(CNN) -- A pro-democracy activist released from a Vietnamese prison was on his way to his California home after nine months in detention, according to his family.

Nguyen Quoc Quan, who holds a U.S. passport, was arrested April 17, 2012, at Ho Chi Min City's Tan Son Nhat International Airport. He was originally charged with terrorism and attempting to overthrow the government, but those charges were later reduced to subversion.

His deportation Wednesday was a surprise, following the postponement of his trial last week.

State media said that Nguyen, 58, of Elk Grove, California, admitted to taking part in illegal activities and was flown out Vietnam for humanitarian reasons.

But the activist's wife said that when he called her before leaving Vietnam, Nguyen denied ever admitting to wrongdoing and said that he was not finished working for democracy there.

He said the public should understand the consequences if Thailand chooses not to comply with the ICJ, particularly the likely trade and economic impacts.
Thais should stand united in the fight to preserve the country's territorial sovereignty, Nipat Thonglek, deputy permanent secretary for defence says.

The upcoming International Court of Justice (ICJ) hearing on the Preah Vihear temple on the border with Cambodia should be a win-win for both countries so they can live peacefully together, he said yesterday.

"Even though the court has ruled the temple belongs to Cambodia, the land surrounding the temple is considered Thailand's property," he said.

Gen Nipat was speaking at a Defence Ministry briefing on the temple row.

The ongoing military exercises near the Thai-Cambodian borders give the impression that tensions over the long-standing Preah Vihear temple (known in Thai as Wat Khao Phra Viharn) dispute are escalating.

This is because this year's drills, while being an annual affair, are noticeably comprehensive involving troops from several units, from infantry, cavalry, artillery and special task forces as well as those from an engineer tank battalion.

No less important are the drill sites, covering the border areas from Surin, Ubon Ratchathani and Si Sa Ket - which are under the jurisdiction of the Suranaree Task Force - and the stretch behind the disputed 4.6 sq km area around the Preah Vihear ruins.

At the same time, the navy's Combined Arms Live Fire Exercise (Calfex), which is to take place tomorrow, will be presided over by senior figures like Supreme Commander Tanasak Patimapragorn and navy commander Admiral Surasak Runroengrom.

There are also reports of Cambodian military exercises on the other side of the border, next to the temple.

Chheang Vichara, 26, studied ac­counting at university and works at Acleda Bank in Phnom Penh. Now, Ms. Vichara wants a better job, and to do that, she is saving up to attend graduate school in the U.S.

“The requirements to get a scholarship are very high, and I think most Cambodian students can’t meet them,” said Ms. Vi­chara, who was among some 300 young Cambodians who last week attended the U.S.-Cam­bo­dia Education Fair in Phnom Penh, where representatives of 10 U.S. schools—a mix of community colleges, state universities and private institutes—pitched the perks of studying abroad.

With hundreds of thousands of young Cambodians entering the job market every year and wages in urban areas on the rise, a growing number of young people are looking to foreign universities to set themselves apart.

But scholarships are few, and oth­er opportunities do not come cheap.

“We realize that initially, only a select number of students will have the funding necessary to at­tend,” said Krittaya Pichit­nap­a­kul, mar­keting director at the Uni­ver­sity of San Francisco (USF).

Cambodian students hoping to attend USF as undergraduates will need in the region of $37,000 per year just for tuition fees, Ms. Pichitnapakul said at the fair. And, USF estimates the cost of housing, health insurance and textbooks to be an additional $15,000 annually.

In particular, Kandan has 11 blocks with a total length of 100 km. The Vietnamese fishermen usually buy the right to exploit these blocks from the local people, at the price of 10 times higher, equivalent to VND2.4 to VND4 billion ($110,000-$200,000) a block. Those who do not have abundant capital can buy small lots of 20-30 hectares but the price is not less than VND200 million ($10,000).

When the flood recedes, fish go upstream. Therefore, at the end of the flood season in the Mekong Delta, fishermen bring their fishing equipment to Cambodia to net fish. Although they have to pay high rents for fishing areas (called block), they can recover capital and earn profit if they catch about 200-300 tons of white fish.

Mr. Nguyen Van Tung, a fisherman in Khanh An commune, said that in recent years, the fish output in Cambodian has decreased but it is still quite abundant. The reason for that is because the places where Vietnamese fishermen rent water locations are barely inhabited. Some blocks are located along the tributaries of the Mekong River but there are blocks are between submerged moors.

Cambodia ready for former King Sihanouk’s funeral

PHNOM PENH, Jan. 31 (Xinhua) — Cambodia has already prepared everything deemed important for the late King Father Norodom Sihanouk’s funeral, which will begin on Friday, Prince Sisowath Thomico, Spokesman for the Royal Cabinet, said Thursday.

“The government has prepared everything, and now all preparations are in place,” he told Xinhua over telephone. “We are ready to hold a funeral march for the late King Father on Feb. 1 and a cremation ceremony on Feb. 4.”

Sihanouk died of illness at the age of 90 in Beijing on Oct. 15 last year. His body is lying in state at the Royal Palace in Phnom Penh for the public to pay their last respect.

The body will be carried from the Palace in a procession to a custom-built crematorium at the Veal Preah Meru Square next to the Palace on Feb. 1 and kept it for another three days at the site before it is cremated on Feb. 4.

PHNOM PENH - Cambodia's export business is in the process of changing due to shifts in manufacturing in Asia. A business publication in the country has reported unexpected growth in the "machinery and transport equipment" sector and speculated it was as "probably bicycles". But when Cambodia jumped into the top 10 exporters of bicycles to the European Union in 2012, it prompted the European Bicycle Manufacturers' Association (EBMA) to investigate.

In 2011, 366,000 bikes were exported from Cambodia to the EU but "in the first half of 2012 the country managed to almost triple its bike export to the EU. Cambodia's exports totaled close to 520,000 units in the first six months of 2012 compared to 140,000 in the same period of 2011," according to Bikeeu.com.

The EBMA discovered that bicycle companies had moved their production to Cambodia from Thailand and China, citing increased expenses. The move is estimated to save 14% on taxes. A favorable scheme is in place for least developed countries (LDCs) under the Generalized Scheme of Preferences known as the Everything But Arms (EBA) agreement. The EBA allows countries ranked among the 48 LDCs to export products duty-free to the EU, except arms and ammunition.

Laos joins the World Trade Organisation on Saturday, a major step for the small communist country but one that experts say may not break its powerful neighbours' stranglehold over its economy just yet.

Fifteen years after it first sought membership of the global trade mediator, Laos finally wrapped up negotiations late last year, having adopted dozens of new laws on investment, regulation and intellectual property.

The unprecedented flurry of legislative activity in a country governed by communists since 1975 will create a "slightly more stable legal environment," said Guy Apovy, president of the European Chamber of Commerce in Laos.

It will also attract more overseas investors, he said.

"The Western presence is looking to expand and entry into the WTO is positive" from this point of view, Apovy added.

But observers expect Laos's journey onto the international economic stage to be slow and watched closely by Beijing, Hanoi and Bangkok, who for many years have been dividing up the Laotian pie between themselves.

Through warnings vaguely resembling those issued in times of disaster, the Australian Embassy and the UN have advised their employees to stock up on emergency supplies of food and water ahead of the seven-day mourning period, which begins with a four-day funeral, for King Father Norodom Sihanouk.

In an email addressed to staff and their families and obtained by the Post yesterday, the embassy advises people to have sufficient supplies to last “several days” and to be “extra vigilant with security” at home.

The UN’s email, also obtained yesterday, tells staff to “make sure that they have everything they need from the supermarket” prior to the weekend, due to the expected closure of many restaurants and shops.

“If in trouble, it may take some time for assistance to reach you, if at all!” it reads.

Land laws not properly implimented

Laws protecting ethnic minorities’ communal land rights are good, but their implementation has a long way to go, said participants in a forum of minorities from Mondulkiri and Kratie provinces yesterday.

After July’s parliamentary elections, legislators should take the opportunity of a newly constituted government to focus more attention on protecting the rights of minorities involved in land disputes, speakers said at the forum, hosted in Kratie by the Cambodian Center for Human Rights and attended by members of all parties but the ruling Cambodian People’s Party.

“Actually, land laws are good for minorities, but their implementation is not effective,” said Blek Mil, a villager of the Phnoung ethnic group from Mondulkiri’s O’Raing district.

Collective farms, plantations and graveyards are among the areas belonging to ethnic minorities that are technically protected by law, but companies granted economic land concessions and wealthy individuals are able to violate the law with impunity, often assisted by violence, said Mil and other forum participants.

Prime Minister Hun Sen yesterday expressed his admiration for the security forces who handled last week’s Acleda Bank stand-off, but took pains to remind listeners that the so-called hostage situation didn’t fool him for a minute.

Speaking at a graduation ceremony on Koh Pich, the premier said that he had ordered National Police Commissioner Neth Savoeun to give in to the bank robbers’ every demand, knowing that the heist was an inside job and that a slip-up in taking the thieves down would result in a loss of both evidence and face.

“I’m so sorry for the bank about the incident, but I assumed correctly. I didn’t speak up, but I told [Savoeun] to give them whatever they demanded – drugs, the bank’s key, motorbikes, whatever,” he said.

HANOI, Vietnam (AP)Vietnamese authorities on Wednesday released and deported an American pro-democracy activist detained since April, a move that contrasts with the long prison terms given to Vietnamese activists who are members of the same U.S.-based dissident group.

The release of Nguyen Quoc Quan came after U.S. diplomatic pressure and removes an obvious thorn in relations between the former enemies. Both countries are trying to strengthen their ties in large part because of shared concerns over China's emerging military and economic might, but American concerns over human rights in one-party, authoritarian Vietnam are complicating this.

Vietnam's Foreign Ministry said in a statement that Quan had "confessed to his crime" and asked for leniency to be reunited with his family. His wife, Huong Mai Ngo, said she doubted this was the case, suggesting that Hanoi was seeking a face-saving way of allowing him to go home.

Cambodia will free more than 400 prisoners, including a Thai convicted of spying, to mark the funeral of its beloved former king, Norodom Sihanouk, an official said on Wednesday.

Sihanouk's son Norodom Sihamoni, the current king, has signed a royal decree to pardon 412 prisoners who will be released on Monday, the day of his father's cremation, according to justice ministry spokesman Sam Pracheameanith.

PHNOM PENH - Reporters Without Borders said Wednesday that the media climate in Cambodia is in critical condition, with the country falling 26 places on the group’s annual press freedom index.

Cambodia ranks 143rd out of 179 countries worldwide on the group’s 2013 index, a plummet of its ranking last year and its worst ranking to date.

Rights workers have said 2012 was one of the worst years for the country, following the jailing and intimidation of journalists, rights workers and other government critics.

អង្គការ​សារព័ត៌មាន​អន្តរជាតិ​​ឈ្មោះ​ថា «អ្នក​យក​ព័ត៌មាន​គ្មាន​ព្រំដែន» (Reporters Without Border) បាន​បញ្ចេញ​​របាយការណ៍​ប្រចាំ​ឆ្នាំ  ដោយ​វាយតម្លៃ​អំពី​សេរីភាព​សារព័ត៌មាន​នានា​លើ​ពិភពលោក​ឆ្នាំ​២០១៣។

ដោយ​​ឡែក​ចំពោះ​សេរីភាព​សារព័ត៌មាន​នៅ​ប្រទេស​កម្ពុជា​វិញ  អង្គការ​នេះ​បាន​ចាត់​ចំណាក់​ថ្នាក់​ទាប​ដល់​ជិត ១៥០​ពិន្ទុ ក្នុង​ចំណោម​ប្រទេស​លើ​ពិភព​លោក។
អង្គការ «អ្នក​យក​ព័ត៌មាន​គ្មាន​ព្រំដែន» បាន​បញ្ចេញ​របាយ ការណ៍​មួយ​នៅ​ថ្ងៃ​ទី​៣០ មករា ដោយ​បាន​​ទម្លាក់​ពិន្ទុ​សេរីភាព​សារព័ត៌មាន​នៅ​ប្រទេស​កម្ពុជា ដល់​កម្រិត​ថ្នាក់​ទី ១៤៣ ក្នុង​ចំណោម​ប្រទេស ១៧៩។

កាល​ព្រះយេស៊ូ ​មាន​ព្រះបន្ទូល​ ផ្ដែផ្ដាំ​សិស្ស ទាំង​ដប់ពីរ​រូប ចប់​សព្វ​គ្រប់​ហើយ, ព្រះអង្គ​ យាង​ចាក​ចេញ ​ពី​ទី​នោះ ​ទៅ​បង្រៀន និង​ប្រកាស​ ដំណឹងល្អ ​ដល់​ប្រជាជន ​នៅ​តាម​ភូមិ​នានា។

ពេល​នោះ លោក​យ៉ូហាន​ ជាប់​ក្នុង​មន្ទីរ​ឃុំឃាំង, ហើយ​ ឮ​គេ​ និយាយ​ អំពី​កិច្ចការ​ ទាំង​ប៉ុន្មាន ដែល​ព្រះគ្រិស្ដ បាន​ធ្វើ។  លោក​ ក៏​ចាត់​សិស្ស ​ឲ្យ​ទៅ​ទូល​សួរ ​ព្រះយេស៊ូ ​ថា៖ «តើ​ លោក ​ជា​ព្រះគ្រិស្ដ ​ដែល​ត្រូវ​យាង​មក, ឬ​មួយ​ យើង​ខ្ញុំ ​ត្រូវ​រង់ចាំ​ ម្នាក់​ផ្សេង​ទៀត

ព្រះយេស៊ូ​ មាន​ព្រះបន្ទូល ​ទៅ​សិស្ស​ទាំង​នោះ​ ថា៖ «ចូរ​ អ្នក​រាល់​គ្នា ​ទៅ​ជំរាប​ លោក​យ៉ូហាន នូវ​ហេតុការណ៍ ​ដែល​អ្នក​រាល់​គ្នា​ បាន​ឮ និង​បាន​ឃើញ ​នេះ​ទៅគឺ៖ ​មនុស្ស​ខ្វាក់​ មើល​ឃើញ, មនុស្ស​ខ្វិន ​ដើរ​បាន, មនុស្ស​ឃ្លង់​ ជា​ស្អាត​បរិសុទ្ធ, មនុស្ស​ថ្លង់​ ស្ដាប់​ឮ, មនុស្ស​ស្លាប់​ បាន​រស់​ឡើង​វិញ, ហើយ​ មាន​គេ​ នាំ​ដំណឹងល្អ ​ទៅ​ប្រាប់​ជន​ក្រីក្រ។  អ្នក​ណា​ មិន​រវាត​ចិត្ត​ ចេញ​ពី​ជំនឿ​ ដោយសារ​ខ្ញុំ, អ្នក​នោះ​ ពិត​ជា​មាន​ សុភមង្គល​ហើយ។»

Cambodia’s opposition wants ‘measures’ against a sugar producer accused of employing children.

A group of opposition lawmakers have written to Cambodian Prime Minister Hun Sen urging action against a sugar factory owned by a ruling party official accused of exploiting child labor and grabbing land from villagers.

Six Sam Rainsy Party (SRP) parliamentarians sent a letter dated Jan. 23 through National Assembly President Heng Samrin, calling on Hun Sen to “take serious measures” against the Phnom Penh Sugar Co., which runs the factory in central Cambodia’s Kompong Speu province.

The company belonging to ruling Cambodian People’s Party Senator Ly Yong Phat has been at the center of a long-running dispute with villagers who say they were offered inadequate compensation for land they had farmed for years which was taken over by the sugar project.

Ly Yong Phat's factory is using child labor from workers who are under 18 years of age,” reads the letter, demanding that Hun Sen take actions to “improve working conditions in this factory, which is abusing the rights of children.”

If they shoot all drug dealers, Cambodia wouldn't have any generals anymore!

Vietnamese drug trafficker gets death

Yesterday the Ho Chi Minh City People’s Court sentenced a 35-year-old man to death for trafficking 7.3 kilograms of heroin from Cambodia to Vietnam.

Nguyen Van Thang, who lived in Tan Binh District, was charged with “illegally transporting drugs”, the court said.

According to the indictment from the local prosecutor’s office, Thanh transported the drugs because he wanted to make easy money quickly.

Losing Face in Phnom Penh [... but OK to show your derriere?]

It’s not a crime to show your face in Cambodia, but at times it can get you into trouble.

Earlier this week, two monks were detained by police after holding a blessing ceremony for striking factory workers. They were released within a couple of hours, with no explanation of why they were detained or what they had done wrong.

By all accounts, the monks had simply shown up.

This lesson in staying out of things—keeping oneself invisible or at least unseen—is one that has permeated Cambodian society, and is reflected in “Behind,” the first solo exhibit of recent art school graduate Neak Sophal, which is now showing at Phnom Penh’s Java Cafe & Gallery.
