Political Brinkmanship (by Theary C. Seng)

Political Brinkmanship

Political brinkmanship...Within recent hours, Hun Sen has been emboldened by China's congratulations of his premature win and its fresh supply of arms, and there are talks that he is arming the CPP youth wing.

Hun Sen is playing a very dangerous game of chicken where he and the CPP have the most to lose.

For 2013 is not 1997.  Hun Sen and the CPP know this -- particularly Hun Manet and his generation who were only teenagers in the late 1990s and since have enjoyed the spoils of elite education in the States, travels around the world, particularly to the US, Canada, and Europe, and real estate amassed in Phnom Penh, the countryside, and overseas, including the US -- and they think no one else knows this?

They not only have these material plunders to lose, but also their ability to clean and clear their reputation from their bloody blood ties, the sins of their fathers (and mothers -- think acid attacks and Piseth Pilaka).

And they risk the International Criminal Court which could not retroactively try the crimes of 1997, but has the jurisdiction to try mass crimes after July 2002.  It can be argued that they can limit the violence so that it does not lead into ICC jurisdiction.  But, one, no one can contain or predict the boundary of mass protests.  And, two, international law is in flux and the crimes are not neatly defined with figures of limiting culpability.

Also, the CPP is not monolithic as it wants the public to believe.  Many times in recent years, we the public are given glimpses into the schism within the party, despite its effort at discipline through fear and patronage.  There are many CPP, both of the new and old generations, who are no longer of the falsetto communistic "everyone's equal, but some more than others" mentality.  These falsetto communists have become more capitalistic in their greed than the traditional ones -- unrestrained greed which have made them fabulously wealthy.

Their voracious appetite in 2013 is more risk-averse than in 1997; they will be extremely reluctant to risk this lifestyle which they have been accustomed to with violence that could come with a confrontation with the mass.  A mass that feels greatly aggrieved -- not only by the gross cheating and stunningly audacious fraud of the elections, but by the violations accumulated over the years.

It can be argued that they may risk the violence to losing the election which also poses great risks for them.

Yes, but the issue is balancing of risks.  The risk of violence which cannot be contained and predicted is more immediate and clear, whereas an election loss may ultimately be the way to salvage their spoils (see below my offer of an Exit Strategy to the CPP).

As I've stated even before election day, it will be suicide on all fronts for the CPP, especially the new generation, should they corner themselves into a political impasse forcing a mass demonstration.

The violence will be attributed to them, not the CNRP, as the CNRP has always been for peaceful resolution, does not possess weapons, does not employ fear.

"I wish to stress that it does not matter which political party won the election - the important thing is that our nation won," he said (Hun Sen)

Did Vietnam just lost an election in Cambodia again!?

Well, make sure you don't eat or drink anything during the meeting ok because, they could poison you both (SR and KS) to death. At the meeting you have to be careful that you might walk into their trap. Must have all journalists and medias along side always to document such a journey or else there is nothing to talk about.

Please remember this, do not trust the CPP words, why? because they are very good at lying, deceiving and manipulation. Everything must be documented and let it be public, no more behind close door. Everything is to be published and ready to expose about true facts. In this way, we are being honest to each other at all costs.

Avoid secracy and lies and manipulate because soon or later, it will catch up with you. e,g your lie could kill you. Because cautious especially CPP. When they talk about making a deal, it will never be nice, there will be some condition in it. e,g I let you win but you have to let my three sons hold onto top positions etc...or guarentee that you won't kill my family...etc

In this case, it is a delimma, it is sitting in between the line legal and illegal e.g between right and wrong, innocent or criminal? it can not be compromised but can be legalised base on condition etc..if only it will bring peace for all.

When it comes to a 'delimma' e,g the law said 'do not feed a hungry child', but you decided to feed him/her anyway because they were asking for it. Now, if you get caught, you probably have to pay the price but you still do it anyway out of compassion. e.g your response to the judge, could be if you don't feed him/her, they will die? in this case, how can a judge rule out? it is called a 'delimma'. or killing with compassion e.g someone might beg you to kill them because they can't bear the pain etc. So, to SR and Kem, please think wisely, when it comes to such a delimma.

9:12 PM, Keep on barking. Someone will knock on your door once everything is over. You don't have to take my word for it. You think you can bully your way out because you are behind a computer? This is 2013, the age of technology, not 1980.

You lost all credibility when you mentioned Piset Pilaka. Produce a concrete evidence, and I will worship you. Otherwise you are just other Khmer from abroad who think you know it all.

Objet : Khmer Prophecy

Dear All,

A very important Khmer prophecy as told on a Thai TV by a former
Thai-Khmer MP from Buriram. This prophecy has been well transmitted
for hundred of years by the Khmer people north of Phnom Dangrek.

"Bangkok will be collapsing (under the man-made flood ?), Phnom Penh
will be disintegrating, and Happiness will be returning to Angkor Wat"

Dear Dr. Supote and all,

Many thanks for the link.

My Thai is too rusty to understand much, but the song and what i get gives me a
sense of belief of a Thai educated man in prophecy. I do not take a view about
one's belief in prophecy, but a small project at Melbourne Uni allowed me to
look briefly into a relationship between Buddhism and social coduct.

I find it intriguing that the former Thai MP's account of prophecy and that of
Cambodians in 19th an early 20th centuries built around an expectation (?) of a
disaster and a អ្នកមានធម៌ who will appear to តម្រង់ផ្លូវ. Below is a fraction
of a section that I want to put together. It touches the two points.

[The interpretation of the prophecies, according to Hansen, concentrated on the
predicting clauses about “the arrival of the next Buddha, Maitreya, an event
that would be preceded by the appearance of a cakkavattin-type righteous ruler
who would usher in the future Buddha’s epoch.
