It’s not just that the rich have more money than they used to, it’s that they are using it differently...
High-income families are increasingly focusing their resources — their
money, time and knowledge of what it takes to be successful in school —
on their children’s cognitive development and educational success.

Cognitive development is a field of study in neuroscience and psychology focusing on a
child's development in terms of information processing, conceptual
resources, perceptual skill, language learning, and other aspects of
brain development and cognitive psychology compared to
an adult's point of view. In other words, cognitive development is the
emergence of the ability to think and understand. A large portion of
research has gone into understanding how a child imagines the world.

Language acquisition
A
major, well-studied process and consequence of cognitive development is
language acquisition. The traditional view was that this is the result
of deterministic, human-specific genetic structures and processes. Other
traditions, however, have emphasized the role of social experience in
language learning. However, the
relation of gene activity, experience, and language development is now
recognized as incredibly complex and difficult to specify. Language
development is sometimes separated into learning of phonology,
morphology, syntax, semantics, and discourse or pragmatics. However, all
of these aspects of language knowledge—which were originally posited by
the linguist Noam Chomsky to be autonomous or separate—are now
recognized to interact in complex ways.

i the way i see it, what cambodia needs is a social reform to help the needy and the disadvantaged because not the whole cambodia is like this, you know. also, i think certain politicians are quick to exploit this kind of situation as if to make rest of cambodia look bad, you know. maybe, it's time for cambodia to create a gov't agency called the social services and human services like welfare and some kind of social security system or financial assistance agency to help this certain kind of needy people like the elderly, the children, infants, women known as wic in america and also help for the disabled and veterans of war, etc, ok! just call for reform in the the social services area of gov't; that's how we anyone can help to make a real lasting difference in my country cambodia, really! wake up already, ok! it's not even a political problem, it's more like a social services problem which we all know cambodia lacks or very of it if any at all, you know! so help and call for social reforms in cambodia to help rid or lessen the needy! that's how you help, really! whining and crying and politicizing about it won't solve the problem, ok, demand reform in the social services area, that's all!
gov't cannot ignore social problem, there ought to be a gov't agency to address it, you know. blame the politician all you want, but it takes everyone to help make a real lasting difference in cambodia, ok! always remember that there are more to cambodia than just some politicians or you and i or what have you, really! be smart and clever and educated and enlightened, ok! this is certainly not the stone ages nor the dark ages anymore, ok! think about it!
even the homeless people can look like this! every country in the world have their own social problem, not unique only to cambodia, ok! so do something to help change it once and for all, ok! politicizing it won't help solve the problem, ok! readers aren't that stupid, you know! they may be ignorant and lack of education but definitely not stupid, there's a difference there, you know!
Welcome back, "you know" man!
