Human Rights Watch yesterday took the key donor governments of Japan, Australia and France to task for congratulating Prime Minister Hun Sen on his official election victory in a strongly worded statement that called on them to support an independent investigation into July’s disputed poll.

The rights group said the ruling Cambodian People’s Party had shown an “unwillingness” to seriously address complaints of fraud resulting in “an election that has created significant doubt about whether the official results reflect the votes”.

“Democratic leaders should skip the congratulations and instead insist on an independent investigation into malfeasance at the polls,” Brad Adams, Asia director at Human Rights Watch, said in the statement.

But political analyst Peter Tan Keo cautioned against reading the political situation in such black-and-white terms, suggesting the US and UK had also lent their tacit support.

“Frankly, it was just a matter of time before Japan, Australia and France congratulated Hun Sen on his victory, following a long line of countries to do so,” he said. “While the US and UK have yet to formally congratulate Mr Hun Sen … they’ve already conceded to the final election results,” he added, pointing to US Ambassador William Todd’s decision to attend the opening of the National Assembly in September, a move he said had little to do with expressing respect for the King as he told reporters.

Nicolas Baudouin, first secretary at the French Embassy, said that while the EU in September called for dialogue to reform the electoral system, maintaining stability was a priority.

“It is important that all Cambodian political actors work together to ensure the proper functioning of institutions, which is essential to democracy,” he wrote in an email yesterday.

Tan Keo commented that the international community’s post-election response represented “a familiar political pattern of quietly conceding to the ruling party, for many reasons, including the need to maintain peace and stability”.

The Australian and Japanese embassies had not responded to requests for comment by press time.

They should ask this question instead:
Is stealing the people's vote conform to the law ?

It's never too late to do the right thing. These countries have so much leverage to change the current state. It is morally the right thing to do.

I have never known Mr Pater Tan Koe who he is?
Could he answer of my following questions:

1) Before the 28th election, Hun Sen declared that if he lose the election Cambodia will start the civil war. So, Hun Sen will the war like the elction 1993 too ( at the time CPP lost election) because he has armee.

2) Why most Khmer voted for CNRP? Because they are afraid from losing Cambodia into the Indochina confederation under Viet control like the Laos today. But if he is serving for a foreigner or he's Viet descent like Chim Phalvarum (His mother is Viet), then his argument is absolutely correct.

Could KI tell who he is?

Obove, someone who told me Mr Peter Tan Keo comes from Harvard University! Okay, I accept the name of this university but not all graduates from this university are the best one, please take care to other universities on the Globe too, please don't blind!. When this person comes from CPP, so they must support for CPP. But the problem in Cambodia is the conflict between Khmer and Viet/Vietpuppet, lots illegale immegrants from Vietnam in Cambodia, record systematic corruption from top to low leaders, miss management in the whole country and social injustice. Please look to PhD Chim Phalvarun (he came from humboldt university in East Germany [communist PhD]) but why he is working now for Viet because his mother is Viet and mr Peter Tan Keo maybe the same or he know nothing about Khmer real history, just only after 17th Januar 1979?

maybe the cpp thinks it's not important or waste of resources to look inot the alleged irregularities while the concerned citizens do want this kind of irregularities to stop happening because the election will happen again and again in the future every 5 years. if nobody say or do something about it, the cheater will continue to cheat. so, in a way, i think it is good thing people demand clear answer. but on the other hand, too, the gov't thinks these group of people are just trouble-makers, thus, look at them as unimportant as they always throw tantrum at everybody who tend to disagree with them or those who see it from a different angle or different perspective. so, who is to make the final decision? i say, the judge, the independent judicial branch, that is, if cambodia has one. that's how america solved their last election disagreement, the US supreme court rule over it! that is a real "check and balance" system, if i may say so! the question here is: does cambodia have the check and balance system like that of the USA? maybe not now, but people want that in the future. is that right? what do the people want. remember gov't rules, not the people. but the way it is going now, the people want to rule the gov't which cambodian way, they have hard time understanding it. in other words, perhaps that concept is new to cambodian people and gov't and it's not in their vocabulary. i mean, one has to be inquisitive all the time, especially if they do not understand what is going on.

if the real problem among khmer and khmer is the viet/youn issue, then why don't people be direct about it and say it to the world? if not, why use it as an excuse to fight each other all the time? makes no sense to anyone!

don't forget using racial pretext is getting old and boring. if there is no truth to it, then it is just an outdated habit, a tradition politicians to do so in cambodia. that's why i kept saying there ought to be law in cambodia against racism, social discrimination, etc, etc. especially people in gov't or leaders, they all should know better not to allow this sort of thing. it is so unethical and unprofessional, to say the list. those of you who been to college and have some kind of college degree should know this already! you can't be discriminatory in gov't. in private or personal affairs, that is different, do whatever you want, but at work or in gov't you can't just do that! that's what people need to understand. everytime, people discrimination whether against youn or whatever, they get turned off and become uninterested. it's geting old! do something new, instead of the old way! wake up people!

to me, colleges don't matter, as long as you earn a degree from there. the difference is you pay more for certain colleges and more rigid to get in then others, that's the difference. but the level of education is the same, trust me, i've been to colleges.

I feel sorry for him to make such comment with his judgement. He must understand that the importance of success in life is to establish a solid personal and professional merit. And this is a long way for him to go for his future which not necessary means he will be always successful to hold a Howard degree.

As a matter of fact he should be ashamed of holding a Howard degree to make such comment to go against Khmer people as a whole and Cambodia's interest.

Of course he has a right to comment but his baseless comment only reflects his personality and moral value as 12:58 AM and 1:20 AM have pointed out with great responses to challenge it in details above.
His comment reflects the CPP group including Hun Sen and his wife who hold their Phd degree, do these degrees correctly serve their merits?

Tan Keo will soon learn about the complexity and the impermanence when he experiences the ups and downs in his life.
I've already seen many who've made similar mistakes and lose credentials.

Siem and Vietnamese peoples not only took Khmer land, but did not let Khmer peoples live in peace. Communist Vietcong barbarian is behind this CRIMINAL CPP govt to finish Khmer off, so they can conquer Cambodia.

With intimidation, police exercises in liberty square, is a sign of inducing fear to demonstrators.

Common grounds to work together is response to the needs of Cambodians already have been demonstrated.

To achieve that unless CPP recognise these needs, NOT the CPP demands and pushed to a single party parliament with the trick of King's support.
Not being transparent, independent the king has proved that Cambodians no longer has the real peace that kingdom should offer.

Regardless where academic degree people get it from, when Ethics is not there then the benefits of mankind is NOT served. So please stop playing game with the labels, and in fact this game has used for a long time such his excellency bandit Chan Sarun such and such...
This trick is not worthwhile anymore . Similarly, the trick to poor Cambodians by offering gifts for votes and so on... No longer work.

If he persists on both parties discussion, the areas of common grounds have to established, responding demands of so many thousands of people. You cannot suggest discussion without fair grounds, otherwise he is a blind to lead a handicap .

The French said stability in Cambodia is their first priority. So French message is that if any party can take Cambodia into the path of destruction and war, then that party will surely get France endorsement to stay in power, even the party win the election by any mean necessary and any way as long as they did not steal outright.
France made any mistakes for Cambodia in the past, and continue to make mistake in the present.
France should not have been liberated by America from Nazis in WWII because France is the country

Who would have thought that every election under Hun Sen Vietnamese puppet regime for the past 30 years is more about foreign interest and private business investments? It is so sad that Cambodian democracy is only a slogan used by Hun Sen Vietnamese puppet regime to fool Cambodian people and the world.

Cambodian farmers are made homeless due to the so called economic development such as "the EU’s ‘Everything But Arms’ (EBA) trade scheme in Cambodia." and the Vietnamese rubber plantation...

The only people who benefit are the rich and powerful who are well connected with Hun Sen Vietnamese puppet government. For this reason Cambodia needs democracy so that all Cambodian people can participate and compete for economic prosperity. Hun Sen can no longer keep economic prosperity to himself!

whatever the cnrp group is doing, cambodia must emphasize the rule of law. the rule of law will reveal in cambodia, like it or not!as human being, we must live by the rule of law. every country on earth needs the rule of law. that's include cambodia! they can disagree, but the rule of law is the code of ethics we all must live by, that's what distinguish human beings from the animals world. rule of law can be fair when we have educated personnel and have the mentality that is necessary and mandatory. this is where the leap of faith comes in. we must give cambodia a chance to shine with the rule of law society. don't doubt that, just let it shines in cambodia. educate the whole country about it! there are ways to get grievances heard and discontent looked at. try the judicial system, if the judicial system is weak, then reform it big time. that's how you find solution. there ought to be a mechanism to put all in the equation for the sake of fairness for all khmer people in all of cambodia. work together and keep seeking the right individuals to help put the formula together so all is fair and sound and just. it is called compromise, cooperation, negotiation, dialogue all within the contesting khmer election. we are talking about cambodia's affair here. just do it. it may take time, but by all means, just do it! that's part of the gov't job and all leadership's job, to look for way to make it happening and fair and sound and just so all in cambodia can enjoy the benefit of improvements! it's a hard job, but someone capable must be willing to do it! cambodia needs tough, effective, competitive individual who are smart, wise, enlightened, experienced, educated and who have vision for a better cambodia. keep looking and searching for those individual and invite them into gov't to help find solution and make it work. for crying out loud, cambodia and its people needs it the most!
