Cambodia envoy still a no-show

MANILA, Philippines - Cambodia’s top diplomat in the Philippines still has not shown up at the Department of Foreign Affairs (DFA) despite being summoned to explain his serious accusations against the host government.

DFA sources said that the department is giving Cambodian Ambassador Hos Sereythonh time to appear at the DFA to meet with Undersecretary for Policy Erlinda Basilio.

Hos has not appeared at the DFA despite official summons, claiming he has the flu.

DFA said the ambassador cannot ignore his host government’s summons, which could be reason to declare a diplomat persona non grata, but that might be “too harsh.”

“It’s a diplomatic practice, you come if invited. Any diplomat knows the consequence if he does not come after being summoned. The role of an ambassador is ‘to make friends and win friends for your country.’ Let’s wait, let’s give him time,” a source told The STAR.

Sources said the DFA believe it was not appropriate for a diplomat to communicate his anger without first holding discussions with the host government.


“Why did he not see the DFA first?” another source said.

A former DFA official and retired diplomat, who requested anonymity, said the ambassador should be given warning if he still fails to appear at the DFA.

“He claims health reasons but that’s subject to proof. He can’t just ignore a request of the host government and claim health reasons,” he said.

The retired diplomat said, “I think informally this should be discussed between the capitals and if at all, quietly.”

“After all, Cambodia and the Philippines are ASEAN (Association of Southeast Asian Nation) members. I don’t know if Phnom Penh has already talked to him (Hos) or not. My concern is this thing should not exacerbate further the uneasy relations between the Philippines and Cambodia,” he added.

The ambassador was summoned again on Tuesday but he informed the DFA that he was unable to come as he was indisposed and had to be represented by Cambodian embassy Second Secretary Tan Chandaravuth.

The DFA asked Hos to authorize the release to the public of evidence which should end all speculation on what really happened in Phnom Penh last month when the chairman objected to the issuance of a joint communiqué.

Hos was originally summoned to appear at the DFA on Monday but begged off for health reasons.

The DFA will continue summoning the ambassador even as the note verbale containing the protest for Hos’ serious accusations against the Philippines was handed to Tan by Basilio.

Basilio asked Tan to convey to the ambassador the need to explain what were laid down and the serious accusations he made in his letter to the editor published in The STAR.

The DFA pointed out that Basilio was present in all the meetings in Phnom Penh and the ambassador was not.

Hos was also asked by the DFA to explain his accusation that “dirty politics” was behind the “inflexible and non-negotiable” position of the Philippines and Vietnam on the inclusion of the West Philippine Sea (South China Sea) dispute with China in the joint communiqué.

When asked if the ambassador could be declared persona non grata, DFA spokesperson Raul Hernandez said, “We are not going there yet.”

“What is important is for him to explain to us what he meant by the statement that he had released or written in that letter to the editor in The Philippine STAR.”

The DFA defended Basilio from Hos’ accusation that she had tried to manipulate, distort and exaggerate developments in the West Philippine Sea involving China in order to make her case.

Hos had also claimed that Basilio’s article, “What happened in Phnom Penh?” represented the country’s official position.

Basilio, Hernandez said, is “a professional diplomat with an unblemished record of nearly 50 years of service to the country.”

“Her statements were objective, factual and true,” he said.

This guy must be too nervous to show up and probably will be transfered from his post in manila to a different country or his illness will not be cured. There is absolutely no way this guy would appear to clarify his accusation or statement about the philippines because he knows the outcome is not going to be in his favor.

doesn't the philipines also have embassy in cambodia. what goes around comes around, really. if the philipines wanted to call the khmer ambassador to question him, then i think cambodia can do the same to the filipino ambassador in phnom penh. so, the philipines don't want to wrongly make trouble with cambodia outside the diplomatic etiquette. it's not like the filipino can kick khmer ambassador out without the khmer doing the same to their embassy in phnom penh. so, know the proper way already, not do it the primitive way like they wanted to, really! cambodia has nothing to explain to the philipines just because the philipines wanted cambodia to take their side with their conflict with china or something. in fact cambodia should call the philipinese ambassador in phnom penh to explain what they mean by calling cambodia a "staunch ally of china"! what does that has anything to do with asean failure to issue the joint communication, etc, really! first whether cambodia be friends with china or not is none of the philipines' business, really. and naturally, when people leave a void in cambodia, someone else more willing and more capable will fill that void, so, what are greedy philipinese whining about here, there and everywhere, really! have some respect for cambodia, too, if the philipines want to establish their embassy in cambodia, because it goes both ways, really!

that said, i think the philipinese should deal with china by themself, just like cambodia dealt with siem thugs by ourself with preah vihear issue without asean help, you know. what is the philipines with vietnam/youn hiding behind them whining about here, really! no can do, ok! stop whining already, ok! go whine with china if you want to fight with china, ok! don't try to get cambodia involve in your philipinese conflict with china, ok! go tell that to asean, and stop whining at cambodia about your problem with china, ok!

did the philippines ambassador to phnom penh made accusations that Cambodia had Dirty Politics too? did he gave negative comments about it?

you better know the whole situation first. and read the whole content of this news, forget about the BIG RED CAPITALIZED letters that KI MEDIA did. just read it plainly, unbiased.

the reason why the Cambodia Ambassador to Philippines needs to summoned is because he made accusation against these countries without evidence. The fact that he made excuses and not showing off is already a factor that this person may feel guilty about it.

I am telling you, there is no way this man will be forgotten until he explained his side personally to Manila DFA.

knowing philippines, they even did not stop until their former presidents gets impeached and prisoned, which cambodia cannot do (maybe not yet), then thats a fact.

Agreed, ASEAN is not an organization to be use for your own personal interest. Even if those reefs belong to Pina and Youns others ASEAN should not be involve to help fight your diplomatic wars and possibly real war with PRC who now has the best equipped Air forced and Navy, Army among all Asian nations. ASEAN will pay a very high price if we get involve in this conflict. Where is ASEAN when Siam thieves attacked us three times ?

the problem with the filipino here is that they kept saying cambodia is a "staunch ally of china". that in itself is a cause for the filipino to attack cambodia alone. what is wrong with the filipino these days? cambodia is cambodia, asean is asean, cambodia did not do anything wrong with asean, just because china filled the void left by other biased countries in cambodia, doesn't give the filipino the right to accuse and blame and having their issue with china to do anything with cambodia, really. this is why i think cambodia should call the filipino ambassador to cambodia to explain to cambodia's foreign ministry. hey, the world and asean and cambodia doesn't evolve around just the philipines, you know. shame on the philipines for having problem with cambodia because chino filled the void in cambodia left over by biased, prejudice, discriminatory countries out there, really. so, let that be a lesson out there, next time, stop hurting and shunning and deprived and biased and prejudice and discriminated against cambodia, then maybe there's no void to be filled by someone else, really! so stop whining forever, ok! cambodia is cambodia, china is china, what is your problem, the philipines? and stop letting vietnam/youn hiding behind your country like this, ok. we can see it, so stop trying to pretend that the world can't see that already, ok! leave my country cambodia be, ok! we chair asean this year, so stop trying to dictate to cambodia this or that because you are not the chair this year, ok! so stop violate and disrespect cambodia as a chair, ok! cambodia is ok, the philipines is not, really! so stop whining here, there and everywhere, ok!

i don't know about some people out there, but i read the philipines have lots of active volcanos and also get hit by the fierce hurricanes, etc, especially from the east side of their country's islands. remember mt pinotubo? big explosive that made america at subic bay and clark airbase scramble and never to return again. anyway, i don't really have anything against the philipinese people, i just don't like they are using cambodia for their problem with china islands. i think the philipinese people should leave cambodia out of their problem with big china. when youn and siem pick a fight with cambodia, the philipines didn't do anything for cambodia, now they expect cambodia to side with them over their problem with china? well, shame on the philipines for being ignorant and bias and prejudice and discriminatory toward china and cambodia, shame shame on the philipines, really! no can do, ok! cambodia have our own issue with vietnam/youn stealing our koh tral island and thailand/siem wanted to steal our preah vihear temple and its surrounding accessway, lands and territories, etc, etc, you konw. so, why should cambodia cater to please the greedy philipines for failing to see what cambodia went through already, you know. sto whining already, philipinese, and leave my country cambodia out of this, ok! not funny, ok!

i read both sides. KH comments and PH comments from another website, both protecting their own. its natural to express grief, because we are the public.

however, when a person, especially an ambassador made accusations without evidence, it loses there credibility. because your voice will be your nation's voice. so must be careful of saying any words to the whole world.

Hos Sereythonh spoke what he was instructed. It was designed by the Vietnamese.

1) Vietnamese want to fool the world that Cambodia is free and it is controlled by Vietnam,
2) Vietnamese have to get billion of dollars from China to feed their economy and army.

To accomplish these tasks, The Vietnamese wrote a new strategy ordering Hun Sen to criticize Vietnam (actually Hun Sen/CPP will never dare) and to embrace China.

In on website I used to visit created by Chinese students in the US said China knew this strategy designed by the Vietnamese. China is not worried about it, because China has another games to play.

We read and we watched Viets we learned from them, and so we knew most of their tactics.

I side with China as long as the Viet invaders are still spreading all over in Cambodia.
