Some issues concerning electoral irregularities

'What are the real numbers which represent the 69.61% of the 9,675,453 million registered to vote? The answer would be 6,735,083 million who have actually voted in the 2103 election, but the statement issued by the National Election Committee or NEC has shown only at 6,627,159 million, thus there is a discrepancy or missing registered voters of 107,924 divided by 40,000 per Assembly Seating equals 2.69 National Assembly Seats, and this is the first issue.'

  I am trying to dissect the White Paper issued by the Office of the Council of Ministers Press and Quick Reaction Unit, dated on September 17, 2013, done in Phnom Penh, Cambodia, in regards to the 2013 General Election for the 5th Mandate of the National Assembly of Cambodia.

    The intention is to find justice for all Cambodian Citizens where their Statutory, Constitutional and Natural Rights are not being infringed or violated by those who are elected by the people, of the people and for the people. I am doing this not for the sake of seeking fame or fortunes, but simply sharing and defining or interpreting this White Paper based on the Constitutionality and guaranteed under the Electoral Laws.

    According to the World Bank, the data found on Cambodia population was 14,864,646 million since there was no clear record available from Cambodia about the true census of Cambodia, but I am going to use the numbers listed in the White Paper issued by the Council of Ministers and that numbers are 9,675,453 registered voters.

    According to the White Paper issued by the (OCOMPAQRU) or the Office of Council of Ministers Press and Quick Reaction Unit, 69.61% of Cambodian registered voters cast their votes, fulfilling their entitlement as a citizen to choose their political parties to lead the 5th Mandate of the National Assembly of Cambodia.

    What are the real numbers which represent the 69.61% of the 9,675,453 million registered to vote? The answer would be 6,735,083 million who have actually voted in the 2103 election, but the statement issued by the National Election Committee or NEC has shown only at 6,627,159 million, thus there is a discrepancy or missing registered voters of 107,924 divided by 40,000 per Assembly Seating equals 2.69 National Assembly Seats, and this is the first issue. I will list in its entirety of the results by each party and how many votes each party has received the followings:

    First, the Cambodian National Party led by President Seng Sokheng has received 38,123 votes or .0057% (no rounding up).

    Second, FUNCINPEC led by President Norodom Arunrasmey has received 242,413 votes or .0365%.

    Third, the Democratic Republican Party led by President Sovan Panhchakseila has received 33,715 votes or .0050%.

    Fourth, the Cambodian People Party led by President Chea Sim has received 3,235,969 votes or .4882%.


    Fifth, the Khmer Economic Development Party led by President Huon Chamroeun has received 19,152 votes or .0028%.

    Sixth, the Khmer Anti Poverty Party led by President Kravanh Daran has received 43,222 votes or .0065%.

    Seventh, the Cambodia National Rescue Party led by President Sam Rainsy has received 2,946,176 votes or .4445% and finally the

    Eighth political party known as League for Democracy led by President Khem Veasna has received 68,389 votes or .0103%.

    There were 19,009 polling stations throughout Cambodia to serve the registered voters of Cambodia.

    Let us go back to the question as to what has happened to the discrepancy over the 100k plus votes and this question ought to be answered by NEC since they are the committee who was selected by the Cambodian government to oversee the election process. In addition, under NEC rule of elections, NEC was supposed to be the committee to announce the election results, in this case, it would be Mr. Im Soursdei or Mr. Tep Nytha who are members of the NEC but instead, it was Mr. Kheiu Kanharith who made the temporary announcement. Furthermore, how could Mr. Khieu Kanharith has known the results prior to the counting of all votes?  Needless to say, Mr. Kanharith also knew the actual electoral seats of 68 for the Cambodian People Party and 55 for the Cambodia National Rescue Party when in reality, the election is not even finished…this is the second issue.

    Also according to the White Paper the 2013 election went very smooth and in a peaceful manner, when in actuality that was far from being the case. If we go back and do a research on FACEBOOK for truth without bias we will see many voting irregularities, problems such as quadruple names which were held by the same person; Vietnamese nationals with no proper identification who have access to the poll; so-called “ghost voters”, etc. These are some of the problems that the NEC must publically resolved through a public forum where all Cambodians can challenge the NEC and its practices.

    Again, according to Mr. Keo Remy’s contention the CNRP has at least five (5) of its observers, COMFREL is included in this number, but if we look at the White Paper issued by the Council of Ministers it shows a different number altogether. Here is the following written statement, and I quote: “The election was held in the presence of 292 international observers and 40,142 national observers including COMFREL’s at all polling stations.” If you add these numbers together it did not make any sense. Here’s the following equation: 40,142 + 292 = 40,434 take this number divided by the 19009 polling stations, hence you have 40,434 / 19009 = 2.127 per polling station, so Mr. Keo Remy’s statement is not accurate.

I STRONGLY BELIEVE THAT, THE NEXT STEP IS TO CONTINUE WITH MASS PROTEST ALL OVER THE NATION, BUT THIS TIME WE MUST MOVE, MARCH, AND DISRUPT AS MANY KEY ECONOMY SECTORS AS POSSIBLE.
WE NEED TO ASK ALL OUR LABOR UNIONS TO SUPPORT A LONG TERM PROTEST BY NOT WORKING FOR AT LEASE ONE WEEK. NEED TO ASK ALL OUR DEMOCRACY LOVING PEOPLE TO FREEZ ALL THEIR BUSINESS FOR A FEW DAYS. STOP BUYING ENERGY A FEW DAYS BY CHOCKING ALL THE CPP SYSTEMS. I KNOW THAT IS EASY SAID THEN DONE, BUT WE MUST DO SOMETHING IN THAT NATURES TO STOP THE BLOOD FLOW OF THE CURRENT GOVERNMENT.

his show of stained finger is illogical. He could have protected the stain by many means or he could have dipped his finger a second before the showing. He could always have the ink. He take the ink from Im sour sdey, and Im Sour sdey take PM position given by Hun Sen. Easy trade. Hun Sen acts so stupid as if people do not know his lie.

I want to say when they figure the votes, they should look into the margin of error as well. the margin of error is expected in all election anywhere in the world because things can get lost, damaged, missing, etc... they Cambodia reforms its electoral system, they should perhaps electronize it to make it hard to cheat. using the old system is easier to cheat, especially by bad people or dishonest people. they should look for way to computerize it so it would be hard to cheat or manipulate. it's good that they will reform the system to improve it.

margin of error is sometimes so small that they don't really change the outcome that much. learn from statistics; in statistics, they always consider they margin of error of everything they calculated. they should always leave room for some margin of error, so to speak.

6:06am, sometimes, I wonder why Khmer people look down on each other and are always use superiority attitude toward each other? most of the time, when they do that, they cannot work well together, nor can speak communicate freely without fear of reprimand by their boss, etc. it's hard to get anything done, when there is no code of conduct and some cultural thing gets in the way of effective communicate. everybody seems to all want to be bosses, and nobody wants to follow rule and regulations. why is that happening in Cambodia, e.g. Khmer against Khmer, fighting and arguing with each other nonstop? it's time Cambodia should study ethics 101 and critical thinking 101. I think general education is very important for Khmer students to have so they too can understand how to think and get along whether in the work place, socially or at home. I know it hard to do, but we have to try hard to learn these social skills. it's good for life in general.

AH HUN SEN Vietcong slave said no to every demand by the CNRP! Kem Sokha doesn't want revolution! Sam Rainsy wants peaceful non violent protest. As you all can see that crime is being committed against Cambodian people by one man name Hun Sen and out of 14 million Cambodian people and not a single Cambodian can do anything about it! This is such a real shame!

I have a solution! I suggested that all the Cambodian people and the member of the CNRP including Sam Rainsy and Kem Sokha sit down in one place and pray to God and God will come down and help them.

I share your sentiment and sense of frustration. This regime has been telling the donors about their commitment to reforming public institutions since the dawn of time! And just look at what we have today: more of the same! They are now even reshuffling their cabinet ministers to appease or deceive the public and the world outside when the man who has been doing the reshuffling himself is at the core of all the problems facing the nation. Everything we all know about this regime should tell us that passive resistance, gentleman-like negotiation, consensus, compromise, etc. will not lead to meaningful outcomes and to the resolution of the vital issues I have often spoken about.

If any of these things or approaches of dealing with the regime were effective means forward they would have resolved the country's predicament many years ago. So far I have admittedly given everyone their benefit of the doubt because I certainly believed that all peaceful means should be exhausted so that the common people could be spared from suffering, and even then I do not feel that this consideration should take priority over the underlying issue of a thorough change from top to bottom – a ‘radical’ surgery. If even a single major national CPP institution is allowed to live and function this will be one remaining cancer that will in time spread all over again just as the CPP and its predecessor - the Pracheachun - had once been a largely overlooked, insignificant malaise or virus when it had been first implanted in the nation's political life. That is the nature of this disease, and the sooner we get to grips with it the better for all.

And don't worry about that specious propaganda notion about Khmers getting at Khmers' throats - these scoundrels [excuse the language for this is what these folks are!] have killed, raped, plundered enough and, gravest of all their crimes is the treason they have committed by continuously acceding to Hanoi's extortion for more and more territories and space for its nationals to expand into and own by one means or another. There is not a single Cambodian soldier whose job it is to guard the frontier and farmlands along the eastern border with that country, and that should say something about the nature and magnitude of the treason these "Khmers" have been committing. In fact, they are a threat and a malaise to all Cambodians today irrespective of their ethnic status - be they of Chinese, Vietnamese descent or a mixture of these two groups.

Know the real enemies of freedom and fight them with your heart and soul and you may one day attain the freedom and liberty that you, your children and posterity can live with.

Hun Sen already setup the National Election Committee (NEC) final result 1 day after an election started that CPP got 68 National Assembly seats and 55 seats for Mr. Sam Rainsy (CNRP - Cambodian National Rescue Party). NEC announced that same final result on Sept. 8, 2013 that CPP got 68 seats and CNRP got 55 seats.

Hun Sen election fraud will stay in the Cambodian heart for life. Cambodian is still fighting for land and survive for life.

I hope most of our CNRP's leaders are good sheperds and I believe that most cambodian people are the sheep that might have been immune to threats, abuses and all kind of cruelties. This is our last straw, we are not afraid to die and don't want to live under this kind of injust society anymore.

We are so fed up with this mafia style of Hun Sen government that has been used cambodian constitution as a shield to commit all kind of criminal activities to serve the interest of China and Vietnam like ignoring territorial encroachment and the flow of vietnamese citizens into Cambodia, embedding Hanoi's advisers in most of government institutions and supporting unethical companies resembling international criminal enterprises. Most of them are from China and Vietnam (hyenas and vultures)that have been conducting harm to natural resources, environment and innocent cambodians. So we should be consistent and protest everyday to demand an investigation on 2013 election irregularities. This time we shouldn't need any more negotiation coz in my opinion, it is too late to compromise, it is a golden time to sacrifice and true heroes will also arise. Please remember that we are the people who are mainly supporting the policies and principles of the CNRP.

Why do Koh Tral Island, known in Vietnam as Phu Quoc, a sea and land area covering proximately over 30,000 km2 [Note: the actual land size of Koh Tral itself is 574 square kilometres (222 sq miles)] have been lost to Vietnam by whose treaty? Why don’t Cambodia government be transparent and explain to Cambodia army at front line and the whole nation about this? Why don't they include this into education system? Why?

Cambodian armies are fighting at front line for 4.6 km2 on the Thai border and what's about over 30,000km2 of Cambodia to Vietnam. Nobody dare to talk about it! Why? Cambodian armies you are decide the fate of your nation, Cambodian army as well as Cambodian people must rethink about this again and again. Is it fair?

Koh Tral Island, the sea and land area of over 30,000 square kilometres have been lost to Vietnam by the 1979 to 1985 treaties. The Cambodian army at front line as well as all Cambodian people must rethink again about these issues. Are Cambodian army fighting to protect the Cambodia Nation or protecting a very small group that own big lands, big properties or only protecting a small group but disguising as protecting the Khmer nation?

The Cambodian army at front lines suffer under rain, wind, bullets, bombs, lack of foods, lack of nutrition and their families have no health care assistance, no securities after they died but a very small group eat well, sleep well, sleep in first class hotel with air conditioning system with message from young girls, have first class medical care from oversea medical treatments, they are billionaires, millionaires who sell out the country to be rich and make the Cambodian people suffer everyday.

Who signed the treaty 1979-1985 that resulted in the loss over 30,000 km2 of Cambodia??? Why they are not being transparent and brave enough to inform all Cambodians and Cambodian army at front line about these issues? Why don't they include Koh Tral (Koh Tral size is bigger than the whole Phom Phen and bigger than Singapore [Note: Singapore's present land size is 704 km2 (271.8 sq mi)]) with heap of great natural resources, in the Cambodian education system?

Look at Hun Sen's families, relatives and friends- they are billionaires, millionaires. Where did they get the money from when we all just got out of war with empty hands [in 1979]? Hun Sen always say in his speeches that Cambodia had just risen up from the ashes of war, just got up from Year Zero with empty hands and how come they are billionaires, millionaires but 90% of innocent Cambodian people are so poor and struggling with their livelihood every day?
