The guy in white shirt is not ក្មេងស្ទាវ but a Viet who speaks Khmer with very heavy Viet accent disdains Khmer/authority just like the above posts said!

That cop is an idiot . As a cop you use the law , not the vulgarily words . If the young man broke the law he has the right to arest him and take him to the police headquarter. He deserved to be insulted by that young man .

Look at the clip closely as 2 more cops approached and realized that the guy was a Viet, they kind of reluctant.
Arresting a viet would bring a lot of trouble to these cops.
There are a lot of stories from the eastern provinces that illegal Viet loggers were arrested by people who protect the forest, they were handed to the cops and the cops lust let them go.
These cops don't want to hold hot potato (viet) in their hands.

7:44 AM - You are wrong. It is about the ignorance, arrogance and stupidity of other races other than Khmer people in Cambodia. You can judge yourself, the problems and chaos have been created by Vietnamese and Chinese among Khmer society, abusing power because of successful business and wealth.
We can see that Khmer people are very simple and staying poor because they operating different from other races. Yes, we can see that some Khmer people have been devastating and unfortunate because they were misled and destroyed because they [Khmer] were not thinking keenly and straight. Khmer people were hungry for food and wealth because they [Khmer] lost everything to enemy.
You can see some examples of Hun Sen, Chea Sim, etc. These leaders are very dumb and blind, having no education at all. The enemies like Vietnamese businessmen and journalists exploited them and took advantages of them in the cruel and unkind ways.
If American journalists( and businessmen) or other businessmen or journalists from France, UK, Japan work and explore around Cambodia, they are very different from Vietnamese, Chinese or Thai because Westerners like American or Japanese don't exploited Khmer villagers.
There are some many problems coming from Vietnamese and Chinese races born in Cambodia or their countries, China and Vietnam.
