Analysis: CNRP’s voice is missing on key legislation

The national budget for 2014, along with two other laws, sailed through a parliament consisting solely of ruling party lawmakers yesterday.

But while the Cambodia National Rescue Party’s ongoing boycott of the National Assembly meant it was unable to debate the merits of the spending bill in the halls of parliament, the party has also consistently declined to offer detailed public criticism or analysis of legislation from the sidelines.

The reason given has been consistent: the assembly was formed “illegally”, and any laws it produces are also illegal.
Some analysts yesterday questioned whether this logic, and the boycott itself, continue to make sense as opposition strategy.

Political and social researcher Kem Ley said the opposition should set up technical working groups to review draft laws proposed by the government and share their criticisms with the public while outside the assembly.

“There was no strong technical team to review the [budget] law and provide feedback. When they provided their feedback it was just based on opinion without concrete criticisms,” he said.

Ou Virak, president of the Cambodian Center for Human Rights, said that the CNRP’s strategy would not build confidence in its ability to govern.

“They need to look at [the budget], they need to analyse it. I think the fact that they didn’t do that shows a lack of depth in terms of their ability to look at national policies,” he said.

Virak added that if the ruling party began moving forth with real reform – the prime minister recently called for a draft freedom of information law to be expedited – while the opposition simply boycotts, it could erode the CNRP’s legitimacy.

People will start looking at the [government] as more legitimate and that is the danger. Because at the end of the day, the CNRP could be sitting outside for a lot of time.”

Peter Tan Keo, an independent analyst, said the opposition’s lack of engagement with policy was “childish”.

The approach is not only childish, but the opposition’s inability to get beyond elections or electoral reforms – and perhaps Mr Rainsy’s obsession with toppling Mr Hun Sen – is the party’s Achilles’ heel.
“That obsession blurs its vision to plan and strategise for the future,” he said.

“Contrary to what the CNRP thinks, the call for protests and ultimatums – though credible – aren’t the party’s biggest political weapon. It’s negotiating terms and leading reforms through the National Assembly.”

Ou Chanrith, an opposition lawmaker, confirmed yesterday that his party’s position on offering detailed criticisms of proposed government legislation remained the same.

“Why should we? Because we do not recognise the legitimacy of the National Assembly at this time,” he said.

CNRP and the leadership did not get here because we wait for your analysis which at times helping the cause of Hun Sen than the nation and the people they wanted you to believe they care most. Now, they want to push CNRP into Hun Sen's trap. This government is illegal, period. We have enough cloud and support of the people and international community to ensure that the next 5 years or the next 100 years change are real. Yesterday violence against our peaceful protestors should be another sad reminder to all those analysts.

I agree with your statements 100%. The government itself is illegitimate, that makes whatever laws they passed negligible. Sometimes the "so call" independent analysis lacks common sense. Peter' s comments has accentuated his insufficient knowledge and definitely lack of common sense.

i told you, the cnrps's strategy of boycott is making them missing out on the more important gov't decision making like this one. and the cnrp still focusing on their election madness? i guess, they are not wise at all! imagine they lead cambodia? to nowhere? boycott strategy is not going to work in cambodia. because it is still a very foreign concern to them. you got to mature, first for it to work!

and i like mr. keo's analysis. he sounds like he's well, educated, smart, wise and above all ethical and fair and neutral. he's not taking side, he just analyze what he sees and observes and give constructive criticism. i think that is wise and smart of him. i hope more young people are like him, that's what cambodia needs, people who think for themself and who can analyze in life!

Dear CNRP members,

I hate to break this to you that you are far behind the curve. The leadership is banking on your slow thinking which is very insulting. Most of you seem to buy into this idea that as long as you CNRP elected members of parliament continue this boycott, the government is illegitimate.

CPP is very happy that CNRP keeps thinking this way. Major donor countries including France, Australia, Japan, and even the U.S. already have already acknowledged that CPP has won the election. As far as international community is concerned, Cambodia has a government. With whom did the ICJ communicate their final verdict on Preah Vihea? The answer is the Cambodian government. That is legitimate as legitimate can be.

Before you know it, the next election is rolling by. CPP is more than happy to operate in such manner.

Nobody is there to monitor the government, and by default CPP continues to have absolute power to decide and do whatever they please. You can scream all you want, although you were elected but you have not fulfilled the procedural requirement to be the legitimate representative of the people, you are illegitimate.

It is funny isn’t it? CNRP has an option to get in or to continue the same path.

The CNRP leadership was hoping that all the noise they made would prompt international community to put pressure on the CPP and the Cambodian government (by the way this approach did not work in the past). The result is you already knew. Please go on demonstrate and protest as long as it is peaceful. Furthermore, the government will provide security to keep peace.

To claim any credit for change in the next election, CNRP has to engage in policy debate with requires CNRP to be part of the new government.

Don’t take my words on this issue, think about this and you will come up with the same conclusion.

The question to Peter is "if the CPP did not even seriously considered the CNRP's request for a recount to the vote, what make Peter think that the CPP will listen to any input on the budget from the CNRP?

CNRP just needs to have a vision and a stick to it. Integrity is important. It distinguishes CNRP from CPP. If CNRP starts playing a political game like CPP does. We are the same.

When we are not doing well, just acknowledge that we need improvement and move on. We will work hard to do it better next time.

Win or lose we can do it with dignity. Playing politics the way we do, just make us one of the them.

Imagine what happens when we really win (overwhelming win that no cheating can change the results) and the other party plays our game. It will not be pretty.

What would happen if CNRP attended the parlement? Absolutely nothing? How do you negotiate with CPP? CPP is Vietnam's client regime. There is only one thing that CPP was ordered to do and that is to remain in power at whatever the cost is, for the sake of Vietnam. What would happen if mass protess turned violent? CPP will close the gates (block roads) and liquidate all protestors. CPP already showed that it is a Vietnam intrument of Khmer genocide...i.e K5 plan that very few know about. So there is no solution at this time... staying out or staying in. Obseved the televised Cambodian national assembly, and you understand. It is like a clown show with usually CPP assembly president stone- walling the opposition. Cambodiam assembly debate is a circus show literally.
The fate of Cambodia is bleak due to endless supply of traitors this lovely nation produced.

Common 4:06 AM. You can’t be this hopeless. As long as we are breathing, we have hope.

Remember, we are Khmer. Resiliency is in our bones. All of these will pass. We, as a nation, have lived through some of the darkest periods in human history. Cambodia still exists on the map.

The darkest periods of our history have passed. Remember when we Khmers were under controlled by both of our neighbors, the French were there for the rescue. Pol Pot almost decimated the entire nation, we still here.

CPP is a natural alliance with Vietnam that does not mean everyone who is a CPP member caves under Vietnamese tutelage and their policies. In fact, there are nationalists in CPP as well.

You just need to get out of that hopelessness mode. We will find our way.

These are some of the thing you can do that will keep you hopeful every day:

• If you are a father do your very best in any given circumstance to make sure your children are well educated and support their dreams - not your dream.
• If you are a husband or a wife, love your spouse with all your heart and your soul
• Make every effort to connect with other Khmer regardless of their background
• Respect each other doesn’t matter what party he/she belong
• Live with integrity- just walk the talk
• Don’t spend too much time on line, it is bad for your relationship and bad for your health
• Practice critical thinking and practice random kindness

Take care of yourself and your family, and together we will find our way to take care of our nation.

hey, i admire both mr. ou virak and mr. peter tan keo. they both are smart, wise and educated and younger from the new generation. i want more young khmer people to be like them; cambodia needs smart, intelligent, wise and highly, western educated like them. i usually don't admire people that easily unless they show how smart and wise they are. i think these two are one of the best out there. keep up the good work. cambodia is so proud of you smart, wise, educated khmer young generation out there. and continue to help by consultation, participation, analyzing what's going on politically in cambodia. i'm sure many people like me out there can learn a lot from young, smart, wise, educated khmer individuals like mr. keo and mr. virak. i like they way they analyze the cambodian political situation because i tend to agree with them myself a lot. be tough and be yourself and be really good at what you do and don't pay too much attention bad people who always try to put other down. keep it professional and ethical. who cares what those incompetent, evil, mean people think of you guys. don't give them power to affect you! develop your own personality and ignore them, especially if they are stupid and outdated and discrimate and bias, etc. that's all!

The CNRP would have no problem approving the budget law if the govt was form legally, and won the mandate legitimately.

Well i dont think whether CNRP comments of review of the CPP budget make any different to reality. $4Billion budget to manage population of max 15 Millions Cambodian out of those will be millions of illegal immgigrant.

So does the CPP's budget really goes to the citizen of Cambodia?
Let look back at the past CPP budget and look at the result and delivers of those budget. The measure here is Cambodian citizen living standard under CPP government or budget had deliver the following results:
-Worsening of people living standard
-Increase in deforestation both legally and illegally
-Increase in land eviction
-Increase in poor infrastructure development in short not developments that is of any quality.
-Poor working conditions and pays
-Increase in punities and criminals roam free while innocent people put in goal.

So increase in military spending where the income and expenditure is not made public then it no points for CNRP to be engaged and involved in a rotten egg budget, better to stay away so the smell won't catch on CNRP...let the illegal CPP government cooked and eat the rotten egg.

The CPP is probably paying these analysts to play around with the mind of CNRP supporters - by planting doubts, questioning its strategies past and present etc. and etc.. People need to remember that we did not get here like a drifter or a blind political party. We get here because of a well calculated plan with clear road maps and effective strategies. Mr. Sam Rainsy was written off many times, drove out of the country, survived assassinated attempt and for all those years of living in exile when many thought that his political career was finished, he plotted his return which shocked the CPP to the bone. Talking about the Art of War. Well folks, our two leaders are united for one reason that is to rescue our country. Nothing will matter to neither one of them until dictatorship is out for good in Cambodia. The respect of Khmer rights and dignity must be genuine and real and that require concrete actions and mechanism to ensure that will be done. This is our only chance to do it right. The leadership knows that and we are not about to letting Hun Sen pile up tonnage of debts irresponsibly or let the country be ruled un-checked for another 5 years for the sake of getting pay at the National Assembly. Change must be meaningful, concrete and real. Going in to debate in NA is useless when the CPP is not going to give a crab of what you are going say or do as soon as it gets its legitimacy - a license to exploit our nation and threatening our people's life once again. Trust the leadership of CNRP, they have devoted their entire life to bring our country to where it is today. Our collective struggle don't end here, our hope and dream, our aspiration to live freely, to be united with family, make a decent living don't stop here either. Cambodian heroes don't come around as often as we have witnessed ourselves like today in many generations. So, please continue to walk with the leadership, trust his profound wisdom and good judgement of what he thinks best as he knows life of his people are not of trading for power. Winning a war, a protracted one at best which could cost so many lives is nothing when you know you can win this war through peaceful mean for all Khmers, CNRP and CPPs combined. I hope and pray that people will learn from past experiences, violence don't solve our misery it just one of the means to justify the end. It's all coming down to the politics and no one will escape that reality. To think otherwise is too naive if not outright ignorant. Don't listen too much to the talker something they do best, talk and talk but no substance. Seen too many out there, lately.

i told you, some of the cnrp supporters like to always trash everybody who disagree with them. and don't hate only hun sen, they hate everybody who are not taking their side. indeed, they are childish. the question, is who are they trying to fool or convince? i say nobody in their right mind will buying into the extremist children behavior's foolishness. yes, it gets old and incredulous, sooner or later! some people are really that stupid, that's why we all got to watch who we associate with! anyway, opinion stinks, stay professional is better in the world.
