Vietnam will stop causing Khmer people suffering when Cambodia gives it the right medicine.
For example: When Vietnam deployed the K5 project in the 80's, which caused hundred thousands of Khmer dead, did Vietnam get any punishment? Of course NOT.
That's why Vietnam keeps committing bad deeds toward Cambodia because it is "FREE".
