‘Slashed’ military police to sue protesters

Military police injured by protesters wielding cassava knives during a stand-off in Kratie province last week planned to take those protesters to court, police representatives said yesterday.

Provincial deputy military police chief Mao Rainny, who was one of six officers injured in the protest, told the Post the officers had met and agreed to file the complaint soon.

“We already know [the villagers’] identities, so we will file a complaint against them for intentional injury,” Mao Rainny said.

More than 300 villagers from Pi Thnou commune, in Snuol district, blocked National Road 76A last week in a bid to seek a resolution to a 15-month land dispute with the Sovann Vuthy company there.

Doubt lingers despite Kratie dispute accord

About 160 villagers from Kratie province’s Meanchey village cancelled plans to block National Road 7 yesterday after provincial authorities and a Vietnamese rubber company agreed to their requests regarding an ongoing land dispute, but some expressed scepticism that the agreement would last.

Village representative Saren Ket told the Post that rubber firm CIV Develop Agro Industry and provincial governor Kham Phoeun had agreed yesterday to return farmland to villagers that was taken from them nearly four years ago.

The rights to 300 hectares of land around the village have been in dispute since 2008, when the Vietnamese company began claiming legal ownership of more than 1,000 hectares of land in the area.

Saren Ket said the villagers were dubious that the company would carry through with its promise to return the land.

Prime Minister Hun Sen on Tuesday demanded a rubber plantation turn over two security guards accused at opening fire on a gathering of villagers earlier this month.

Police say they are searching for two men who shot at a crowd of villagers who had gathered in protest to a land concession in Kratie province on Jan. 18. Four people were injured in the shooting, but no arrests have so far been made.

Hun Sen called the violence intolerable and called on TTY Corporation, which is owned by powerful business tycoon Na Marady, to turn over the security guards.

4 Cambodians shot in land protest

PHNOM PENH - Private guards shot and wounded at least four people today during a land dispute in Cambodia, witnesses and a provincial official said.

Kratie province Gov. Kham Phoeun said he ordered police to investigate guards armed with AK-47 assault rifles who shot at about 100 villages who were trying to stop bulldozers from destroying their cassava plantation.

The number of protesters increased to about 300 after the shooting, and they also blocked the highway, demanding that the shooters be arrested, said Ms Neth Ratana, a wounded protester interviewed by telephone.

Officials from the landholding company could not immediately be reached for comment.

About 500 villagers from six districts in Kratie’s Snoul district protested on National Road 7 yesterday, in a bid to find a solution to their land dispute with two Vietnamese rubber companies.

Cars, trucks and buses were gridlocked from 8:00am to 12:00 pm along National Road 7 – the main road to Kratie – near Svay Chreah commune, one of the communities affected by government land concessions granted to two Vietnamese rubber companies.

If we do not block the road, the authorities will not find a resolution for us,” said villager Khiev Kong. “If they do not find a solution for us, we will block the road forever, because they have cheated us.”

About 500 residents from 6 villages in 2 communes of Snuol district, Kratie province, shut down National Road No. 7 (NR7), stopping all traffic. The villagers shut down the road to protest against an investment company which grabbed their lands and cleared out all their crops.

A large number of vehicles traveling along NR7 from Phnom Penh to Kratie came to a stop in front of the Svay Chreah commune office for 4 hours on 17 September.

The villagers said that they shut down the road so that the provincial authority and the various government departments hear and help them in their demand to the agro-business investment company in Svay Chreah commune to exclude 5,600 hectares of land belonging to the villagers from the 26,000-hectare of land belonging to the company.

The [Viet] companies that are involved in the dispute with the villagers are the Dau Tien Rubber and the Dau Tien Kratie companies. Villagers from the 6 villages involved come from 5 villages in Svay Chreah commune – Rompuk, Daun Mea, Ta Som, Sre Cha and Ta Pum villages – and from Choeung village in Khsim commune.

New border gates to Cambodia opened

BINH PHUOC — Viet Nam and Cambodia yesterday opened another pair of border posts, Hoa Lu in Viet Nam's Binh Phuoc Province and Trapeang Sre in Cambodia's Kratie Province.

This is the fifth of seven pairs of border posts the two countries agreed to open under a road transport agreement signed in 1998 and a protocol signed in 2005.

Deputy Minister of Transport Nguyen Ngoc Dong said the gates would not only facilitate trade and economic development between the two border provinces, but also improve co-operation between the two countries.

The four border points currently open for road transport between the two countries are Moc Bai - Bavet (Tay Ninh and Svay Rieng provinces), Tinh Bien-Phnom Den (An Giang and Takeo provinces), Xa Xia - Prek Chak (Kien Giang, Lork, Kam Pot provinces), and Xa Mat -Trapeing (Tay Ninh and Kampong Cham provinces).

A rubber planting campaign launched in Cambodia [-Commie Viet invasion of Cambodia!!!]

(VOV) - Vietnam Rubber Industry Group (VRG) has launched a campaign to plant rubber trees in Sambour district, Kratie province in Cambodia.

Present at the launch ceremony on June 1 were Cambodian Deputy Prime Minister Yim Chhay Ly and Vietnamese Ambassador to Cambodia Ngo Anh Dung.

Four companies affiliated to VRG will plant 5,100 ha of rubber in Kratie to help the group fulfill its yearly target for around 25,000 ha of rubber.

VRG General Director Tran Ngoc Thuan said that the project will help Cambodia promote socio-economic development and strengthen traditional friendship between the two countries.

The group has so far invested around US$200 million in Cambodia. The rubber planting project is gaining momentum with the aim of generating steady jobs for more than 7,000 local people, building more than 1,500 houses for workers and 50 wells, hospitals and schools as well as 200km of road and 20 bridges.

Eleven people have been arrested in a crackdown this week on illegal logging in Kratie province’s Snuol district, military police officials said Tuesday.

National Military Police spokesman Kheng Tito said Tuesday that about 100 military police began a crackdown on Sunday on loggers and smugglers throughout Cambodia’s northeastern provinces.

“Deforestation and illegal logging in protected forests are concerns for the government and all Cambodian people,” Kheng Tito said, noting that deforestation had markedly increased in the Kingdom’s northeastern provinces in recent years.

“We will continue to conduct investigations that will lead to crackdowns on illegal logging and deforestation across the country, not just in Kratie province.”

Southern Gold discovers new high grade gold at Kratie South Project

Southern Gold has identified new high grade gold at the Gossan prosect within the Preak Khlong tenement at the Kratie South Project in Cambodia and has now completed exploration activities for the 2009‐2010 field season.

The best results from diamond core drilling on the Gossan prospect include; 3m @ 14.60 g/t Au, 0.4% Pb, 0.5% Zn and 0.1% Cu from 38m (including 1m @ 34.57 g/t Au) (DD10GSN003) and 2m @ 1.44 g/t Au from 88m (DD10GSN002).

Best rock chip results include; 35.55 g/t Au, 2.8% Zn, 2.9% Pb and 119.5 g/t Ag and 26.16 g/t Au, 23.6% Pb and 974.7 g/t Ag.

In addition, two high grade gold quartz vein‐sets (massive sulphides) have been detected to date at the Gossan prospect, which are hosted within metasedimentary rocks adjacent to diorite intrusive rocks.

A total of 2,178m of diamond core drilling, 767m of reverse circulation drilling and 2000m of trenching has been completed over the Preak Khlong and O’Khtung tenements within the Kratie South Project during the season and all assay results are now to hand.

Exploration on three of Southern Gold’s seven tenements in Cambodia (Preak Khlong & O’Khtung, Kratie South Project and Phnum Khtong, Kratie North Project) is being fully funded by the Japanese Government‐backed JOGMEC, pursuant to a Joint Venture agreement whereby JOGMEC can fully fund exploration activity to a total of US$4.5 million over 3 years to earn a 51% interest in these tenements.

Mick Billing, executive director, said the discoveries at Gossan and Preak Khlong will be the focus of systematic rock chip sampling, trenching and infill drilling programmes planned to start in October‐November 2010, when the next dry season commences in Cambodia.

Cambodian river dries up: Al Jazeera's video


April 01, 2010 — The once mighty Mekong river is at a 50 year low in parts of Thailand and Laos.

Chinese companies have started construction on two hydroelectric dams in Cambodia, one on a tributary of the Mekong River.

The government though has much to lose by being too critical of China which continues to pump billions of dollars into Cambodias infrastructure.

Nations around the Mekong are meeting in Thailand to discuss the vital river's low water levels.

Al Jazeera's Wayne Hay went to northern Cambodia where the lack of water is affecting people's livelihoods.

Cholera Suspected in Six Kratie Deaths

At least six villagers have died and dozens fallen ill from severe diarrhea and vomiting in a suspected cholera outbreak in Kratie province, authorities said Friday.

The outbreak occurred in two villages of Chet Borey district, a remote area far from the provincial capital, said Choung Seang Hak, chief of Kratie provincial police.

At least 53 people were being treated at the provincial hospital while “several dozen” others were being treated in their villages, Sanday, Treap and Village 105, in Thmei commune, he said.

Ou Pilay, chief of the provincial hospital, said six people died from serious diarrhea and vomiting suspected from cholera, causing worries of an epidemic.

“The patients have the conditions of chest pressure, difficulty breathing, and have indigestion” caused by dirty drinking water, he said. A lack of hygiene and high temperatures also contributed, he said.

Villagers were treated with anti-bacterial medication, and the conditions of some have improved, he said.

Around 20 medical officers and several dozen civil servants, police and military police are staying in the villages to investigate the cause of the outbreak, the officials said. Six ambulances were also on standby in the villages.

Authorities are searching the homes of villagers for signs of the disease and have urged anyone sick to seek out the medical teams.

Choung Seang Hak said the “cholera epidemic” was now under control and no further deaths were reported.

A delegation from the Cambodian province of Kratie on December 28 held talks with leaders of the Binh Phuoc Provincial People’s Council, highlighting developments and cooperation in the region.

During the meeting, leaders from the border provinces expressed delight at the growing friendship and multifaceted cooperation between Vietnam and Cambodia in general and between Kratie and the southern province of Binh Phuoc in particular.

They agreed that authorities of both provinces have incessantly strengthened bilateral relations by exchanging delegations on a regular basis, signing cooperation agreements and working together for the implementation of border landmark plantation as agreed by the governments of both countries.

They have also facilitated entry and exit procedures for people from Binh Phuoc and Kratie to travel across the shared border.

Kratie is a north-eastern province of Cambodia that borders Vietnam to the south.

Binh Phuoc province of Vietnam , Champassak province of Laos and Caroche Kratie province of Cambodia will be added to the development triangle area in the future.

Ministers and Co-Chairmen of the Joint Coordination Committee on Cambodia-Laos-Vietnam Development Triangle Vo Hong Phuc of Vietnam, Cham Prasidh of Cambodia and Silavong Khutphaythun of Laos and key officials of 10 provinces in the area reached consensus on the expansion at the 4th conference of the committee held in the Central Highlands province of Dac Lak, Vietnam, on Dec. 22.

The three countries also agreed to boost investment cooperation in the development triangle area with long-term and comprehensive projects and build policies to suit laws in each country.

The countries will also draw out plans and conditions for implementation through signed documents at the governmental level.

Each side will prepare human resources for foreign affairs, investment cooperation and trade sectors, as well as coordinate to build a programme on investment promotion and improvement of infrastructure, especially transport, power, and agricultural projects.

The three co-chairmen of the committee proposed to upgrade the website of the committee.

Participants in the conference praised the exchanges of young people among localities in the area and expressed wish that those activities be boosted.

They also agreed that the 5th conference of the committee will be held in Ratanakiri of Cambodia in March 2010.

The development triangle is now covering an area of 111,021 sq.km with 4.2 million people. The area includes Kon Tum, Gia Lai, Dak Lak and Dak Nong of Vietnam , Atopeu, Saravane and Sekong of Laos, Mondolkiri, Ratanakiri and Stungtreng of Cambodia. The area has an important strategic role in politics, economy, society and the ecological environment.

Southern Gold commences drilling program for 2009-2010 field season in Cambodia

Diversified resources company Southern Gold has announced the commencement of drilling operations for the 2009‐2010 Field Season on the Snuol gold and base metals tenements in Cambodia.

The 2,500m program is testing the continuity of gold mineralisation intersected at the Anchor Prospect including 8m @ 5.9g/t gold (SNRC09) and at the nearby Oh Pok prospect and will also test several other prospects identified from soil and/or trenching results.

Managing director Stephen Biggins said the drilling operations were the first of an extensive program of diamond core and Reverse Circulation drilling that would be completed by Southern Gold on its Cambodian Projects over the next few months.

It is planned that drilling operations will be carried out utilising 2‐3 man portable diamond core drill rigs and 2 RC (multi‐purpose) drill rigs.

A soil sampling program completed last week on the Snoul tenement collected 895 samples to identify new gold and base metal anomalies which can be prioritised for trenching and/or drill testing.

This program will also include infill sampling of previously identified targets within the tenement.

A soil sampling program has also commenced on the Kratie South JV (JOGMEC) tenements, Preak Khlong and O’Kthung, with the aim of identifying new gold and base metal anomalies for trench and/or drill testing.

Drilling operations will commence shortly on the Kratie North and South JV tenements, which are located in the same intrusive related gold district as Oz Minerals Ltd’s Cambodian gold exploration projects.
