Vancouver is a beautiful city, and I love it here. I can now start a new life with freedom... [But] one day I hope that I can return to my home country safely.
Vancouver, 3 September 2012 — More than 165,000 refugees reside in Canada, according to the latest UNHCR statistics, and yet many of their stories are left untold.

Pen Puthsaphea (Phea), 29, is a former Cambodian journalist who escaped to Thailand in 2010. In March 2012, Phea was arrested by Thai authorities and threatened with deportation. After being recognized as a refugee, he was immediately processed for resettlement.

He now lives in Vancouver, Canada. Last month, Phea wrote to tell us his story.

Fleeing political oppression in Cambodia

I am the youngest child of six, raised mostly by my older sisters. I was born in a small village in Kampot province in southwestern Cambodia.

I witnessed so much corruption in my country, and wanted to see it change from poor to rich, and towards greater respect for human rights. Authorities harass and intimidate civil society groups with impunity, and land grabbing and forced evictions by officials remain pervasive problems.

Sin Rozet is elected as the youngest deputy commune councilor. She is continuing to mobilize the youth to provide social services to the poor in the commune of O Char, Battambang city.

Please continue to help her with your generous donation. Her promise to her community is the construction of a health center as the old one was sold by local leaders of the ruling party.

She continues to be active and visits the villages on a regular basis. Her commitment to her people is amazing. Her strength is truly the hallmark of Sam Rainsy Party.

A Sam Rainsy Party member who escaped from prison last September was re-arrested yesterday in the place where he spent the majority of his time on the run: his home.

Meas Peng, 48, was being held in Kandal provincial prison last night accused of conspiring to use violence against a property owner he had been in a land dispute with – the same charge he claimed led to his arrest without a warrant in September.

The activist, who allegedly escaped prison with the help of his then-lawyer Choung Choungy and SRP politician Chan Cheng, was recently voted first deputy chief of Banteay Dek commune, a step up from the position he held when arrested last year.

Clearly a political case, just barely 10 days after the local elections.

Local governance program run by the ministry of interior with support from international donors must look into the real quality of the program which must include how elected commune councilors can function without facing being charged and arrested with no valid evidence.

“Meas Peng was not involved with the land issue, because he’s always lived at his home,” said Eng Chhay Eang, an SRP senator. He questioned the timing of the arrest, just after commune elections last week.

A SRP candidate for the commune election in Thnot Chum commune, Baray district, Kampong Thom province, was threatened by the court with confiscation of his land and house which he lived and owned since 1979. The SRP said that this is a political threat with the approaching commune election.

A letter authored by SRP MPs and the leader of the SRP council from Kampong Thom province indicated that on 21 February 2012, the Kampong Thom provincial court issued an order to Suy Sim, the SRP Thnot Chum commune candidate, to move his house out of the land he owned and currently lives on by 05 March 2012.

The SRP letter confirmed that Suy Sim owned and lived on his land since 1979 and he owned a confirmation letter issued by Pol Dum, the Thnot Chum commune chief, by Siv Kim, the No. 2 Thnot Chum commune councilor, by Ho Saran, the Thnot Chum administrative office director, as well by all the villagers from Thnot Chum No. 2 village. Furthermore, he owns a family book and a Cambodian ID which was issued by the Kampong Thom provincial police in 2004 and the provincial governor in 2007.

The SRP considered this case as a new political threat on one of its activists in Thnot Chum commune at a time when the commune election is fast approaching.

Grassroots Women for Grassroots Democracy

Sunday, February 19, 2012
By Mu Sochua

Give her your support.

Sreymom

“The people in my village face many problems but are too afraid to speak out. I want to become a voice for my community, a voice for justice”

As a mother of eight children Sreymom is deeply concerned with the fate of her country. She works to earn a modest income as a paddy farmer in Prei Papei village, located in North-West Cambodia of the Battambang Province.

She has been involved in politics for three years and decided it was time to take a more active role. The Sam Rainsy Party confidently supports Sreymom because of her passion for ending corruption. Three of her own children had to drop out of school because the family could not afford to pay the fees required to attend “free” public education. Her goals of helping reduce illegal fees for education, advocate for land titles, and help eliminate costs for government supplied certificates are three issues she hopes to address if elected.

As a first time candidate for the commune election, she is hopeful that she and the SRP will succeed in working towards achieving true democracy in Cambodia.

SRP councillor to play campaign ad no more

Thursday, 16 February 2012
May Titthara
The Phnom Penh Post

A commune councillor for the opposition Sam Rainsy Party in Banteay Meanchey province’s Mongkol Borei district has claimed commune officials yesterday attempted to confiscate a video CD of an SRP senate election campaign spot he had been watching in his home.

However, officials said they had received complaints from local residents that the councillor was playing the sound from the video on a loudspeaker in the village.

SRP commune councilor in Rahat Teuk commune, 50-year-old Chan Chhean, said that two commune police officials told him yesterday morning that the commune chief and district governor ordered them to confiscate the VCD.

“I did not agree to give it to them, but they forced me to put my thumbprint [on a document] to stop playing this VCD, otherwise, they will arrest me,” he said.

Chan Chhean said that he had watched the video with his family on January 26 and again yesterday, and did not believe it was illegal.

“It is political discrimination,” he said.

SRP lawmaker, lawyer implicated in ‘escape’

Wednesday, 28 December 2011
Meas Sokchea
The Phnom Penh Post
“I am not afraid to face the charges ... I want to know to what level that prosecutor [Ouk Kimsith] and judge [Lim Sokuntha] will abuse the law.”
Kandal Provincial Court has charged an opposition Sam Rainsy Party parliamentarian, deputy commune chief and their lawyer with evading the law, the court’s prosecutor said yesterday.

SRP lawmaker Chan Cheng had his parliamentary immunity stripped in a landslide vote of the National Assembly last week in connection with the allegation he aided and abetted a prison escapee.

“We charged them on Friday last week. We charged three persons. Meas Peng was charged with escaping from prison, parliamentarian Chan Cheng and lawyer Choung Choungy were charged with aiding and abetting his escape,” Kandal’s prosecutor, Ouk Kimsith, said.

Kien Svay district’s Bantey Dek commune deputy chief Meas Peng was accused of masterminding a violent protest against a property owner embroiled in a land dispute.

He was summoned for questioning in connection with the incident on September 23, and while being questioned by Judge Lim Sokuntha, the judge told Meas Peng he was under arrest and sent him to prison.
