Vote counting for the commune election has not completed yet as of Sunday evening because the counting at a number of polling stations was disturbed by rainfall. Nevertheless, the ballot counting was completed in the large majority of polling stations throughout the country. Although the preliminary results are not clear yet, the CPP is still in the lead in this election.
The ballot counting started since 3PM after all polling stations were closed. However, severe rain fell on a number of provinces and in Phnom Penh, the weather prevented the ballot counting in a number of polling stations.
There is no official result yet, only claims made by a number of political parties. In general, the CPP leads the election, but Khieu Kanharith, the government spokesman, refused to comment on the CPP election results and he leaves the NEC to publish the information. Nevertheless, source has indicated that the CPP seems to win a completely victory in Phnom Penh where the SRP used to control 3 communes in the past term.
Yim Sovann, SRP spokesman, claimed that he did not receive sufficient information yet, and he only knew that the SRP won another commune in Ratanakiri. However, Yim Sovann blamed the bad chaos during the election because million of voters could not find their names. He does not seem happy with the election results and he said that the election situation is the worst so far. He blames the National Election Committee (NEC) for bad organizations. It should be noted also that voter turnout is around 60% only.
Kem Sokha, HRP president, appears happy with today’s election results. He claimed that the HRP won second place after the CPP in a number of communes.
Nevertheless, all these are unofficial claims as the ballot counting is still under way.
It should be noted during the 2007 commune election, the CPP received 7,993 seats among a total of 11,353 in the country. The CPP won commune chief seats in 1,592 communes out of a total of 1,621 communes in the country. The SRP won 2,660 seats and 28 commune chief seats. The other party that won commune seats was the Funcinpec party.

Normally, in the west, everyone has to have a membership card and would go straight to school suburb or their town, and then straight to get their bullet paper containing pictures of their elected leaders whom they might want to elect e.g. pic1 Hun Sen-le an (name of rep)or pic2. SR- monie an, pic3 HR kem sokha-julie an etc. The commissioners/volunteers would hold a large book containing of the vote from age 18 and over and who hold a khmer citizenship. What the CPP did, so far, is another dodgy things going on there. But I know that it is working according to the CPP planned as usual...he said that he will rule until he turns 80, ring a bell, everyone? nevertheless the truth will always come in the end, just wait and see how far.
