Phnom Penh – From Oddar Meanchey province, on 09 April 2012, Hun Xen, who is a 5-golden-star general, told two of his 4-golden-star generals, not to have dalliances with too many women during their pleasures along Karaoke bars or during art shows.

During the inauguration of National Road No. 68 linking Kralanh district, Siem Reap province, to O’Smach, Hun Xen said: “Chea Dara … the group of army leaders … Kon Kim and such, I already talked [about you], I [using derogative term] will hit you with a big stick … when they [women] go to a show, don’t call them over the phone. I tell you now on the microphone (in public). They [women] went to a singing contest, then you found out their phone numbers and you call them. Next time you call them, I [using derogative term] will record your voice and broadcast it on TV. [You are] bad! Bad!

At the same time, Hun Xen asked the army to be more attentive as he was warning them about “non spicy chilly pepper” (a Cambodian term defining “jealous wives”).

Police general accused of beating bank employee in Cambodia [-A CPP officer and a thug?]

Phnom Penh - An irate police general allegedly beat a bank employee with a mobile phone in Cambodia after the worker refused to cash a cheque, national media reported Monday.

Representatives from Canadia Bank in the western city of Poipet filed a complaint against Major General Sok Lihuoth, accusing him of intentional violence, the Cambodia Daily newspaper reported.

The officer allegedly became enraged after the bank employee had declined his wife's request to cash a cheque worth more than 14,000 dollars on Thursday. The cheque had been made out to him.

Keang Keatly said the officer hit him on the head with a phone and yelled: 'Do you know who I am?'

A bank official said there was video of the incident. A provincial military police commander said the major general had fled.

Phnom Penh – Four RCAF officers were promoted to important positions at the RCAF headquarters. One of Hun Xen’s sons is among the four men promoted.

During the promotion ceremony held on 14 January 2012 which was attended by Pol Saroeun, the former KR commander who is now the RCAF chief of staff, the latter announced that Chea Dara, the deputy RCAF chief of staff, receives the additional duty of director of military espionage, a position formerly held by Mol Roeup who recently croaked and left to join Hok Lundy in hell.

Lieutenant-colonel Hun Manit, son of Strongman Hun Xen, was promoted to Colonel and he is now the deputy director of military espionage for the RCAF (well, Chea Dara cannot be completely trusted, so the son has to overlook over Chea Dara’s shoulder). Hun Manit is the younger brother of 2-golden moon general Hun Manet, another son of strongman Hun Xen.


3-golden moon General Sok Pheap, the director of border affairs, was promoted to the position of under-secretary of the ministry of Defense (sorry man, you are now promoted to a dead end job) and his former position is now filled by 3-golden moon General Siek Socheat (he’s the one who really got the juicy position).

THE son of a two-star general from Prime Minister Hun Sen’s bodyguard unit was charged on Saturday in Phnom Penh with stealing a car, slapping fake licence plates on it and possessing an illegal weapon, police said.

Seang Sok, deputy prosecutor of the Phnom Penh Municipal Court, said fourth-year law student Chea Dina, 24, the son of Major-General Chea Dara, faced five years’ jail and a US$2500 fine if found guilty.

“I have charged him with three offences. He has been sent to Prey Sar Prison to await trial,” he said.

Another high-ranking official was arrested Wednesday in connection to alleged drug offenses, officials said.

Three-star general Moeuk Dara, who is secretary-general of the the National Authority to Combat Drugs, was put under arrest by the Ministry of Interior after he was asked to come in for questioning. Also arrested was Chea Leng, a colonel, head of the Ministry of Interior office for combatting drugs.

Officials declined to give details or say whether that arrest was connected to the detention Monday of Hun Hean, former police chief of Banteay Meanchey province.

Khieu Sopheak, a spokesman for the Ministry of Interior, said the arrest was made with cooperation between the ministry and the new Anti-Corruption Unit.

Government spokesman Khieu Kanharith confirmed the detention but declined to give further detail.

Cambodia has grown in recent years from a transit country for illicit drugs to a place where they are produced. In 2010, police cracked down in 320 cases, arresting 638 suspects, including 63 foreigners, according to official figures.

SIX representatives of more than 100 families from Kantuot commune in Preah Vihear province’s Choam Ksan district have filed complaints to the interior and defence ministries, requesting an intervention into an ongoing land dispute with an NGO accused of clearing farmland and using intimidation and violence against the residents. Hun Daren, a village representative, said the six travelled to Phnom Penh on Monday to file complaints about the Drug and AIDS Research and Prevention Organisation. Pen Loem, the director of DARPO and a one-star general with the Royal Cambodian Armed Forces, could not be reached for comment.

Following the appearance of Muong Khim voice in the argument with his former wife Meng Keo Pich Chenda, I would like to ask the readers of KI Media who is Muong Khim? I think everybody will simply answer that Muong Khim is the police general who had recently divorced his wife, the famous singer Meng Keo Pich Chenda. However, the real Muong Khim is a disable man who is living in O’Smach town near Cambodia-Thai border.

The fake Muong Khim who is now the CPP police general was the former medical student. He married to a woman in the town of Sisophon of Banteay Meanchey province. Everybody in the town of Sisophon knows the former wife of the fake Muong Khim very well because she runs a famous noodle shop in the town. The former wife of the fake Muong Khim is now the wife of Mr. Kimsuor Phirith, SRP Member of Parliament for Kampong Cham.

After UN-run democratic election in Cambodia in 1993, Funcinpec, one of the resistance movements fighting the Vietnamese occupation in Cambodia, has formed the coalition government with the CPP that lost election. According to Paris Agreement and based on the result of the election, Funcinpec had the right to appoint its people for the post of government officials. The quota for Funcinpec for the post in the government had led the way for rampant corruption. The name of Mr. Muong Khim, who was a fighter for Funcinpec at the Cambodia-Thai border, was sent to Phnom Penh without his knowledge. The high-ranking officials of Funcinpec in Phnom Penh have sold hundreds of position for money using the name of Funcinpec fighters, including the name of Mr. Muong Khim.

The real Muong Khim is now living O’Smach town and is very poor because of his disability from the fighting for Funcinpec during the 1980s. The real Muong Khim latter on knew that his name was sold by high-ranking official of Funcinpec and he could do nothing but feeling frustrated.

It is noticed that the persons who bought the position in the government through Funcinpec, have mostly defected to the CPP. The fake Muong Khim has risen to a high-ranking position within the police through Funcinpec and now has jumped the ship to the CPP.

It has been turned into a bad joke when nonstop waves of demonstration of low ranking civil servants are demanding for a raise of their bonuses so that they can live a decent life, but quite to the contrary, the government instead decided to hand out bonuses only to a handful of high-ranking army and police officers.

Based on a sub-decree promoted by Keat Chhon, the minister of Finance, and approved by Hun Xen on 15 March 2010, bonuses will be doled out to army and police officers ranking between levels no. 1 and 50 only, the bonus amount is 50% [of their salary(?)].

Under this unfair distribution of social rewards, MP Yim Sovann, the SRP spokesman, declared that the government should think about soldiers and police officers stationed all along the country who have to face severe living and health conditions. Due to their low salaries, these lower-ranking soldiers and police officers could not send their children to school.

Currently, the salary for regular civil servants amounts to more than 100,000 riels (about $30). However, for those who hold the position of department chief and up, their salaries start at 1 million riels ($250), they also receive additional gasoline and telephone stipends.

Remember Baghdad Bob? Baghdad Bob was the guy who kept going on television during the US invasion of Iraq in 2003 to say that Saddam Hussein's government was winning the war. Nothing could have been further from the truth, that is ... until you meet Phnom Penh Jack (of all lies?)

Phnom Penh Jack:

ROYAL Cambodian Armed Forces (RCAF) Deputy Commander in Chief Chea Dara has again extolled the military’s prowess in its border standoff with Thai forces, and said that tensions nearly boiled over in February when Prime Minister Hun Sen paid a visit to disputed Preah Vihear temple.

“Thai soldiers always harassed us a lot, especially during Samdech [Hun Sen]’s visit to Preah Vihear,” Chea Dara told an audience of municipal officials at City Hall on Thursday. “They tried to harass us at every place Samdech [Hun Sen] was visiting.”

Chea Dara said he told Thai commanders to keep their distance and at certain points threatened to attack them.

“Samdech [Hun Sen] can go anywhere in Cambodian territory. You have no right to complain and to put conditions on his trip,” he said.

“I warned Thai military commanders [that] if they disagreed, I was ready to attack. If I could not solve this, my rank would disappear from my shoulder, but before I lose it I would attack you first.”

In recent speeches, Chea Dara has declared “victory” for Cambodia in its dispute with Thailand. He has also said that Cambodian troops have killed 88 Thai troops since tensions erupted after the listing of Preah Vihear temple as a UNESCO World Heritage site in July 2008.

On Thursday, Chea Dara struck a more conciliatory note, saying that Thai government officials had been friendly in welcoming Prime Minister Hun Sen to the country during last week’s Mekong River Commission summit in Hua Hin.

Ket Siviny, a City Hall official who attended the speech, said it was good to receive news about the situation at the border.

“All attendants were very keen to listen to Chea Dara’s comments about the border. It is good to know the weak and strong points at the border,” he said.

Yim Phim, commander of RCAF Brigade 8, which is stationed near Preah Vihear temple, said the situation at the border was normal and that soldiers were in good spirits with the approach of the Khmer New Year holiday.

Police in Phnom Penh have on Sunday, 4th April, arrested a major general serving in the Cambodian armed forces for shooting and wounding a female tourist in a drunken shooting spree, reports Koh Santepheap.

Fifty-five year-old Maj-Gen. Tep Phirum, working in the Logistic Section of the Royal Cambodian Armed Forces (RCAF), has been arrested at his house in Chamkar Morn district in Phnom Penh City after he terrorised his neighbours in a drunken rage and wounding a foreign tourist in a shooting spree.

He was arrested in a joint operation between the Boeung Keng Korng II Police and the National Military Police. He was transported in a Military Police vehicle and is currently detained at the Phnom Penh Military Police Headquarter.

In recent months, powerful generals have taken laws into their own hands by committing violence against unarmed civilians. On 28th March, a brigadier general was arrested when he shot a motorcycle driver in the face after a minor traffic incident. On 11th March, a one-star general who is Deputy Commander of the Ream Naval base in Sihanoukville was arrested and sentenced to a one year suspended jail term for beating two female teachers and a 10 year-old boy who teased his 14 year-old daughter with a snake.

A SENIOR military commander said Tuesday that Cambodia has prevailed on both the military and diplomatic fronts in its standoff with Thailand over disputed land near Preah Vihear temple.

“I am here to tell you all about our victory against the Thai soldiers on the battlefield. We are the winner, and we won both the battlefield and diplomatic fight under Samdech Hun Sen’s leadership,” said General Chea Dara, deputy commander in chief of the Royal Cambodian Armed Forces (RCAF), in remarks before more than 1,000 students, teachers and officials at the National Institute of Education.

Chea Dara also hailed the construction of roads close to the temple, which he said had facilitated the movement of troops and allowed more Cambodians to settle in border areas.

“Fifty percent of the Thai soldiers were withdrawn recently to Bangkok to solve their internal issues, and they will not dare to attack Cambodian soldiers again,” he said.

Fighting near Preah Vihear has claimed at least seven lives from both sides since July 2008, when tensions over the temple’s listing as a UNESCO World Heritage site erupted. Chea Dara claimed last week, however, that 88 Thai troops had been killed in fighting since 2008.

Rath Huot, deputy director of the National Institute of Education, said after Tuesday’s speech that he was very glad to hear directly from Chea Dara about progress at Preah Vihear and the situation on the front line, adding, “It is useful for students and teachers here to learn it.”

Chea Dara also raised accusations that opposition leader Sam Rainsy had aided the Thai military during the recent standoff. “[Sam Rainsy] met Thai officials, and he passed the sword to Thai officials against Hun Sen,” he said. He did not add any other details about the alleged meetings.

Sam Rainsy Party spokesman Yim Sovann dismissed that claim outright. “We Cambodians do not contact any country to mistreat Cambodians and fight against Cambodians. Sam Rainsy was voted for by Cambodians; he has served Cambodians and does not serve foreigners.”

Phnom Penh - The deputy head of Cambodia's armed forces has accused the country's exiled opposition leader of conspiring with Thailand to destabilize the nation, national media reported Wednesday.

General Chea Dara, who is posted at the flashpoint Preah Vihear temple on the Cambodian-Thai border, made the allegations in a two-hour speech to a crowd of 1,000 students and government officials in Phnom Penh, the Cambodia Daily newspaper reported.

"The betraying opposition party leader Sam Rainsy has colluded with Thailand and sold himself to Thailand to let Thais invade Cambodia," Chea Dara was quoted as saying.

Chea Dara was referring to events in mid-2008 as tensions rose at Preah Vihear after the 11th-century temple was registered by the UN cultural body UNESCO as a World Heritage Site. That move angered some Thai nationalists who claim the temple for Thailand.

The general's comments came two weeks after a court in Phnom Penh formally charged Sam Rainsy with falsifying public documents and spreading disinformation in an ongoing argument with the Cambodian government over the border demarcation process under way between Vietnam and Cambodia.

Those charges could see him jailed for 18 years and would add to the two-year sentence he received late last year in a related border dispute with Vietnam.

Sam Rainsy, who is in France in self-imposed exile, was sentenced in absentia after he removed wooden posts marking the border between Cambodia and Vietnam. The opposition had claimed the posts were intruding into Cambodian territory and costing farmers their land.

Vietnam is a key investor in Cambodia with significant interests in agribusiness, aviation, telecommunications and banking and an important political ally of the ruling Cambodian People's Party.

An opposition party spokesman rejected the general's comments wholesale and said under Cambodian law the military must stay out of politics. Yim Sovann told the newspaper that Sam Rainsy's loyalties were to the Cambodian people and were beyond question.

"Please do not serve any political party," Yim Sovann said, referring to the military. "Otherwise, democracy in Cambodia will be jeopardized."

Chea Dara's comments came on the 13th anniversary of a grenade attack at an opposition gathering in Phnom Penh, which killed 16 people. Sam Rainsy was injured in the attack, which killed his bodyguard.

The attack was widely blamed on forces loyal to current Cambodian Prime Minister Hun Sen, who at the time was in an increasingly unstable coalition with the royalist party.
