral island in particular. remember, these territories were khmer's originally even going back less than 50 years ago during french colonial period. these areas were supposed to be returned to cambodia because it was a in a grey area under the french rule. it seemed after french granted indepedence to cambodia, they also granted koh tral island and khmer krom to youn control to the present-day. that's why it is so painful and hurtful for khmer people when it comes to this border issue, you know. this is not an issue to take lightly by khmer people. so do hear and listen to legitimate khmer complains, really!
it is inevitable that our border demarcation has to be done sooner or later. we have demarcate our borders; however, i think people who were put in charge of the border committee should take into consideration khmer villages, etc that will be affected by this demarcation. of course, areas where there is no issue, we should work on demarcating them, but areas where are unsettle issue like khmer villages, etc should be worked on further as in further negotiating, compromise, treaty, etc. that said, we can't stall all the demarcation just because some areas or some locations are still unclear or in dispute, etc. be smart about it khmer authorities! get international surveilance and modern mapping technology from other advance countries to help us properly redemarcating our international border lines so cambodia will not be cheated by youn or siem or liev for that matter, ok!
believe it or not, khmer people have legitimate concerns when it comes to border demarcation. we do not want to lose any more territory to neighboring countries whether with siem, youn or liev. this issue i can always agree with all khmer people's concerns.
i ask that khmer border authorities listen to khmer people's concern about demarcating our borders. don't let anyone influence us to do the wrong thing when it comes to our border demarcation. we must consult with all concerned khmer people and citizens of cambodia.

Let the 1991 Paris Peace Agreement on Cambodia nullify any border agreements signed by Cambodia's puppet regime of Vietnam and Vietnam that violates the Cambodian Sovereignty, Independence and Territorial Integrity.
I strongly disagree with the demarcation process between Cambodia and Vietnam and on the Cambodian side led by AH SVAR Kim Hong!
First of all Cambodia still has a Vietcong slave puppet government led AH HUN SEN who claimed that he owed his life to the Vietcong and he must thank and pay gratitude to the Vietcong for eternity and this mean the Vietcong leaders can come up with the most stupid and ridiculous ideas such as to sign more treaties to give away more Khmer land to Vietnam and AH HUN SEN would never dare to oppose the Vietcong leaders!
The demarcation between Cambodia and Vietnam can wait! Cambodia and Vietnam will not go anywhere for the next 10,000 years! If the Vietcong leaders continue to push AH HUN SEN to have their way and it will create more conflicts in the future! Cambodian people cannot and will not accept anything less than the 1991 Paris Agreement!
If the Vietcong leader wish to see long term peace and stability between Cambodia and Vietnam and they must study the 1991 Paris Agreement because one day the Vietcong leaders will be forced to confront the 1991 Paris Agreement!
