Borei Keila detainees say ‘training’ vow all talk

The 30 Borei Keilia women and children detained last week and sent to Prey Speu Correctional Centre for “vocational training” won’t receive this training because of a budget shortage, officials said yesterday.

The women and children were locked in the correctional centre after a protest in Phnom Penh last Wednesday, the Ministry of Socials Affairs said, for their own protection and for vocational training.

However, according to 39-year-old detainee Chum Nhann, all that the women and children have received from centre officials is food.

Saon Sophal, director of the social affairs department at Phnom Penh municipality, confirmed yesterday that Prey Speu did not have a vocational training program for 2012 because of a budget shortage.

Condemnation of 'shocking' Cambodian protest detentions

Human rights campaigners have urged Cambodia to free 24 women and six children held at a notorious rehabilitation centre after a protest against a violent forced eviction.

"This is an absolutely unacceptable situation," said Phil Robertson, deputy Asia director at Human Rights Watch (HRW), who along with Amnesty International and 10 local rights groups demanded their immediate release on Friday.

The 30 residents were rounded up by authorities on Wednesday during a peaceful rally against last week's heavy-handed eviction of some 300 families from Phnom Penh's poor Borei Keila neighbourhood.

The women and children were sent to the capital's Prey Speu social affairs centre, a facility that mostly detains drug users, sex workers and homeless people.

A group of civil society groups yesterday condemned the “unlawful” detention of 30 women and children from Borei Keila and described the facility they are being held in – the Prey Speu Correctional Centre – as worse than Cambodia’s prisons and a place of rape, torture and beatings.

The outcry came on a day when husbands and fathers of the detainees travelled to the correctional centre in Chaom Chao commune to plead for their loved ones’ release, the UN delivered food to the 30 detainees at the site, and it was revealed that seven of those detained in the protest were not even Borei Keila residents.

Yann Thoeun, 39, the husband of Chan Sreypheap, who was detained on Wednesday, said officials at Prey Speu had refused to let the husbands and fathers of the women and children enter the centre.

“We are allowed to see and face each other, but we are talking to each other between a metal door,” he said.

“Human rights NGOs have previously reported that detainees there have been subjected to abuses including rape, murder, and threats of violence.”
Amnesty International on Thursday called for the immediate release of nearly 40 demonstrators who are being held in a facility the group called “an extra-judiciary detention facility.”

The demonstrators were seized outside City Hall on Wednesday, where they had demanded the courts release eight representatives arrested earlier this month during violent clashes with police in a forced eviction at the Borei Keila neighborhood in central Phnom Penh.

The 38 people, including 24 women and six children, are still being “unlawfully detained” at the Prey Speu Social Affairs Center, Amnesty said, adding that no human rights monitors have been allowed to visit the facility.

About 30 Borei Keila residents, including six children, were being detained in a small cell in Prey Speu Correctional Centre in the capital’s Chaom Chao commune last night after police forced them onto a bus outside city hall on Preah Monivong Boulevard during another day of protests, a detained resident said.

For the second day in a row, displaced residents marched from Borei Keila – where their homes lie in ruins – to the city centre to demand municipal governor Kep Chutema resolve their land dispute and release the eight residents detained during violent clashes in Borei Keila on January 3.

Residents handed Hok Hour Lim, deputy director of the legal office of city hall, a petition at about 10:45am.

Defying an order to go home because they “had no homes”, about 30 of the 45 residents protested throughout the afternoon – chanting slogans through megaphones, waving signs and spilling onto the road – before about 60 police forced them onto a bus about 4:30pm, which drove them to the correctional facility.

EVICTIONS Land-related arrests on the rise in '09

The number of people arrested and detained in cases related to land disputes more than doubled in the first five months of 2009 compared with the first six months of 2008, according to a report released Wednesday by the local rights group Adhoc. The report states that 69 people have been arrested and detained so far this year, with 35 of them remaining in prison. Warrants are still out for an additional 66 people. In the first six months of last year, only 30 people were arrested and detained, said Ny Chakrya, the head of the monitoring section of Adhoc. "More people have been arrested and detained, while others are on run to escape from police's arrests over land issues," he said.

Pailin Evictions Lead to Brief Detention

Fifteen residents of Pailin were briefly detained Thursday evening during forced evictions that came without compensation, rights workers and residents said.

The evictions took place in Stung Trong commune, Salakrao district, under municipal authority.

Among those detained, five were women, rights workers said. As they were being transported in a makeshift vehicle to the Salakrao police headquarters for questioning, the vehicle broke down, and police released the residents, rights workers said.

The evictions continued Friday, but no violence was reported.

"Regarding this detention, it is a mistake of the police, because it is a kind of threat for the people," Chhuon Makara, a local rights investigator for Adhoc, said.

Pailin Deputy Governor Mei Meak said the authorities were undertaking the evictions under Pailin court warrant and said the evictees had grabbed the land of the state.
