if you build elevated roadways or dams, etc in cambodia, build them with thick, strong concrete so when it rains again, there won't be any flashflood like this again. if you build it cheaply like the picture above, the heavy rains will wash or break it apart again. think! the same thing when building levee in cambodia, build it strong and permanent with re-enforced concrete!
