Cambodia's
opposition appeared to make significant gains in parliament in Sunday's
general election, while the ruling party claimed a victory that would
deliver another mandate for long-ruling Prime Minister Hun Sen.
Passions
boiled over at one polling station in Phnom Penh's Stung Meanchey
district, where Associated Press reporters saw two official vehicles
that had been destroyed by rioters. However, there were no other reports
of violence.
Khieu
Kanharith, a spokesman for the ruling Cambodian People's Party, said on
his Facebook page that his party won 68 seats in the race for 123
National Assembly seats. He said the opposition Cambodia National Rescue
Party won 55 seats — gaining heavily on the 29 it held in the outgoing
parliament.
Results from the official National Election Committee were expected to start coming in later Sunday.

If
the results stand as the ruling party projected, it would be a huge
boost for the much beleaguered opposition, giving it a strong platform
for future growth. However, a simple majority is sufficient for most
legislative business, ensuring that the CPP can continue to administer
the country much as it wishes, though with increased sensitivity for
public opinion. The CPP has an overwhelming majority of local
administration posts as well.
The
CNRP had said earlier in an emailed statement that it had won the
election, but later retracted the claim. At a news conference, party
leader Sam Rainsy instead stressed that his party's gains were a victory
for the country. He urged his supporters to remain calm and wait for
official results.
On
Saturday, Rainsy — who returned from years of self-exile this month —
had virtually acknowledged that his party would lose the election,
saying the polls were unfair but that his battle for democracy would go
on.
Hun
Sen, who has been in power for 28 years, cast his ballot Sunday morning
shortly after the polls opened near his home in Takhmau, just south of
the capital, Phnom Penh.
Longtime rivals
Sam
Rainsy began his day with a visit to a polling station near his party's
office in Phnom Penh. Hundreds of voters, particularly younger ones,
greeted him enthusiastically, with some of the bolder ones hugging him.
Rainsy
had stayed abroad for almost four years to avoid a jail term for
convictions that he said were politically motivated. He returned July 19
only after receiving a royal pardon at the behest of Hun Sen, his
longtime and bitter rival.

Counting
of the paper ballots at polling stations began shortly after the polls
closed, with representatives of political parties witnessing the
process.
The
general election was Cambodia's fifth since 1993, when the United
Nations helped stage the country's first free polls since the 1975-79
genocidal rule of the Khmer Rouge and a subsequent period of civil war
and one-party rule.
There
were many reports Sunday of voting irregularities on social media from
local journalists and election watchdog groups, but an overall picture
was unlikely to emerge until Monday at the earliest.
Military
police, who in Cambodia are used in a civilian capacity, were deployed
to restore order. The unrest was originally thought to be related to
people not being allowed to vote, but other accounts said a brawl broke
out when a crowd confronted a man they believed to be ethnic Vietnamese
trying to vote without the right to do so.
Rainsy
said his party would wait before deciding what to do about the alleged
irregularities, but added that if it was clear the voters' will was
being denied, "definitely, there will be protests."
The
streets around Hun Sen's residence in Phnom Penh were closed Sunday,
with police patrolling in an apparent effort to ward off protesters.

I think KI is the big help because KI is the keys that open the door to the this election and I hope KI will be open soon in Cambodia to let all khmer have Computer can read it . If your CPP is good and do nothing wrong why you scare KI.If you didn't open KI it didn't matter because KI still have the way.
People are so sick to see Ah Kanduoy Mer Vear Hun Sen, Mi Kanhchrouk and Kaun Chov Ah Hun Sen.
Like everything this election saw a full NEC & CPP cheating and rigging in played. They the CPP spend $500M to ensure they have a cheating systems in place, if you think of how you would cheat an election the CPP and NEC have delivered it here in this election turning a loosing battle into a winning one.
Again and AGAIN CPP trick and trapped people in Cambodia from their right to express changes to the country.
I am so disappointed with the cheating result. I repost my old comment.
ONE BATTLE FIELD THAT MAKES OR BREAKS THE CNRP OR THE PUPPET PARTY
Vietnam and its puppet clearly knew that if the election was free and fair, they will lose badly. So, the puppet party and Vietnam need to keep the current NEC in order to accomplish their goal. They cannot give up this NEC. These 2 evils stood their grounds.
The CNRP also knew that in order to win, it needs the NEC to be overhauled. The international community has overwhelmingly supported Mr. Subedy’s recommendation about the NEC’s reform.
So far, the CNRP has failed miserably by not pressing enough to make Mr. Subedy’s recommendation materialized.
The CNRP,
Your back is against the wall, there is no way to escape. You got to fight to death to get this NEC reform done before you proceed to the next step.
Here are some hypothetical scenarios that would likely to happen:
By being able to cheat, the CPP will win again. The CNRP’s supporters will mount a huge demonstration, denouncing the fraudulent election. The demonstration will not change the outcome of the election. The international community will slowly recognize that puppet government again.
Right now, before the election, if the CNRP’s supporters mounted a huge demonstration to support Mr. Subedy’s recommendations, the international community will strongly support the CNRP, and the chance that the CNRP won the election will be certain. The election will be postponed maybe one or two months to accommodate the reform.
During this demonstration if the puppet party violently suppressed the crowds, they will be punished by the international community. The mass demonstration will give the international community a powerful leverage to press the puppet party to reform the NEC.
So, please look at the result of the 2 demonstrations carefully: one makes the puppet party the winner, the other makes the CNRP the winner.
This is the power of the timing. This is the right time that the CNRP executes its strategies by making this one necessary demonstration to empower the CNRP to win.
New NEC = CNRP the winner
Old NEC = CNRP the loser
Here is a simple step to change the NEC:
The CNRP had demanded the puppet party to change the NEC. The puppet party refused.
The CNRP does the follow up by mounting a giant demonstration from now until the election day. Making the election impossible so that Hun Sen could proclaim himself as the winner. At this point, the international community will come in to force Hun Sen and his master the evil Vietnam to change the NEC.
Is this plan realistic enough for the CNRP to adopt ? Please act swiftly if you have a better plan. We need a bold decision to save Cambodia.
Once Hun Sen proclaimed himself as the winner, it would be too late for the CNRP and the international community to reverse the outcome of the election.
However, I will be so happy if the CNRP were able to stop the cheating without the NEC’s reform and won the election.
But if the puppet party were the winner after the election, it was the CNRP’s mistake for failing to press hard enough to win the NEC’s reform. And this mistake could cost the end of Cambodia.
Five years from now, there will be so much uncertainties… The time for the CNRP to win is now.
Bun Thoeun
To all foreigners CPP win it like Tour De France Louis Armstrong winning.
It made it hard for the CNRP a competitor who doesn't cheat...

Koh Tral Island must not be forgotten
By “any patriot Khmers”
Why do Koh Tral Island, known in Vietnam as Phu Quoc, a sea and land area covering proximately over 30,000 km2 [Note: the actual land size of Koh Tral itself is 574 square kilometres (222 sq miles)] have been lost to Vietnam by whose treaty? Why don’t Cambodia government be transparent and explain to Cambodia army at front line and the whole nation about this? Why don't they include this into education system? Why?
Cambodian armies are fighting at front line for 4.6 km2 on the Thai border and what's about over 30,000km2 of Cambodia to Vietnam. Nobody dare to talk about it! Why? Cambodian armies you are decide the fate of your nation, Cambodian army as well as Cambodian people must rethink about this again and again. Is it fair?
Koh Tral Island, the sea and land area of over 30,000 square kilometres have been lost to Vietnam by the 1979 to 1985 treaties. The Cambodian army at front line as well as all Cambodian people must rethink again about these issues. Are Cambodian army fighting to protect the Cambodia Nation or protecting a very small group that own big lands, big properties or only protecting a small group but disguising as protecting the Khmer nation?
The Cambodian army at front lines suffer under rain, wind, bullets, bombs, lack of foods, lack of nutrition and their families have no health care assistance, no securities after they died but a very small group eat well, sleep well, sleep in first class hotel with air conditioning system with message from young girls, have first class medical care from oversea medical treatments, they are billionaires, millionaires who sell out the country to be rich and make the Cambodian people suffer everyday.
Who signed the treaty 1979-1985 that resulted in the loss over 30,000 km2 of Cambodia??? Why they are not being transparent and brave enough to inform all Cambodians and Cambodian army at front line about these issues? Why don't they include Koh Tral (Koh Tral size is bigger than the whole Phom Phen and bigger than Singapore [Note: Singapore's present land size is 704 km2 (271.8 sq mi)]) with heap of great natural resources, in the Cambodian education system?
Look at Hun Sen's families, relatives and friends- they are billionaires, millionaires. Where did they get the money from when we all just got out of war with empty hands [in 1979]? Hun Sen always say in his speeches that Cambodia had just risen up from the ashes of war, just got up from Year Zero with empty hands and how come they are billionaires, millionaires but 90% of innocent Cambodian people are so poor and struggling with their livelihood every day?
Hun Sen = Gaddafi
Hun Sen is Gaddafi
Capture and death: September–October 2011
Main article: Death of Muammar Gaddafi
Although all major cities were now under NTC control, a few towns in western Libya—such as Bani Walid, Sebha and Sirte—remained Gaddafist strongholds.[273] Retreating to the latter after Tripoli's fall,[274] Gaddafi announced his willingness to negotiate for a handover to a transitional government, a suggestion rejected by the NTC, who held out for total victory.[273] Surrounding himself with trusted confidants and bodyguards,[274] he continually moved residences to escape NTC shelling; with food, water and electricity becoming scarce, Gaddafi devoted his days to reading the Qur'an and praying.[275] On the morning of Thursday 20 October, Gaddafi broke out of Sirte's District 2 in a joint civilian-military convoy, hoping to take refuge in the Jarref Valley.[276][277] At around 8.30am, NATO bombers attacked, destroying at least 14 vehicles and killing at least 53.[277][278] The convoy scattered, and Gaddafi and those closest to him fled to a nearby villa, which was shelled by rebel militia from Misrata. Fleeing to a construction site, Gaddafi and his inner consort hid inside drainage pipes while his bodyguards battled the rebels; in the conflict, Gaddafi suffered head injuries from a grenade blast while defence minister Abu-Bakr Yunis Jabr was killed.[277][279][280]
Overwhelming the loyalists, a Misratan militia took Gaddafi prisoner, beating him and stabbing him in the anus with a bayonet, causing serious injuries; the events were filmed on a cell phone, accompanied by cries of "Allahu Akbar!" and "Misrata!". Pulled onto the front of a pick-up truck, he fell off as it drove away. His semi-naked, lifeless body was then placed into an ambulance and taken to Misrata; upon arrival, he was found to be dead.[281] Official NTC accounts claimed that Gaddafi was caught in a cross-fire and died from his bullet wounds.[277] Other eye-witness accounts claimed that rebels had fatally shot Gaddafi in the stomach;[277] a rebel identifying himself as Senad el-Sadik el-Ureybi later claimed responsibility.[282] Gaddafi's son Mutassim, who had also been among the convoy, was also captured, and found dead several hours later, most probably from an extrajudicial execution.[283] Around 140 Gaddafi loyalists were rounded up from the convoy; tied up and abused, the corpses of 66 were found at the nearby Mahari Hotel, victims of extrajudicial execution.[284] Libya's chief forensic pathologist, Dr. Othman al-Zintani, carried out the autopsies of Gaddafi, his son and Jabr in the days following their death; although the pathologist initially told the press that Gaddafi had died from a gunshot wound to the head, the autopsy report was not made public.[285]
On the afternoon of Gaddafi's death, NTC Prime Minister Mahmoud Jibril publicly revealed the news.[277] Gaddafi's corpse was placed in the freezer of a local market alongside the corpses of Yunis Jabr and Mutassim; the bodies were publicly displayed for four days, with Libyans from all over the country coming to view them.[286] In response to international calls, on 24 October Jibril announced that a commission would investigate Gaddafi's death.[287] On 25 October, the NTC announced that Gaddafi had been buried at an unidentified location in the desert; Al Aan TV showed amateur video footage of the funeral.[288][289] Seeking vengeance for the killing, Gaddafist sympathisers fatally wounded one of those who had captured Gaddafi, Omran Shaaban, near Bani Walid in September 2012.[290]
