The US-based Transparency International says Cambodia’s corruption has become “systemic,” where people are habituated to bribery that is now seen as “automatic.”

The executive director of Transparency International Cambodia, Preap Kol, says the classification is one of the most serious forms of corruption that will take considerable effort to reform.

The group rates Cambodia the 20th-most corrupt nation in the world, putting it in the company of Guinea, Kyrgyzstan and Yemen.

People seem to have the automatic thought that they have to bribe,” he told VOA Khmer Monday.


To beat corruption, he said, requires political will and a strong rule of law, without exceptions. “We also need to have education regarding integrity, codes of conduct and promotions for people to love cleanness,” he said.

Cambodian corruption includes bribery on the street, as well as in high levels of government, in service sector exchanges, in false documents, embezzlement, nepotism and more, he said. It reduces state tax revenue, which hampers development, and it leads to extravagant waste of public resources.

Corruption is a way of life in Cambodia. That's the sad reality. Corruption in Cambodia happens in all levels of society, from the very top to the very bottom, fro the very rich to the very poor, from the very old to the very young. Almost everywhere you look at, there's some kind of corruption taking place. Whatevery you do, may it be applying for a job, getting your driver's license, doing your state exame: you have to bride. Otherwise, you can forget about it. People even have to bride to shit in a public toilet. Kids as young as 2 know how to bride. Brides become so common that people don't take it seriously eventhough it's a cancer that can destroy the country. It's not that they don't care, it's because in most cases they don't have a choice. Dump kids from rich and powerful families pass national exames with flying colors while poor smart kids from poor families fail year after years. Why you asked? In Cambodia, it's not what you have in your head that counts, rather it's what you have in your pockets or who you know that counts. Countries with this level of corruption is a ticking timed bomb waiting to explode and everybody will suffer. It's a lose lose situation.

In Cambodia, corruption is so bad that you even have to bride a prostitute to have sex with you. It happened to me. We were doing it but it took too long so she decided to end it. I had to pay her an extra $5 to continue. It wasn't like I had a choice. To continue or not continue, that's my question. You can't just stop when you've reached that stage. That would be unprofessional.

Most of you play day by day the same music and nothing new to hear.
It is not about the cop corrupt. The people and the transporters are the responsible for these tragedy. But it is in Cambodia and the people still have more munity feeling for each other and still want to help each other by their own ways.
We can’t change the whole situation after a short time, we better learn to understand the problem
